World Wildlife Fund (WWF), the world's leading conservation organization, seeks a Deputy Chief of Party (DCOP) candidate for the anticipated USAID-funded Community-based Forest-management Program for REDD+ Readiness (CFP) in Zambia. The CFP will utilize a range of approaches to improve effective and sustainable management of forested areas in Zambia, with an end goal of strengthening the Government of the Republic of Zambia's (GRZ) Reducing Emissions from Deforestation and Degradation (REDD+) strategy.

USAID's new Global Climate Change (GCC) program for Zambia will encompass several key approaches, including:
1.Research, policy analysis, and dialogue to inform the REDD+ strategy;
2.Capacity building of civil society and local communities to engage with the REDD+ process and promote community rights to manage and benefit from forest resources;
3.Capacity building of the Zambia Forestry Department, particularly at the district level, to support community management of forest resources and implementation of pay-for-performance programs; and
4.Reduction of forest carbon emissions through improved forest management, development of alternative or improved livelihoods, and adoption of improved technologies.

The CFP is expected to contribute to the USAID/Zambia's Climate Change Program Objective of improving natural resource management in the following ways:
1.Improved Livelihoods in Forest-dependent Communities
2.Improved Joint Management of Natural Resources, Particularly Forests
3.Strengthened Government Capacity to Develop Policies & Plans with Stakeholders for REDD+ &EC-LEDS
4.Technologies for Addressing Climate Change Adopted

The CFP is envisioned to work with the GRZ to sustainably manage at least 700,000 hectares of forest in Participatory Forest Management Areas (PFMA) in Forest Reserves, Game Management Areas, and Customary Lands. Within these PFMAs, CFP will utilize sustainable methodologies of joint forest and natural resource management between the GRZ and communities. The Program is also expected to collect and analyze empirical data on carbon stocks within the PFMAs to develop recommendations for national-level GRZ decision makers. The program will be used as a replicable and scalable model of sustainable natural resource management that prepares the GRZ and communities for direct pay-for-performance programs and a diversification in income-earning opportunities.

Position Description:
The DCOP is responsible for assisting the Chief of Party (COP) to meet the project's technical objectives; manage financial resources, program staff, and partnering agreements; maintain good working relationships with host government officials and local partners; manage donor reporting; and ensure a high-quality delivery of services. The DCOP will report to the COP and may assist with overseeing a team of operational and technical personnel.

Major Duties and Responsibilities of the Deputy Chief of Party:
1.Under the guidance of the COP, ensure high-quality technical programming through hands-on guidance and support grounded in the program's strategic objectives and adhering to expected technical quality and reporting requirements.
2.Participate in the technical and programmatic design of award and partner programs; represent Project in negotiating with donors and partners.
3.Help manage project planning, including the production of annual workplans; help guide and oversee the alignment of the budget to expected results; and review and approve annual budgets and quarterly reports.
4.Ensure the cost-effective use of Project resources.
5.Ensure compliance with HQ and donor requirements, policies and regulations.
6.Under the guidance of the COP, act as liaison to relevant donors and the local government.
7.As relevant, manage all local grant making mechanisms, ensuring compliance with donor regulations; coordinate and/or conduct monitoring visits to grantee programs.
8.Provide training and mentoring to partners to strengthen capacity for technical service delivery and compliance with donor rules and regulations.
9.Under the guidance of the COP, help recruit and directly supervise local project staff; oversee the management and development of project office human resources to ensure a diverse, skilled and productive workforce and an effective leadership team. Provide high-quality technical guidance and support that is grounded in the program's strategic objectives and adheres to expected technical quality.
10.Track progress of activities against workplan and project budget spending.
11.Participate in organizational Communities of Practice related to the project focus.

Minimum Requirements:
1.At least a Master's-level degree in forestry, conservation, natural resource management or a related field of study
2.A minimum of 10 years professional experience, with a at least 5 years of experience in forestry, conservation, or natural resource management
3.Demonstrated capabilities in managing and implementing large government-funded programs; experience in managing large USAID projects a plus
4.Demonstrated expertise in conducting monitoring and evaluation for large-scale conservation projects; community forestry management and REDD+ evaluation skills strongly preferred
5.Fluency in written and verbal English; experience in Zambia or region a plus
6.Proven effective communication and diplomacy skills required
