As the most senior executive staff in the program, s/he is accountable for program planning, execution, evaluation, and strategy refinement to advance CI’s human development and conservation priorities. S/he provides leadership in marshalling staff and resources to raise funds, build capacity, and provides stewardship over the program’s financial assets and other resources.   The Country Director directly manages staff and/or multidisciplinary teams and is responsible for creating a work environment that instills organization values and behaviors that attract and retain the human talent needed for program success

In addition, the Country Director represents CI and works to engage and build alliances with key external stakeholders including government and non-government officials, donors, and other parties needed to advance CI’s conservation goals. S/he collaborates with other CI country programs in the Americas and, as needed, with other Field Division (Africa and Asia), as well as with other CI Divisions and Departments in headquarters to ensure that the program forms an integral part of achieving organization-wide goals.               

RESPONSIBILITIES

Key Responsibilities

  • ?Lead the program’s strategic planning process and its implementation, as well as the monitoring, evaluation, and refinement of the project portfolio.
  • Successfully integrate the program’s priorities within the overall organization’s initiatives to ensure human development and conservation outcomes are achieved in priority areas under the program’s purview.
  • Serve as the primary local spokesperson for CI as well as legal representative. 
  • Responsible for effectively engaging with public and private donors, public and non-government officials, government agencies, relevant local Board, community and society leaders, and other external stakeholders important to mission success.
  • Advise national government entities on key themes and decisions related to marine and coastal conservation, as well as on the creation, adoption and implementation of marine and coastal policies.
  • Fundraise to bring financial resources to ensure sustainability of the national program in agreement with the regional and national marine strategies
  • Ensure the effective and efficient management and administration of the program operations and resources.
  • Supervise project implementation and timely execution of CI-Panama staff, sub-grantees and consultants.
  • Function as technical and legal representative in all contracts signed by CI to be executed in Panamá.
  • Leverage the program’s intellectual and financial resources to effectively collaborate across the program and across CI to address critical organization-wide projects and strategies.

People and Resource Management Responsibilities

  • Manage, engage, and motivate the program’s human resources.
  • Organize, structure, and staff the program to effectively meet program needs.
  • Model CI’s values and leadership behaviors.
  • Fully accountable for the program’s budget and financial results. 
  • Oversee donor and grant agreements and ensure compliance with written agreements and CI’s policies and procedures.

Working Conditions

  • Willingness to travel 30% - 40% of the time. Occasional travel required outside the immediate program and to CI headquarters in the U.S.
  • Ability to work long hours, frequently on the weekend, after normal business hours, or on short notice.

QUALIFICATIONS

Required

  • Master's degree in biology, environmental studies, natural resources management geography or a field related to conservation and specifically to marine and coastal conservation.
  • Minimum of 8 years of experience with conservation NGO preferably in developing countries or in relation to them.
  • Minimum of 5 years’ experience (in excess of degree requirements stated above) of progressively responsible experience in strategic planning and programmatic evaluation as well as in information analysis, synthesis, management, monitoring and report development.
  • Minimum of 5 years’ experience as a leader in the conservation, NGO, advocacy or related for-profit area.
  • 3-5 years’ experience supervising others including multi-disciplinary teams.  Proven ability to build teams and work effectively as a team player in a multicultural environment.
  • Proven skills in conflict management, implementing creative solutions to solve problems, and successfully managing change.
  • Ability to gain cross-organization cooperation to complete diverse duties.
  • Proven managerial talent in financial management and overseeing operational resources. 
  • Demonstrated ability to raise funds. Success in influencing and partnering with key stakeholders and other influential outside parties.
  • Strong communication skills, including presenting to diverse audiences including donors, public and private sector leaders, other outside parties, and employees.  Fluent in English.
  • Strong technical and analytical skills.  Highly organized and self-directed.   Proven ability to multitask, set priorities, and meet critical priorities. Comfortable working in a fast-paced environment with changing priorities and under minimal supervision. 

Preferred

  • Master´s Degree in marine science or a field related to marine conservation such as biology, environmental studies, natural resources management geography.
  • Field experience in developing countries and multicultural settings
  • Vision obtained from field experience of real-world conservation challenges and opportunities in specific cultural and political contexts.
  • Demonstrated knowledge of sustainable development and green economy concept.
  • Passion for conservation of nature and a commitment to CI’s vision and mission.
