Background

Background:
  1. The Global Environment Facility's Small Grants Programme (SGP) was launched in 1992 to support activities of non-governmental and community-based organizations in developing countries towards climate change abatement, conservation of biodiversity, protection of international waters, reduction of the impact of persistent organic pollutants and prevention of land degradation while generating sustainable livelihoods.
  2. Solomon Islands Government officially requested to join GEF SGP in 2006 and the inception phase is currently on the way. In order to streamline and accelerate the inception process, strong monitoring and advisory mechanism is required.
Reporting Requirements:
  1. The consultant should to submit weekly progress report. 
  2. The consultant should facilitate GEF National Coordinator to develop the list of pipeline project.
  3. All reports should be addressed to the UNDP Programme Manager.
Fee Proposal/Price Schedule:
  1. The applicant is requested to provide a proposal or quotation of the fees/cost for the services which will be rendered.  The fee proposal should consist of:
    • Daily or monthly rate
    • Cost of any Travel and DSA cost (if the applicant resides out side of Honiara and requires travel to take up this position)
    • Cost of any other procurement of goods or services needed to be undertaken during the assignment (if any)
    • Another overhead cost associated to the assignment (if any)
  2. UNDP’s reference rate is US$400 per working day inclusive of commuting cost, accommodation cost, travel insurance, Visa application, and minor miscellaneous expenses. Though applicant can propose either higher or lower rate than the reference rate, the financial proposal forms a part of the selection criteria.
Payment Schedule:
  1. 70% of the contract amount will be paid upon the list of pipeline projects to Programme Manager.
  2. 30% of the contract amount will be paid upon the submission of the final monthly report to Programme Manager.
  3. If unexpected international/local travel is ordered by the Programme Manager, the DSA (UNDP rate) will be paid during the mission.
 Inputs from the Consultant:
  1. The consultant should bring in his/her own computer for the consultancy. 

 

Duties and Responsibilities

Scope of work/Expected Output:

Under the overall supervision of Deputy Resident Representative (DRR) of UNDP Honiara Office, with close coordination/communication with GEF SGP National Coordinator (NC) and direct supervision of UNDP Prgramme Manager, the consultant will:

  • Ensure that the SGP makes the progress against its work plan,
  • Facilitate in developing its management procedures,
  • Advise technical/environmental contexts of SGP,
  • Report periodically to Programme Manager
Specific Tasks:
  1. With the close consultation with the GEF SGP National Coordinator, National Steering Committee, stakeholders including Ministry, donors and NGOs, and UNDP staff, the consultant will conduct following tasks:
  • Review the SGP Annual Work Plan comparing with the annual targets, and make necessary corrections,
  • Set up benchmarks/ performance indicators and timeframe/ deadlines for specific tasks,
  • Review the SGP documentations, e.g. application form, monitoring tools, etc, and propose a management procedures,
  • Provide guidance and technical advices to the project proposals and to the SGP itself,
  • Conduct, if necessary, field visits to verify the relevance of the proposals,
  • Propose capacity development activities for the project proponents and National Coordinator,
  • Monitor the financial status and fund disbursement schedule,
  • Ensure that the SGP accumulates possible pipeline projects for future funding,
  • Provide technical clearance for Planning Grant allocation,
  • Assist the SGP applicants to develop full proposals/ project documents for Full Grant allocation,
  • Monitor the SGP progress and, if delay identified, propose follow up actions to recover the delay,
  • Facilitate the establishment of the network among key stakeholders,
  • Mediate disputes that may arise during the SGP implementation

 

 

Competencies

  • Demonstrated ability to assess capacities, to analyze problems and solutions, and to plan and organize activities.
  • Sound knowledge on Results Based Management (RBM) and Logical Framework (LogFrame).
  • Strong interpersonal skills with ability to work under pressure and to establish and maintain effective work relationships with people of different backgrounds;
  • Ability to take initiative and to work independently, as well as part of a team;

 

 

Required Skills and Experience

  • An advanced university degree (post graduate or Masters level) in environmental fields, environmental economics, natural resource, development-related or similar field relevant to the objectives and expected outcomes of the project.
  • At least five (5) to eight (8) years of relevant experience in development work, which should include programme management, preferably with an extended specialized experience in any of the GEF-SGP focal areas at the national level.
  • A deep understanding of environment and development issues in Solomon Islands.
  • Experiences in working with NGOs, CBOs, and communities, and willingness and competency to do fieldwork.
  • Past experience as SGP National Coordinator or National Steering Committee member is a distinct asset.
  • Knowledge of UN systems is an asset.
  • Fluent in English and Solomon Islands Pidgin
  • Proficiency in standard computer software (word processing, excel, powerpoint presentations, databases and internet)
