Description
Through the Building Energy Efficiency Project (BEEP), the UNDP will support the Government of Mongolia in enhancing energy efficiency in the wider Mongolian building sector by removing the barriers, including non-compliant and outdated building codes, norms and standards (BCNS). 
The goal of the project is the reduction in the annual growth rate of GHG emissions from the buildings sector in Mongolia. BEEP will contribute to the reduction of greenhouse gas emissions through the transformation of the Mongolian buildings market towards more energy-efficient building technologies and services, sustainable private house insulation and energy efficiency financing mechanisms.
The project objective/purpose is the improvement of the energy utilization efficiency in Mongolian buildings by improving the energy efficiency levels of new construction sector buildings, and by improving the energy efficiency of new and existing private houses in urban areas. This objective will be realized through the removal of barriers to the uptake of building energy efficiency construction systems, construction practices, and investment patterns.

 

Duties and Responsibilities

Objectives and the scope of work: 
The objectives of this assignment is to support BEEP having a deep study of Mongolian insulating windows industry and creation of improved Energy Efficient Windows technology appropriate for the local climate condition including production and structural design improvement, methodology of certification, testing of the windows. 
Proposed methodologies (subject to moderate change upon mutual agreement):
  1. Desk review of the related documents, policy papers, surveys and reports, and statistics. (Shall be done prior to arrival in Mongolia but will not be paid)  
  2. Meetings and interviews with relevant national stakeholders (Ministry of Roads, Transportation, Construction and Urban Development (MRTCUD), Ministry of Nature Environment, and Tourism etc.)
  3. Visit and interviews with local insulating EE windows makers and importers of windows materials.
  4. Questionnaire surveys, interviews and/or focus group discussions.  
The Consultant can suggest the other methodologies and approaches in the inception report.
Prior to his/her arrival to Mongolia, an International consultant should review relevant documents, policy papers and reports and this preparatory process should not be considered as desk review work.  During his/ her mission, an International consultant will be provided an office space at the PIU. 
Deliverables:
1.         Inception report - Within 7 working days after the commencement of the contract. The inception report (assignment approaches and methodologies) will be confirmed / approved after the consultant arrives in Mongolia.
The inception report will outline an agreed upon the survey approach including a plan for study, analyzing and reporting credible information to assess the current windows making technology in Mongolia and potential demand for the market. In the inception report, the Consultant shall propose a work plan of the assignment which includes the detailed methodologies and timelines. The proposed approach, methodologies and timelines need to be agreed by the National Project Director (NPD) and UNDP. The Inception report will have no more than 10 pages excluding annexes.
2.         Weekly progress reporting (Presentation on the findings and progress)
The weekly progress reporting will outline and present the preliminary findings and progress of the assignment to the PIU, NPD and UNDP. Revision of the work plan and methodologies can be discussed based on the progress, if needed.
3.         Draft final report - November 05 (or, 5 working days before the completion of the consultant’s mission to Mongolia) 
A full draft of the final report will be prepared in accordance with the outline of the final report provided below. 5 copies of the draft report shall be submitted to the National Project Director (NPD) and UNDP for review at least 5 days prior to the completion of the field mission. In addition, the Consultant shall make a presentation on the draft to the NPD, UNDP and/or other stakeholders. The revisions and comments from required authorities will be incorporated into the final report.
4.         Final report – November 11, 2009  
A report would be on new improved energy efficient windows technology applicable in Mongolia and including methodologies of testing and certifying of the windows. Five (5) copies of the final report will be submitted to the NPD and UNDP within 5 days after receipt of the feedback on the draft final report.
The report shall contain documents of development and certification of improved energy efficient windows systems but not limited to the following items: 
1. Executive summary
2. Introduction of the methodologies and approaches
3. Current situation of insulting windows in Mongolia
            3-1. Status analysis of the current insulating windows making technology in Mongolia
            3-2. Constraints of the current insulating windows making industry
            3-3. Assessment of the current market demand of the insulating windows and customer analysis
            3-4. Legal regulations and standards of energy efficient windows.
4. New improved energy efficient windows
            4-1. New technology of improved energy efficient windows
            4-2. Recommended window types those vary by climate change
            4-3. Method of certification and labeling of improved EE windows
            4-4. Testing method
            4-5. Amendments to existing Windows standards
 5. Management
    5-1. Level of business development, technical and managerial capacity of insulating windows makers etc.
6.    Annexes ( Pictures, Power Point Presentations etc). 

In addition the Consultant should deliver the following:

  •  Brochure about Energy Efficient Windows role in energy saving.
  •  Technology guideline of new improved Energy Efficient Windows.
  •  Methodology guideline for testing of Energy Efficient Windows.
  •  Methodology guideline for certifying and labeling of Energy Efficient Windows.
  •  Instruction manual for proper installation of the EE windows.
  •  Conduct training on improved EE windows technology for windows makers.
  •  Brochure about use of advanced glass technology in Mongolia like triple glazing, argon gas filled, “low-e” glasses and etc.
  •  Computer based presentation of improved new EE technology in MS Power point.
  •  Technology training brochures for insulating EE windows makers.
  •  Energy Efficient Windows brochures for building control system officials, financial and funding bodies.
Duration of the assignment: 6 weeks (or 30 working days) commencing on 1 Oct'09 with field mission to Mongolia.
Management arrangements:  
The short-term consultant will conduct necessary arrangements for performing the tasks outlined in this TOR. He/she will be responsible for consolidating a final report with a full set of annexes.  
The short-term consultant will be responsible to the UNDP Mongolia and will report to the National Project Director (NPD), on a weekly basis on the status of the work.  
The MRTCUD and UNDP hold the copyright of the assignment outputs.
The present TORs may be adjusted and modified, without changing the overall objective and the scope of work, on the basis of consultations. 
Payment modality and schedule:
The UNDP standard method of payment is the output-based lump-sum scheme and the payment will be made in two installments upon satisfactory completion of the following deliverables:
 1st installment – 20% upon the approval/clearance of the inception report
 2nd installment – 80% upon the approval of the final report
Evaluation criteria and weight:  
Experts will be evaluated against combination of technical and financial criteria. Maximum obtainable score is 100, out of which the total score for technical criteria equals to 70 and for financial criteria – to 30.
As for the technical evaluation, the following aspects will be considered:
  • Background and education – 15%
  • Practical previous experience relevant to the announced TOR – 40%
  • Substantial knowledge and professional experiences in insulating windows making technology, and required competences – 30%
  • Required language and other technical skills -15%

Required Skills and Experience

  • Have an advanced university degree in engineering (Civil, HVAC, Energy, Mechanical, Building Science);
  • Have at least 7-10 years of work experience in a related field;
  • Have previous experience of energy efficient windows making and developing guidelines for the technologies;
  • Have sound knowledge of latest energy efficient glass or windows making technologies;
  • Professional experiences in windows making industry;
  • Outstanding communication skills;
  • Good knowledge of international development projects will be an asset;
  • Fluency in written and spoken English;
  • Fluency/understanding in Mongolian or Russian is an additional asset.
