Background

UNDP Cambodia uses communications and advocacy strategies to increase the standing and awareness of its work with partners, the media and the public. UNDP produces promotional materials, publications, stories and video documentary featuring impacts of its work in Cambodia. The materials are regularly distributed to various groups of audience, including partners in the Government, donor community, non-governmental organizations, civil society groups, educational institutions and the Cambodian general public. 

Cambodia Milleniem Development Goal (CMDG7)  focuses on protection of natural resources, reduction of fuel wood use, access to safe water, access to improved sanitation and land security. Cambodia is regarded as one of the most vulnerable countries in the region to the effects of Climate Change, particularly because of its high dependence on agriculture, which relies on rainfall. The agriculture sector contributes around 31 percent of GDP and engages 84 percent of the population. Challenges are also evident with regards to management of natural resources and eco-systems. Deforestation caused by logging, firewood extraction and land grabbing is a key concern.

To accelerate the achievement of CMDG7, UNDP partners with the Royal Government of Cambodia, non-governmental organizations (NGOs) and local community to strengthen biodiversity conservation, ensure sustainable forest management, generate responses to climate change, promote clean and renewable sources of energy and encourage alternative livelihoods through innovation.

Conservation Area Land Management

  • The project works toward the conservation of the key components of the biodiversity of Cambodia’s Northern Plains landscape by enhancing national and local capacities to conserve more than 500,000 hectares of dry and evergreen forests and wetlands.
  • It aims to support integrated conservation and development planning at the landscape level and to establish appropriate community land tenure and resource-use rights. It also aims to encourage community engagement in natural resource management and to strengthen capacity for biodiversity management.
  • This is being achieved through a seven-year, three-pronged approach: (1) the introduction of biodiversity considerations into provincial level land use processes; (2) the demonstration of specific mainstreaming interventions at three key sites (including community land-use tenure, community contracts and incentives for biodiversity supportive land use practices, as well as work to mainstream biodiversity into the forestry and tourism productive sectors); and (3) strengthen biodiversity management by government at the three key sites.

 

Duties and Responsibilities

  • Based on the scope of work, a 5-minute video documentary on climate change, upon receiving written satisfaction from the Communications Unit, will be completed and delivered to UNDP (minimum HD-720p). As well as a separated DVD with the unedited raw footage. Subtitles should not be encrusted in the video, but in separate .srt file.
  • 20 copies of the video should be submitted at the end of the contract with the proper DVD covers according to UNDP Corporate Guidelines.
  • Two field trips to Kratie and Preah Vihear should be organized in collaboration with UNDP Communications Unit to visit the project sites, gather further information and interview some local villagers and project representatives. The lump sum will also be inclusive of all cost related to the travel to those provinces. The number of days in the provinces are estimated and will depend on the shooting plan, weather conditions, and specific needs.
  • All rights reserved. UNDP Cambodia will be the only copyright holder, although further uses may be authorized after consultation.

 

Competencies

  • Knowledge of climate change issues and their relevance to the Cambodia Millennium Development Goals
  • Proven ability to produce quality video documentary in a short period of time
  • Capacity to clearly develop the vision for the video (narration, interviews, etc.)
  • Creativity in packaging narration, footage and interview into a final product

 

Required Skills and Experience

Education:
  • Minimum Bachelor degree in media and management and social development fields.
Experience:
  • Minimum 2 years of video production, media and communications and previous experience on climate change.
Language Requirements:
  • English and Khmer, as some interviews with local villagers have to be done. Translation into Khmer might be done by a third party, but under the winning bidder’s responsibility.
