CCAFS and FAO are each working to merge agricultural development and climate change solutions to achieve climate smart agriculture, i.e. agriculture that sustainably increases productivity, resilience (adaptation), reduces/removes greenhouse gases (mitigation), and enhances achievement of national food security and development goals. Both organizations see a gender-sensitive approach as crucial to achieving climate smart agriculture, however to date attention to women’s and men’s roles, needs and resources are largely lacking. Thus, in the longer term, CCAFS and FAO aim to mainstream gender issues into climate smart agriculture through capacity building and research so that women participate and benefit to the same extent as men.

As a first step toward mainstreaming gender issues into climate smart agriculture, CCAFS and FAO are collaborating on the development of capacity building tools and methods. FAO is developing a training manual on mainstreaming gender issues into participatory action research on climate change and agriculture. This training manual will be tested during a 3-day training session at FAO headquarters in September or October 2011. The trainees at this training session will be staff of CCAFS partner organizations who will travel to Rome from Asiaand Africa for the training. The trainees will subsequently test out the knowledge gained in the training session by carrying out short participatory action research studies in their home countries. To benefit from their experience, FAO will host the trainees and invited external experts in Rome for a 2-day workshop during which they will carry out an in-depth evaluation of how the material covered in the training worked in the field. This evaluation will assist FAO and CCAFS in identifying good practices and planning for longer term capacity building activities as well as identifying knowledge gaps. FAO and CCAFS plan to share some of their initial insights gained from this collaboration at the UNFCCC Climate Change Conference inDurban,South Africa(COP17) in early December, 2011.

Objective of the Assignment

The objective of this assignment is to lead a training session using the gender and climate change training manual developed by FAO and to conduct an evaluation of the training session, training manual and tools contained therein. The Consultant will be responsible for meeting with FAO staff prior to the training and preparing to lead the session, as well as preparing for and facilitating an evaluation discussion, however s/he is not responsible for developing the training manual or designing/organizing the training session.

Under the supervision of and in close collaboration with the Senior Officer, Marja-Liisa Tapio-Biström, Climate, Energy and Tenure Division (NRC) and the Senior Officer, Yianna Lambrou and Capacity Development Staff, Gender, Equity and Rural Employment Division (ESW) the consultant will carry out the following activities:

  • Prepare for the training session including meeting with FAO personnel. The Consultant will meet with FAO personnel (in early September) to review the structure of the training session as well as the format and content of the training manual. The Consultant will receive information on the participants (at least 6 trainees). The Consultant will then carry out any necessary preparations in advance of the training session, including communicating to FAO any resources needed (e.g. materials, note-takers) in order to support him/her in leading the training session.
  • Carry out a three-day training session on gender and climate change. The Consultant will use the training manual and training format developed by FAO to conduct a three-day training. FAO will organize the logistics of the training session; the Consultant is responsible for serving as lead trainer and conducting all three days of the training (with support from FAO staff). Through this training, the Consultant is expected to aim to achieve the following:
    • increase participants’ knowledge of gender and climate change;
    • build participants’ capacity to utilize participatory action research tools;
    • help participants understand how to apply in a field research setting the knowledge gained during the training.

At the conclusion of the workshop, the Consultant will carry out an initial evaluation assessment (provided by FAO) with the trainees and will also review with the trainees the steps that will be taken to evaluate the training approach and participatory action research tools during a 2-day workshop in November. In addition, the Consultant will also be responsible for providing feedback to FAO on the experience of carrying out the training, including his/her opinions on the training format and training manual.

  • Facilitate an evaluation of the training during a 2-day workshop in November together with trainees and external experts. After the conclusion of the 3-day training, the trainees will test their knowledge in the field through field research. Once the fieldwork is complete, FAO will host a 2-day workshop with the trainees as well as invited external experts in order to reflect upon how the training was used in the field and identify knowledge gaps. The Consultant will be responsible for attending the 2-day workshop and for facilitating a portion of the 2-day workshop which will be dedicated to evaluating the training session and training manual. With inputs from FAO colleagues, the Consultant will be responsible for preparing the evaluation discussion questions in advance of the 2-day workshop, and may draw on the initial evaluation questionnaires collected at the end of the training session.
  • Submit a report on the training materials and training format with recommendations for improvements and future dissemination. Based on the outcomes of the evaluation discussion, the Consultant will prepare a written report (approximately 15 pages). The written report will include assessments of the training manual and training session incorporating the assessment of the trainer, trainees, external experts, FAO staff and CCAFS staff, as necessary. The written report will also include recommendations for improving the training manual and training session format and ideas for disseminating the materials further. NRC and ESW will provide guidance and feedback on the content of the written report.

Qualifications

  • Advanced university degree in social sciences
  • Experience in carrying out training sessions on gender and social issues related to natural resource management and/or climate change, and/or training on gender and social issues in the agriculture and food security sectors
  • Knowledge of evaluation of trainings and capacity building
  • Field experience in using participatory action research
  • Based inRome,Italy(or able to travel there independently)
  • Fluency in written and spoken English
  • Excellent writing skills
  • Familiarity with FAO and/or CCAFS is an asset

Remuneration

The Consultant’s time to carry out this assignment (20 days) will be compensated by FAO. Any reasonable materials or support staff (e.g. note takers) required during the training session or facilitation session will be provided by FAO. FAO will not compensate the trainer for travel to or lodging inRome.
