Description
The Brussels based WWF European Policy Office seeks a consultant to carry out an analysis to the effectiveness of law enforcement frameworks in addressing illegal logging and organized forest crime in Belgium, Bulgaria, France, Romania, Slovakia and Ukraine.

WWF European Policy (EPO) is seeking a consultant to carry out a gap analysis of national law enforcement frameworks in Belgium, Bulgaria, France, Romania, Slovakia and Ukraine to with regards to illegal logging and organized forest crime. The research shall, in cooperation with the national WWF offices analyse the illegal logging situation in the respective countries and assess the stringency of existing laws and their enforcement, identifying gaps related to structure, implementation and application of these laws.
 
The WWF and Interpol project “Strengthening Networks and Investigation for a more effective implementation of the EUTR/Forest crime” funded by DG Home aims to enable effective law enforcement by stimulating networks that are able to detect Forest crime and respond to it.
 
As part of the project, a comprehensive gap analysis shall be carried out in Belgium, Bulgaria, France, Romania, Slovakia and Ukraine to get a better understanding of illegal logging and forest crime in the project countries, the structure of national legal frameworks, their application and the functioning of national enforcement chains. The results shall serve as the basis for tailored trainings of police, customs, environmental authorities, prosecutors and judges.
 
Research objectives and methodology:
The gap analysis aims to create a better understanding about the lack of cases brought forward on illegal logging and forest crime in the project countries.
 
To achieve this, the following areas of work need to be covered:

  • Analysis of illegal logging and forest crime at national level, including national legislative context
  • Assessment of enforcement of legislation through the enforcement chain
  • Presentation of main challenges and opportunities per country and a summary across countries, identifying commonalities 


The analysis shall be conducted in close collaboration with WWF colleagues in national offices and the EPO.

Instructions for Applicants:
We are looking for a consultant with working expertise in the field of illegal timber and forest crime in Europe. The ability to synthesize technical information and excellent report writing skills (in English) are essential.
 
Proposals should include the relevant background of the consultant(s) involved, CVs of consultants who will participate in the project, and a cost estimate for the project.
