Description
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Division of Technology, Industry and Economics (DTIE) works with international governmental and non-governmental organizations, national and local governments, business and industry to develop and implement policies, strategies and practices that are cleaner and safer, incorporate environmental costs, use natural resources efficiently, reduce pollution and risks for humans and the environment, and enable the implementation of conventions and international agreements. This post is located in UNEP/DTIE at the Paris duty station. Under the supervision of the Director, DTIE, the incumbent will carry out the following duties: 1. Programme strategy, development and implementation: a) Facilitate information flow and communications amongst Divisions working with and through the Divisional focal points to ensure UNEP initiatives and activities are well coordinated; b) Facilitate the development of a cross Divisional climate change sub-programme as part of the UNEP Programme of Work (PoW); c) Ensure UNEP climate change activities are in line with the filters established by UNEP; d) Advise DTIE Director on priority areas for UNEP interventions. e) Oversee the transformation of the climate change sub-programme into projects that will make up each sub-programme; f) Facilitate the coherent implementation of activities across divisions to achieve measurable results for the sub-programme; g) Recommend the best approach for addressing crosscutting activities, global environmental advocacy, development of normative and conceptual frameworks, policy formulation, the development of norms and standards, analytical tools, guidelines and related supporting measures, capacity building; and technology support; h) Work with Quality Assurance Services, QAS, to ensure the quality of the climate portfolio of projects with a focus on 'tangible, doable and visible' activities having measurable results and impacts and to monitor progress achieved, obstacles encountered, and remedial actions taken or suggested; i) Review and reorient the climate change work programme and workplan to respond to new priorities and external feedback. j) Plan and coordinate the more detailed development of the various areas/expected outcomes of the sub program; k) Ensure smooth transition from last format to new format of the POW; 2. Partnerships: a) Act as a daily interface with the outside world (entry point) on UNEP climate change activities; b) Develop coordinated working relationship with the United Nations Framework Convention on Climate Change, UNFCCC, Secretariat; c) Help UNEP develop partnerships with key organizations; d) Lead the discussions with partners on new areas of work and in collaboration with the relevant Divisions that will subsequently be in charge of the implementation of the activities. 3. Fundraising, donor relations and resource allocation: a) Advise on allocation of resources for climate change activities. b) Review and assess climate change proposals submitted to the Project Approval Group; c) Working closely with UNEP's resource mobilization team, mobilize from governments, foundations, the private sector, and other donors the financial and human resources needed to execute the climate change sub programme and its constituent activities. 4. Other duties: a) Represent UNEP at conferences, intergovernmental meetings and professional seminars; b) Prepare briefings for the Executive Director, DTIE Director and UNEP's Senior Management Team on climate change issues. c) Work closely with UNEP's Division of Communication and Public Information on the design and execution of a broad UNEP communications effort on climate change; (e)Contribute to UNEP's publication materials on climate change.

Competencies

Accountability: Ability to deliver outputs with prescribed time, cost and quality standards.



QUALIFICATIONS

Education
Advanced university degree in engineering or the physical sciences, economics, international relations or a first university degree with a relevant combination of professional and academic qualifications.

Work Experience
Fifteen years of working experience in progressively responsible positions, at least partly with national and/or international institutions dealing with environment or climate change issues. Knowledge of climate change issues and intergovernmental efforts undertaken to respond climate change is required. Experience of development of cost effective and pragmatic cross organizational programmes and their coordination and execution is also required.

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is essential. Working knowledge of another official UN languages is an asset.

Other Skills
Knowledge of UN processes and procedures, including those of UN regional and country operations is highly desirable. The incumbent must possess a demonstrated personal ability to initiate and promote collaborative approaches in implementing joint activities by geographically disparate partners.
