The Country Director of the DRC program is responsible for the strategic development and implementation of CI’s conservation agenda within the country, in line with CI’s global vision and mission. Reporting to the Senior Vice President of the Africa and Madagascar Field Division (AMFD), the Country Director has oversight and responsibility for the activities and staff within DRC in the areas of financial and resource management, fundraising, development and implementation of technical conservation strategies, policies, and reporting. He/she represents CI in the country and has a key role in building alliances, which are central to CI’s strategy. He/she also ensures that the program forms an integral part of the organization’s goals and has effective two-way communication with AMFD and CI-HQ.
Primary duties include working with AMFD and HQ staff to develop effective strategies for conservation in DRC; forging and maintaining strong and effective partnerships with national and local governments, donors, development agencies, businesses, and other partners; frequent reviews and management of team progress and effectiveness; financial and operational overview and support to ensure responsible management of annual budgets and donors; identification of capacity gaps for staff and development of training to achieve an effective national team; identification of donor opportunities and production of proposals with a high success rate; identification of new opportunities for strategic amplification of successful outcomes in DRC.
RESPONSIBILITIES
Strategy
- Lead the definition of CI’s conservation strategy for DRC and ensure implementation, monitoring and evaluation through the management of staff and partners.
Partner Relations
- Engage donors, NGOs, governments and the development sector in our program activities, and use science-driven policy change as a means to affect large-scale conservation threats. Emphasis on forging strong partnerships (e.g., AfDB, USAID) to target development threats to natural resources.
Monitoring
- Ensure that the DRC program develops capacity of its national staff to forge a strong country program team with a shared vision for the future in line with CI’s global mission; empower staff and guide development of suitable activities, establishment of strong metrics, monitoring, and evaluation of program efficacy.
Fundraising
- Develop and implement a resource strategy to secure funding and long-term financial sustainability of country program. Coordinate fundraising efforts and proposal development.
Operations
- Be jointly accountable for the delivery of a balanced end of fiscal year budget through responsible management of expenditure and any shortfall, in full compliance with both legal obligations and CI’s policies and procedures;
- Work together with the Operations staff to ensure efficient and effective human resource management, by ensuring that staffing plans and recruitments satisfy the needs of the program and fully comply with both local labor laws and CI’s policies & procedures;
- With joint accountability with Operations staff, negotiate and commit to all necessary contractual arrangements, abiding by all legal and CI standards of compliance.
Other duties as assigned by supervisor
Working Conditions
- The position will require travel (~30%) to visit field sites and meet with donors. Some field travel will be in difficult-to-access or volatile areas of the country. It will also require occasional international travel, including to Washington, DC, for meetings with donors, partners, and CI HQ-based staff.
- The position requires work out of normal office hours for travel and meetings with other time zones.
QUALIFICATIONS
Required
- Advanced degree in natural resource management or related field and at least ten years related work experience in natural resource management and/or development in DRC.
- Demonstrated technical experience in conservation and development
- Knowledge and understanding of conservation economics, sustainable financing, and local livelihood issues; clear understanding and experience of development and conservation issues in DRC
- Extensive experience working with government ministries, agencies and other key institutions in DRC
- Experience working with bi-lateral and multilateral donor agencies
- Proven skills in effective personnel and financial management
- Strong fundraising capabilities, with proven ability to develop winning proposals
- Excellent interpersonal and written communication skills
- Proven experience in research, project implementation and fieldwork
- Experience with institutional strategy development and implementation
- Experience working in post-conflict areas
- Must be fluent in French and English
Preferred
- Proficiency in Swahili and Lingala languages strongly preferred.
- Experience in species conservation, climate change adaptation and mitigation (REDD+), land-use planning, green economies, livelihood trainings, and/or related topics.
