Description
The Abu Dhabi Waste Management Centre (ADWMC) is a key element of the Government’s goal to be a world leader in sustainable waste management and resource recovery. It is the lead agency charged with all aspects of controlling and co-ordinating the management of waste for the entire Emirate, with formulating, developing and implementing an integrated waste management strategy and with increasing the capacity of the local waste management industry.
Job Description:
The Contract Services Department (CSD) is the contract management cell that develops, monitors and audits the establishment and performance of all outsourced waste management service delivery, covering cleansing, collection, transportation, storage, sorting, treatment, recycling and disposal services. In addition, the CSD is responsible for the contracts for the procurement, construction and installation of any new facilities, infrastructure and technologies that are required to establish, and then maintain, Abu Dhabi’s position as a world leader in waste management. Manage the Non-Hazardous Waste Division of the Contracts Services Department. The position will be responsible for implementing policy, managing technical support and reporting on performance of the out-sourced contracts. The position will monitor and review contract compliance and the standards of service delivery, manage customer inquiries and complaints, co-ordinate and monitor enforcement by the regulatory authorities, analyse data and report back to the Planning Division, facilitate waste minimisation, where appropriate, review and check payment requests from contractors and approve payments, and assist in developing Request for Proposals for new contracts and in bid evaluation.
Candidate profile:
Demonstrated knowledge of contract management and administration. Demonstrated experience and knowledge of a range of non-hazardous waste streams (municipal, commercial, industrial, green, agricultural, bulky, etc.), waste management technologies and waste avoidance and reduction measures. Experience in programme evaluation and developing recommendations to improve contract performance and service delivery. Excellent facilitation, contract negotiation and conflict resolution skills. Good interpersonal, oral and written communication skills. Broad and extensive knowledge of the waste management industry and issues. Demonstrated knowledge of environmental legislation, including internationally-recognised standards and requirements. Demonstrated knowledge and understanding of relevant Emirate Waste Management Sector legislation and policies. Proven ability to review systems and enhance monitoring procedures. Demonstrated ability to prepare, manage and monitor individual contract budgets. Experience in contributing to reviews and development of policy, procedures and guidelines, in liaison with planning specialists. Formal qualifications in chemical or civil engineering, environmental management or similar. Computer proficiency in Microsoft Office products. Good knowledge of occupational health and safety issues. At least 10 years of experience in the management of waste sector issues. Package:
Total remuneration: Grade 2, Abu Dhabi Government. The remuneration package includes annual salary, accommodation allowance, medical insurance and annual leave loading.
