Coordinator, Integrated Tiger Habitat Conservation Programme

Initiated in 2014, the Integrated Tiger Habitat Conservation Programme (ITHCP) or ‘Tiger Programme‘ is a grant-making initiative which contributes to the Global Tiger Recovery Programme (GTRP), a global effort to double tiger numbers in the wild by 2022 and which is likely to be enhanced in the years following 2022.
The programme consists of four phases to invest in high-quality projects in key Tiger Conservation Landscapes across Asia.
The Coordinator will also contribute towards the development and expansion of IUCN's project portfolio for species conservation action as a component of IUCN Centre for Conservation Action, and contribute towards integration of the ITHCP portfolio as one of the suite of grant-making programmes for conservation action.
• Ensure the programme contributes to global tiger conservation initiatives, including the Global Tiger Recovery Programme.
• Design and shape the programme and its suite of projects to maximise positive impacts on tiger conservation together with appropriate protected and conserved area/habitat management methods and through the enhancement of protected and/or conserved area (PCA) governance and the involvement of indigenous peoples and local communities for conservation and sustainable development.
• Ensure that the funded projects and the programme as a whole is aligned to global, regional and national conservation and sustainable development policy goals and obligations.
• Mobilise the expertise of the Species Survival Commission, World Commission on Protected Areas, IUCN members and IUCN Secretariat in the implementation of the ITHCP programme.
• Lead the organisational development and capacity-development activities of ITHCP, including capacity to develop fundable proposals, capacity to implement projects and capacity to learn and build related knowledge about conservation programmes supported by grant-funding.
Portfolio management
• Ensure that all grants are processed and managed through the IUCN Grant-management portal in line with the guidelines and protocols set out in the ITHCP Operational Manual, according to the guidance and decisions of the ITHCP Programme Council and according to donor contracts.
• Coordinate the project portfolio so that it yields programme/portfolio level metrics and data from robust indicators, and inform decision-making and programme/project refinement to maximise conservation impacts.
• Ensure that social, environmental and climate safeguard policies are met in all ITHCP operations.
• Developing and engaging the ITHCP Programme Advisory Committee and Programme Council and work directly with them in project selection and portfolio development.
• Develop and update the ITHCP Operational Manual and procedures as needed.
• Monitor grants and organise and conduct project monitoring missions as well as prepare mission reports.
• Review progress and final reports submitted by grantees and monitor grantees’ implementation.
• Ensure that all financial management tasks are conducted in an efficient and timely fashion, including audits.
• Prepare programme technical and financial reports as stipulated in the donor agreements.
• Prepare the documentation needed for issuing calls for proposals, including guidleines for applicants, templates, etc.
• Ensure that the review of proposals is done according to ITHCP procedures; assist in the review of proposals.
• Lead the process for projects evaluations according to IUCN policies and the donors’ requirements.
• Support IUCN’s communications team to ensure good quality project communication outcomes.
Policy engagement and relationship management
• Build relationships with the donor and other donors to maximise conservation investments and impacts.
• Build relationships with key stakeholders engaged in tiger conservation such as government departments in Tiger Range Countries, NGOs and CSOs (i.e. NGO coalition on tigers).
• Ensure that the learning from grant-making is incorporated into IUCN policy engagement at regional and global levels for enhanced conservation effectiveness.
Project development and fundraising
• Identify suitable donors and develop proposals to fund projects and initiatives on species conservation action.
• Support the development of the Species Conservation Action Team, with particular input into the development of species conservation elements, and building on the ITHCP and IUCN SOS-funded project portfolio.
• Secure funding for continuing the ITHCP and related programme.
Other
• Supervise staff and external consultants.
• Develop relationships with other IUCN Teams and Centres, and staff within regions and country offices in order to develop joint working practices.
• Contribute to IUCN's knowledge products by collating and inputting data from projects outputs.
• Contribute to harmonising the different grant making mechanisms within the Centre for Conservation Action and help shape IUCN's grant making and conservation strategy as a whole.
• Represent IUCN at relevant fora and events.

• University degree, preferably at the Master’s level of above in biodiversity conservation, environmental science or related field. • At least 7 years’ experience relevant to nature conservation. • Broad international experience, a good understanding of wildlife management and sustainable development issues and familiarity with the main policies affecting species conservation. • Experience in implementing or managing projects on the ground – an advantage. • Project management experience; experience in grant-making is an advantage. • Experience in supervising staff and developing project management teams. • Solution-oriented approach: demonstrates a ‘thinking outside the box’ attitude. • Demonstrated ability for critical thinking, analysis and strategic planning. • Proven ability to bring ideas from concept through to realisation and implementation. • Outstanding writing and editing skills; strong attention to detail. • Strong interpersonal and presentation skills. • English – native level; other languages an advantage. • Ability to take initiative, exercise good judgment, think laterally and resolve complex issues in a dynamic and changing environment. • Ability to cope with varied workload and flexible working hours, and able to work independently. • Willing and able to travel internationally as required. • A demonstrated high-level ability to work in a multi-cultural, international organisation, applying high standards of respect, tolerance and support required. |
