Description
Objectives: he overall goal of the Congo Basin Forest Fund (CBFF) is to alleviate poverty and address climate change through reducing the rate of deforestation. Its purpose is to: i) slow and eventually reverse the rate of deforestation in the Congo Basin; ii) provide support mechanisms which conserve the forests and iii) maintain benefits to local communities.  Launched in June 2008, the UK and Norway Government have committed GBP 100 million.  The CBFF Governing Council, co-chaired by Hon. Paul Martin and Prof. Wangari Maathai, provides strategic guidance, oversight and ensures broad donor and stakeholder participation of the CBFF.  The Bank hosts the CBFF Secretariat which is headed by the Coordinator. Duties and Responsibilities :  Under the strategic direction of the Governing Council as regards the overall policy direction, objectives and programme priorities for the CBFF and supervision of the Director for Agriculture and Agro-Industry (OSAN), the incumbent will carry out the following functions:Strategic Planning and Monitoring(i)                  Planning, organizing and coordinating the activities of the Fund in order to achieve the institutional objectives;(ii)                Leading the development of appropriate strategies, for endorsement by the GC, that define a coherent and pro-active CBFF programme that promotes innovative and transformative approaches to reducing deforestation and degradation (e.g. REDD), mitigating climate change, and reducing poverty within forest-dependent populations;(iii)               Ensuring that CBFF strategies respond to priorities defined by COMIFAC and its member states, and are complimentary and supplementary to other international, regional and national initiatives;(iv)              Facilitating discussions in the Governing Council on progress towards the CBFF goals, including identification of obstacles and opportunities to reach these goals, and how such obstacles and opportunities can be addressed;(v)               Establishing monitoring and evaluation systems and a results-based framework to enable assessment of CBFF outcomes and impact against targets and corresponding indicators, and coordinate studies intended to establish baselines and assess change/progress;(vi)              Preparing annual reports and issue-specific reports detailing achievements, opportunities and constraints;(vii)            Overseeing the execution of the work plan and budget approved by the Governing Council and the Bank and ensure that deadlines and objectives are met; Grant Management(viii)           Overseeing the building of a coherent portfolio of projects /programmes that individually and collectively contribute to achieving the CBFF strategies and objectives, particularly with regards to implementing REDD, forest management and poverty reduction initiatives;(ix)               Establishing and overseeing a transparent and efficient grant-making structure through: 1) regular calls for project/programme proposals from eligible institutions ; and 2) proposals identified by the Secretariat and Governing Council;(x)                Assisting eligible institutions in the Congo Basin countries in projects preparation and advising them in utilizing the CBFF resources;(xi)               Overseeing the functions of any contracted agents recruited to provide grant-management functions on behalf of the Secretariat, in particular for small grants implemented by national NGOs/CBOs;(xii)             Overseeing the finalization, application and periodic update of the Operation Procedures and Manual;(xiii)            Leading internal review committees of projects and programs proposed for funding;(xiv)           Coordinating secretariat field missions to monitor projects/programs implementation and follow-up or causing such missions to be undertaken by partners and contracted agents, including the Bank Regional Offices in Cameroon and DRC;(xv)            Coordinating the preparation of projects/programs audit missions; Administration and Finance(xvi)           Leading and overseeing the CBFF Secretariat to ensure effective delivery of the CBFF programme and ensuring the application of performance review systems;(xvii)         Overseeing the preparation of the annual work plan and budget of the CBFF;(xviii)        Participating in the recruitment of the CBFF technical officers and support staff; Communication and Networking(xix)            Maintaining regular communication channels with Governing Council members, in particular the Co-chairs, on progress of the CBFF, issues arising of relevance to the CBFF objectives, and with regard to Partners and donors among others.(xx)             Undertaking communication and sensitization efforts in the region and beyond; (xxi)            Providing technical guidance to operational activities relating to proposals submitted for funding to the CBFF, through the review of the technical designs, assumptions and institutional arrangements and assessing their feasibility from the perspective of present and future benefits, and impacts in accordance with agreed Operation Procedures;(xxii)          Working closely with Regional Departments of the Bank covering the Congo Basin countries in projects review, implementation and monitoring;(xxiii)         Representing the CBFF, in addition to available GC members, in donors meetings aimed at leveraging resources for the CBFF and developing partnership among donors;(xxiv)        Representing the CBFF, in addition to available GC members, in the Congo Basin Forest Partnership Forum; (xxv)         Participating in regional and international meetings, conferences, seminars, workshops related to the Congo Basin and forestry sector related issues;(xxvi)        Developing partnership with NGOs, Civil society regional networks and regional partner institutions of COMIFAC;(xxvii)      Developing and coordinating partnership with other providers of international support in REDD, climate change mitigation, forest resource management and poverty reduction initiatives as well as with other MDBs, bilateral institutions and other agencies working in the Congo Basin for the achievements of the CBFF’s objectives;(xxviii)     Any other duties relevant to the successful functioning of the CBFF as may be required.Selection Criteria: (including desirable skills, knowledge and experience)(i)                  A minimum of a Master’s degree in a biological or social science related to either forest resources management, natural resource economics, climate change or rural development.  A post-graduate degree in business administration would be an added benefit or at least 5 years work experience in a senior management level;(ii)                At least 8 years of progressively relevant work experience, particularly in NRM and Forestry Sector Analysis, Project planning, supervision and monitoring.   Mastery of forest resource management within the context of global climate change initiatives as well as national and sub-national development, conservation and poverty reduction objectives;(iii)               Experience in grant management operations would be an added advantage;(iv)              Experience in the Central Africa Region and/or in other major forest regions/countries, especially with development and/or conservation organizations would be required;(v)               Ability to identify priorities, work to deadlines, multi-task and coordinate the work of others;(vi)              Ability to lead colleagues to achieve objectives with sensitivity and respect of diversity and gender.  Ability to develop strategies and empower others to accomplish objectives and solve problems;(vii)            Highly developed communication skills (spoken, written, public speaking and presentation);(viii)           Competence in the use of Microsoft office applications (Word, Excel, Access, and PowerPoint);

Excellent written and verbal communications in French and a working knowledge in English.
