Background

The United Nations Country Team (UNCT) for Mauritius and Seychelles, which comprises of 18 members, 14 of which are non-resident agencies (NRAs) based either in Madagascar, South Africa, Tanzania, Kenya or Italy, has committed itself to implementing the “Delivering as One” (DaO) reform of the United Nations (UN) development assistance system. UN Common Frameworks of Assistance (CFAs) are being developed for Mauritius and Seychelles. These will focus on a series of key areas, among which is UN technical support to the emergence of a “Green Economy” for Mauritius and Seychelles. The DaO Green Economy Focal point (FP) will support and implement the Green Economy project for the CFAs of Mauritius and Seychelles.
 
The CFAs in general, and the Green Economy activities in particular, are being developed as the UNCT’s collective support to key national processes underway in Mauritius and Seychelles:
 

(1) The government of Mauritius is advancing in two priority areas in which it would appreciate the technical assistance of the UN :

  • “Maurice Ile Durable” (MID) and the formulation of a national sustainable development policy, strategy and action plan for Mauritius.
  • Redesigning of the National Empowerment Foundation (NEF)’s programmes for the poor and the vulnerable
 
 
(2) The Government of Seychelles is formulating a Medium Term National Development Strategy (MTNDS) and has formally requested the United Nations to assist in the preparation and subsequent implementation of the MTNDS.
 
 
The services of the FP are being provided to the entire UNCT but the FP will also perform specific duties assigned by the UNCT members cost-sharing the post, notably the International Labour Organization (ILO) and the United Nations Development Programme (UNDP). ILO is a non-resident agency, based in Madagascar.
 
The UNCT being coordinated by the Office of the United Nations Resident Coordinator (RC Office), the FP will operate under the overall supervision of the United Nations Resident Coordinator (RC) in Mauritius, the ILO Country Director in Madagascar and the head of UNDP’s Environment Unit in Mauritius. On a daily basis, he/she will work under the direct guidance of the UN Coordination Analyst in the RC Office. The RC Office is hosted by the UNDP country office in Mauritius.
 
Immediately upon the start of the contract, the FP will prepare a detailed workplan, indicating a specific list of activities and deliverables for the period of employment. This will be submitted at the end of the first fortnight to RCO, ILO and UNDP for validation.

 

Duties and Responsibilities

Summary of key functions:
 
  1. Support the execution and implementation of joint UN activities and projects in the field of Green Economy in Mauritius (with a focus on Rodrigues) and in Seychelles, as part of the UN CFAs for both countries;
  2. Provide relevant information and documentation to the UNCT on Green Economy issues relevant to DaO work in Mauritius and Seychelles
  3. Assist the non-resident agencies cost-sharing the post in the implementation and follow up of other green economy related activities in Mauritius, in Rodrigues and in Seychelles, as well as in their DaO formulation activities with RCO and the UNCT
 
Substantive reports shall detail achievements, constraints and impacts with regards to the utilization of this contribution. These will be produced by the Focal Point each two months from the start of employment and submitted jointly for review to the Office of the UN Resident Coordinator, ILO and UNDP.
 
 

1. Support the execution and implementation of the joint UN Green Economy project in Mauritius (with a focus on Rodrigues) and in Seychelles, as part of the UN CFAs for both countries including:
  • Implement the joint activities validated by the UNCT under the Green Economy project for Mauritius and Seychelles;
  • Participation in the processes related to the formulation of a national sustainable development policy, strategy and action plan for Mauritius and Rodrigues, in the context of “Maurice Ile Durable” and the “Sustainable Integrated Development Plan for Rodrigues” (SIDPR), with the FP establishing communication between the national stakeholders in Government, the Rodrigues Regional Assembly, the private sector and civil society and the UN country team so as to enable the engagement of the UN in these processes;
  • Participation in the processes related to the formulation of the MTNDS by the Government of Seychelles, with the FP establishing communication between the national stakeholders in Government, private sector and civil society and the UN country team so as to enable the engagement of the UN in the MTNDS;
  • Support in identification of opportunities for new UN engagement and development of criteria to then prioritize the activities listed, to enable the UN Country Team to validate a priority list of new UN initiatives, in close consultation with the Governments of Mauritius and Seychelles, the Rodrigues Regional Assembly, as well as with the private sectors and civil society organisations of both countries;
  • Assist in resource mobilisation with donor organisations for the implementation of the joint activities validated;
  • Monitor the effectiveness and efficiency of the UN Green Economy project in Mauritius, in Rodrigues and in Seychelles;
  • Report back to the UNCT on the implementation of the joint UN Green Economy activities.
 

2. Provide relevant information and documentation to the UNCT on Green Economy issues relevant to DaO work in Mauritius, in Rodrigues and in Seychelles:
  • Support in conducting thorough analysis and research of the political, social and economic issues impacting the Green Economy project in Mauritius, in Rodrigues and in Seychelles;
  • Support in mapping out UNCT activities in Mauritius, in Rodrigues and in Seychelles that are related to Green Economy, as well as mapping out of the relevant technical resources available within the UNCT.
 
 
3. Assist the non-resident agencies cost-sharing the post in the implementation and follow up of other green economy related activities in Mauritius, in Rodrigues and in Seychelles, as well as in their DaO formulation activities with RCO and the UNCT:
 

Impact of Results
The key results have an impact on the successful implementation of the Green Economy project in Mauritius and Seychelles.
 

 

Competencies

  • Excellent analytical skills, very good communication skills, both oral and written, ability to write clearly and concisely on technical, socio-economic and financial issues related to the mandate of the UN Country Team for Mauritius and Seychelles in the field of Green Economy.
  • Excellent knowledge of the public and private sectors of Mauritius and Rodrigues. Good knowledge of the public and private sectors of Seychelles preferable. Demonstrated ability to efficiently and effectively manage complex issues with partners of the public and private sectors.
  • Excellent organisation, problem-solving, teamwork and coordination skills and strong ability to manage demanding and complex programmes
  • Ability to establish effective working relations with people of different national and cultural backgrounds;
  • Sound knowledge of the internet as well as good mastery of general office software
  • Ability to work under pressure and to meet deadlines
  • Good knowledge of the mandates of the ILO and UNDP is preferable. Ability to adhere to the values of the United Nations.

 

Required Skills and Experience

Education:
Master’s Degree in Sustainable Development, Economics, Social Sciences or any other relevant field;
 
Experience:
A minimum of five years working experience, with at least three years in project management in Green Economy related areas such as, but not limited to, energy and resource efficiency, food security, sustainable agriculture and fisheries, waste management, biodiversity conservation and management of ecosystem services, sustainable community livelihoods, etc.
 
Language Requirements:
Fluency in spoken and written English and French
