Background

Guyana is extremely low lying and vulnerable to sea level rise. With approximately 90% of the population located within the coastal plain of Guyana, sea level rise could have devastating impacts, affecting human settlements and economic activities. Guyana is home to many rivers and other water courses and sea level rise will also affect the salinity
of these rivers and discharge rates into the Atlantic Ocean. Guyana is also very susceptible to extreme climatic events. In January and February 2005 Guyana experienced an extreme climatic rainfall event which caused significant flooding and considerable damage to all aspects of the economy of Guyana. In response to these threats, adaptation
to climate change in Guyana is critical and improving the overall capacity to respond to extreme climatic weather events, is a priority.On July 10, 2007, the Ministry of Agriculture on behalf of the Government of Guyana and
the United Nations Development Programme (UNDP) signed an agreement for the climate change enabling activity project called Enabling Activity for the Preparation of Guyana's Second National Communication (SNC) to the United Nations Framework Convention on Climate Change (UNFCCC). Guyana is a non-annex I and II party to the UNFCCC and is required to submit national communications on steps being taken to implement the convention. To date, Guyana has submitted its Initial National Communication (INC) in 2002 and is among many developing countries that have
received funding from the Global Environmental Facility (GEF) to prepare their SNC. The finalised document will be submitted to the Secretariat of the UNFCCC. The Greenhouse Gas (GHG) inventory is one of the major components of the SNC. It provides the background for climate change mitigation activities and can aid in the providing precise data for the implementation of national initiatives. In this component, the inventory shall be done in accordance with guidelines in the annex to decision 17/CP.8. The expert will also draw upon the other relevant studies/ assessments being done in the SNC project.

 

Duties and Responsibilities

The GHG expert shall coordinate the overall GHG-I consultancy and is responsible for the
drafting of this chapter of the Second National Communication. He/She shall perform the
following functions including but not limited to:

  • Develop a detailed work plan with a schedule of deliverables for this component of
    the project;
  • Lead and implement the GHG inventory;
  • Submit periodic Progress Reports to the National Climate Unit through the Project
    Coordinator;
  • Incorporate comments received in the review process;
  • Ensure synergies with existing relevant initiatives;
  • Oversee the documentation of all the studies undertaken;
  • Plan all workshops & training in collaboration with the Project Coordinator.
  • Conduct/facilitate all workshops and training executed under this component;
  • Work in close consultation with the experts of the other technical components of the
    SNC;
  • Advise on any adjustments if needed, both at the organizational and technical levels,
    for a successful implementation of the GHG-I component;
  • Compile a bibliography of all data and information sources;
  • Compile and finalize the GHG-I chapter of the SNC.

SPECIFIC TASKS
In general, the GHG expert shall be responsible for ensuring that the following sets of
activities are carried out, inter-alia:

Greenhouse Gas Inventory Initiation & Training Workshop
The purpose of this workshop will be to:

  •  Introduce stakeholders to the GHG-I requirements and process;
  • Reinforce close collaboration with the key sectors for GHG inventory;
  • Contribute to the development of a comprehensive work plan for the inventory and abatement analysis;
  • Identify equipment and resource needs for GHG inventory;
  • Identify methodology/ies to be used in the collection of data;
  • Provide training on the IPCC guidelines and software for estimating GHG emissions;
  • Identify methodology for new gases where appropriate, emission factors and approach/es to be used.

Greenhouse Gas Inventory:
The inventory shall include the following:

  • A review of the GHG data collected for the Initial National Communication and recommendations for adjustment where appropriate;
  • Collect and obtain relevant data to complete inventories for years 2000,2001, 2002, 2003 and 2004;
  • Calculate estimates of all emission sources and removal sinks of greenhouse gases such as CO, CO2, N2O, CH4, NOx, SOx and NMVOCs.? Estimates of HFCs, PFCs and SF6 shall also be completed. Bunker fuels shall be reported in accordance with the IPCC guidelines;
  • Calculate emissions of all the various sectors including, Energy,Transportation, Industry, Residential, Agriculture, Waste, Land Use,Land-use Change and Forestry in accordance with the revised 1996 IPCC Guidelines and Good Practice Guidance in Uncertainty Management. The IPCC Good Practice Guidance for Land Use Change and Forestry shall be used where appropriate;
  •  Conduct a comparative trend analysis by sector and gas against the baseline established in the INC;
  • Compile and present data in tabulated and graphical formats;
  • Identify data gaps for key sectors;
  • Propose solutions to overcome any data gaps;
  • Archive all data collected in an appropriately designed & structured format;
  • Propose new data collection systems for key institutions where appropriate;
  • Design a data collection system for key sectors such as the Guyana Energy Agency;
  • Identify and develop project concepts to reduce greenhouse gas emission from key sectors.

Abatement Analysis:

The abatement analysis shall commence upon the completion of the greenhouse gas inventory. The analysis shall:

  • Utilize relevant tools such as computer models, projected development plans, the greenhouse gas inventory and consider the entire relevant social and economic data to develop a baseline and mitigation scenarios to abate the increase of greenhouse gas emissions from the key sectors;
  • Identify and formulate programmes and measures to aid with mitigation.
  • Conduct a cost-benefit analysis for the application of relevant mitigation technologies in Guyana.
  • Conduct and facilitate a workshop to present and finalize the abatement report.

 

Competencies

  • The expert/consultant should be very knowledgeable and with hands-on experience in calculating /estimating greenhouse gas emissions.
  • Must have a strong understanding of the methodological needs for conducting and improving GHG-I.
  • He/She should also have a solid understanding of the institutional arrangements, technical expertise and resources
    required to carry out the GHG-I work.

 

Required Skills and Experience

  • The candidate should have at least a Masters Degree in Climatology/Environmental Sciences/Environmental Engineering and
  • at least eight years experience in the area relevant to Climate Change and this consultancy.

Experience

  • Involvement in the preparation of the National Communications to the UNFCCC;
  • Demonstrable knowledge of IPCC guidelines and methodologies for estimating greenhouse gases;
  • Sound and broadly recognized scientific expertise on climate change research relevant to greenhouse gases and technology transfer;
  • Familiarity with climate models and their application;
  • Previous experience in preparation of technical reviews, national reports and national and international documentation as it relates to greenhouse gas inventory;
  • Good understanding of climate change and sustainable development issues;
  • Knowledge of the United Nations Framework Convention to Climate Change (UNFCCC);
  • Experience in working with multi-stakeholder groups including, government and non-governmental organizations and indigenous groups, is also desirable;
  • Extensive experience in technical report writing and presentation;
  • Excellent oral and written communication skills, in English
