Smart metering is a major public/private programme, and a key plank of the Coalition Government’s strategy for making the transition to a low carbon economy. Successful candidates for these roles will work on this high-profile, large-scale and rewarding programme that will be the biggest and most complex change and infrastructure programme in the energy sector since the 1960-70s.
 
As part of a package of regulatory changes, the team will introduce a new regulated monopoly (the Data and Communications Company “DCC”) to contract for the data and communications services linking energy suppliers (and other parties) to smart metering equipment in consumer premises. This will require the development of a Prohibition Order (to create the licensable activity), a series of licence conditions (to set out the requirements against which the DCC will be regulated) and a set of licence application regulations (to govern the competitive appointment process for the DCC). The successful applicants will be responsible for delivering these important new changes to the regulation of the energy sector.
