This is a short-term consultancy position of maximum 1 year contract. The Coordinator will provide technical and management support to the My CARBON programme in the implementation of relevant activities. He/She will be located in Ministry of Natural Resources and Environment (NRE), Putrajaya. The tasks to be covered will be as follows:
- Support the day-to-day management of the My Carbon programme as stated in the project document;
- Archiving of data and information and linking with the available NRE’s ongoing project (i.e. Third National Communication/Biennial Update Reports project and the Low Emisson Capacity Building Project);
- Liasie with relevant stakeholders (public and private sectors) in the efforts to systemise activity data collection process and reporting for 2015 My Carbon awards. The person is responsible in following up with the various focal points in ensuring a timely and quality submission of reports inline with the established GHG corporate reporting procedures;
- Organise and maintain records of brainstorming and consultation of events;
- Update My Carbon webportal including its databases and reporting structures;
- Lead and provide necessary follow ups including monitoring and reporting on the fiscal and financial incentive provided to the My Carbon reporters by Ministry of Finance;
- Maintaining financial records and FACE forms inline with the agreed procedures;
- Conduct other duties assigned by MNRE and UNDP Programme Manager related to continuation of My Carbon programme (especially in synchronizing with the outcome of the 11 Malaysia Plan);
- Provide M&E periodical reports and financial transaction inline with the Annual Work Plan and UNDP procedures.
Methodology
The methodology includes desk research, consultation and meetings with relevant stakeholders, and discussions with NRE and UNDP Malaysia.
Expected Outputs
The coordinator is expected to:
- A workplan on the most effective approach for the above implementation;
- Monthly report on updates on the above activities. Reporting format to be finalized suring the inception phase/workplan submission phase;
- Submisison of the Mid-year progress report to UNDP;
- A final report cum project closing report and the Annual Project Report that includes aggregated analysis, policy uptakes, discussion and presentation materials and reports for meetings, workshop and consultations with stakeholders.
Duration
- The Coordinator is expected to be hired from 15 April 2015 to 14 Feb 2016 (10 month).
Terms of Payment
The fee is payable upon satisfactory completion and acceptance of the deliverables by the NRE and UNDP Malaysia.
