Description

 

The United Nations Environment Programme (UNEP) is the United Nations system’s designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.  UNEP's Division of Regional Cooperation (DRC) helps to implement UNEP's global programs in the regions by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies. This post is located in the Regional Office for Latin America and the Caribbean (ROLAC) of UNEP in Brasilia, Brazil.  Under the supervision of the Director, Regional Office for Latin America and the Caribbean (ROLAC), the incumbent will undertake the following tasks:

 

Responsibilities

 

1.  Ascertain and maintain contact with the Government of Brazil on UNEP related matters; Identify national priorities and trends to support UNEP programmatic work in the country; Coordinate and facilitate cooperation with the United Nations entities in Brazil particularly with United Nations Development Programme (UNDP) with regard to developing and implementing joint programmes; Represent UNEP in the UN Country Team during design and implementation of the UN Development Assistance Framework (UNDAF) and the Common Country Programme Action Plan (CCPAP) and during the preparation of the Common Country Assessments (CCA); Provide guidance and support to the design, negotiation, implementation and evaluation of project documents, desk studies, assessments and other technical documents; Provide support to the preparation of legal instruments,  Assist in the design and implementation of national projects under the framework of UNEP Programme of Work (PoW), in close coordination with UNEP relevant Divisions.  2.  Liaise with regional and subregional organizations based in Brazil, MERCOSUR (Southern Common Market - South America) Secretariat and other relevant organizations in support of implementing environmental initiatives and programmes.  3.  Engage and explore opportunities with the Government of Brazil for a country programme including those for South - South cooperation among Latin American and the Caribbean countries.  Liaise with UNEP Divisions for coordinated intervention and delivery of UNEP's technical and scientific assistance to Brazil.  4.  Provide donor relations and fundraising support.   5. Keep the Regional Office for Latin America and the Caribbean and other UNEP relevant offices updated on relevant environment and development related matters.  Facilitate a rapid informed and timely response by UNEP to emerging issues in Brazil; Design and overview implementation of communication and outreach activities; Participate in and backstop related processes which will contribute to ensuring the visibility of UNEP in Brazil and making available information and environmental data.  6.  Overview and undertake necessary actions, within scope of delegated authority, for the smooth running of the national office, liaise with UNDP and other UN agency for sharing of common services.  7.  Perform other relevant tasks as required.

Ability to work independently. 
Communication:  Ability to communicate effectively and express ideas clearly, concisely and persuasively, including ability to defend and explain difficult issues, tailoring language, tone, style and format to match diverse audiences; Ability to draft/edit a variety of reports on UN policy issues and strategies relevant to own work as required. 
Planning and Organizing: Ability to identify priority activities and assignments, handle multiple activities and projects concurrently and make necessary adjustments as required; foresee risks and allow for contingencies when planning. 
Teamwork: Ability to establish and maintain effective working relationships in a multicultural, multi-ethnic environment with sensitivity and respect for diversity; Ability to lead and gain assistance and cooperation of others in a team endeavour; Ability to work independently and to participate effectively in a team based information sharing environment. 
Leadership: Provides leadership and takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Proven ability to empower and manage teams.

 

Education

 

Advanced university degree (Master's degree or equivalent) in environmental policy or science, natural resources management, development planning or related field.  A first level university degree in combiantion with qualifying experience may be accepted in lieu of the advanced university degree.

 

Work Experience

 

A minimum of ten years of relevant and progressive professional working experience of which at least 5 years should be at the international level, including experience in environmental/natural resources management.  UN experience is an asset.  Experience in the Latin American and the Caribbean region is required.

 

Languages

 

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English  and Portuguese is required.  Working knowledge of Spanish would be an advantage.

Assessment Method

 

Evaluation of qualified candidates for this position may include a substantive assessment which may be followed by a competency-based interview.
