The BCI Coordinator for Monitoring, Evaluation and Learning will work closely with the BCI team, across the supply chain,
across countries, and with a range of BCI Implementing Partners. The role is primarily responsible for ensuring that BCI has an
integrated approach to learning, is adaptive, and reports accurately on the results and effectiveness of the collective global
effort of many people and organisations. As BCI is in its start-up phase of implementation, this role is particularly crucial in
supporting the end-of-phase evaluation to enable BCI to shape its standard, systems and approach to better enable positive
change to take place towards more sustainability in the cotton sector globally.
The BCI takes a long term view in its work, recognising the time required to engender wide-spread change amongst a large and
diverse group of stakeholder, and is committed to measuring and communicating the effects of growing Better Cotton on people
and the environment, so that all interested parties can learn from the results. The BCI respects diversity and difference in its
approach.
Responsibilities
Monitoring and Evaluation Systems
1. To coordinate the development of appropriate monitoring and evaluation systems and tools across all BCI projects and
activities, in line with the needs of BCI’s stakeholders and with reference to the ISEAL Code of Good Practice for Assessing
the Impacts of Social and Environmental Standards.
2. To cooperate with Programme Managers to design appropriate methods for setting up and running monitoring and
evaluation from the field to the global level.
3. To identify innovative and cost-effective ways to measure the results and impact of the work of the BCI Secretariat,
Implementing Partners and Members, and to document stories on change.
4. To coordinate implementation of dedicated M&E projects, such as baseline and impact assessments.
Data Quality Control and Analysis
5. To ensure that monitoring and evaluation tools, including collection of reports and data entry, are correctly implemented by
all staff and BCI Implementing Partners.
6. To ensure that data is collected in a timely manner, analysed to an appropriate recognised standard, evaluated accurately,
clearly and is relevant to stakeholders.
Project Monitoring and Verification
7. To ensure that BCI’s approach to 3rd party verification and monitoring maintains a balance between cost and credibility,
and enables BCI to meet its mainstream approach.
8. To manage BCI’s procedures, reporting, and feedback processes related to monitoring and 3rd party verification.
9. To manage 3rd party verifiers to ensure that verification visits are carried out in a consistent and timely manner, by well
trained local verifiers.
Knowledge Management and Learning
10. To ensure that appropriate mechanisms are in place so that monitoring and evaluation enables learning, and informs
adaptive implementation and strategic direction.
11. To collect, analyse, and disseminate knowledge from materials development and methods used, based on experience at
field level and across the supply chain.
12. To lead the evaluation process of the BCI’s work from 2010-2012, working with external independent evaluators, in order to
enable changes in the Better Cotton System, BCI strategy and approach that support meeting BCI’s long term objectives.
Communication and Fundraising
13. To present and disseminate findings and learning clearly and succinctly, both orally and in writing, to BCI staff, partners,
members and funders, in order facilitate increased membership and partnerships for BCI.
14. To prepare appropriate and accurate statistical, narrative, and visual reporting for BCI’s members, donors, and key external
stakeholders.
Beyond these specific responsibilities the Monitoring, Evaluation and Learning Coordinator is expected to work closely with their
line-manager to support the delivery of the BCI 2012 Strategic Plan.
