Description

UNDP (United Nations Development Programme) and the GAP RDA (Southeast Anatolia Project Regional Development Administration) are jointly implementing the “Utilization of Renewable Energy Resources and increasing Energy Efficiency in Southeast Anatolia Region (PHASE 1)” Project. The Project is funded fully by the Government of Turkey.

The overall objective, towards which the Project will contribute, is to improve the competitiveness of the Southeast Anatolia Region in a sustainable and socially equitable manner. This overall objective reflects the vision of the Competitiveness Agenda for Southeast Anatolia Region, and serves as a reference point for all initiatives (i.e. projects and programmes) to be implemented within the scope of the Agenda. In line with the said overall objective, the Project at hand, aims at improving the capacity for better utilization of renewable energy resources and increasing the energy efficiency in the Southeast Anatolia Region.

The first phase of the project will be implemented between April 2009 and March 2010. Implementation of the second phase of the project is contingent upon approval of the Government of the outputs (i.e. feasibility studies etc.) of the first phase. This decision will be made latest by October 2009, so that the budget for the second phase can be reflected in the Government’s investment programme for 2010.

These Terms of Reference follow the Project Document co-signed by the Ministry of Foreign Affairs, GAP Regional Development Administration and UNDP. The project document lists 6 (six) outputs and the activities, corresponding to each output for 2009 and 2010.

  • Output 1: Renewable energy (RE) and energy efficiency (EE) investment and business potentials of the Region assessed and promoted nationally and internationally.
  • Output 2: Regional Renewable Energy (RE) and Energy Efficiency (EE) Strategy developed
  • Output 3: International Networks for RE& EE Research accessed
  • Output 4: RE and EE Centre(s) Established (or improved)
  • Output 5: Pilot (Demonstrative) Investments on RE
  • Output 6: Institutional Capacities strengthened

Although this Assignment attacks Output 1 and Output 2, the findings to be made and recommendations to be developed within the scope of the Assignment are expected to be used for the other outputs as well.

Objectives and Scope
The objective of this assignment is (a) to identify renewable energy (RE) and energy efficiency (EE) investment and business potentials of the Southeast Anatolia Region (SEAR); and (b) to develop a “Regional Renewable Energy (RE) and Energy Efficiency (EE) Strategy”.

The team will collectively produce the followings:

  • The Report on “RE and EE investment and business potentials of the SEAR Region”
  • Regional Renewable Energy (RE) and Energy Efficiency (EE) Strategy

Activities
The Assignment is composed of two complementary sets of activities. The first set of activities are geared towards identification of renewable energy (RE) and energy efficiency (EE) investment and business potentials of the Southeast Anatolia Region (SEAR). The findings of these activities along with the methodology, through which such findings will be achieved, will be consolidated in a report that will not only be used as an input for the second set of activities (i.e. development of a “Regional Renewable Energy (RE) and Energy Efficiency (EE) Strategy) but also as a promotional material to attract investments and businesses into the SEAR. As such, this first report should be developed through provision of academic intellect and rigor as well as through incorporation of expectations of the businesses and investors from such a report.

The second set of activities will be geared towards development of a “Regional Renewable Energy (RE) and Energy Efficiency (EE) Strategy”. This will be first of its kind in Turkey. The strategy shall take into account the national strategies and policies, and shall demonstrate how such national strategies and policies can be operationalised at the regional level.

It should also be noted that the assignment attacks RE- and EE-related issues at the same time. Thus RE and EE may be considered as the two main components of the assignment. Although the main emphasis of the assignment is on business and investment, the work on EE needs adopt a wider approach, as the public sector also plays a key role in the EE sector.

The activities will be carried out in consultation and coordination with a wide range of national and regional stakeholders with the primary national stakeholders being Ministry of Energy and Natural Resources, General Directorate of Electrical Power Resources Survey and Development Administration, and the regional stakeholders being the governorates, municipalities, electricity distribution companies, universities etc.  

The team that will fulfill the Assignment will need to be composed of international as well as national (local) experts, as the achievement of the intended outputs required a healthy combination of international know-how (i.e. most of the project outputs are expected to take into account the international best practices in the relevant fields), and national and local knowledge. The following is a list of the activities that are envisaged as minimum requirements of the assignment. The International Team Leader will develop a detailed work plan, in coordination with UNDP and GAP RDA.

Activity 1: Identification of Renewable Energy and Energy Efficiency investment and business potentials of the SEAR Region

Activity 1.1: Development of the Methodology for Assessment of “RE and EE investment and business potentials of the SEAR Region”: This Assignment Team (AT) will initially conduct desk research and preliminary field studies to develop the assessment methodology for strategy and due diligence. The assessment methodology is expected to be based on international best practices, as such will be proposed by the international team members with the inputs of the local experts.  The methodology will be presented at a workshop, to which all national stakeholders (i.e. Ministry of Energy and Natural Resources, General Directorate of Electrical Power Resources Survey and Development Administration, State Planning Organization etc.) will be invited. The workshop will be chaired by the GAP RDA. During this workshop the participants will be expected to provide feedback on the proposed methodology. The methodology will be refined and/or improved by the AT as per the feedback to be received. This activity is envisaged to be completed at most in one month upon mobilization of the Assignment Team (AT).

Activity 1.2: Assessment of “RE and EE investment and business potentials of the SEAR Region”: The AT will conduct the assessment as per the methodology to be developed within activity 3.1. The assessment is expected to be completed within 3 to 4 months upon mobilization of the assessment team. At the minimum, the assessment is expected to demonstrate the followings:

  • Feasible investment locations (preferably by using GIS techniques, and cross-referencing with the databanks of concerned ministries and administrations),
  • Feasible investment and business areas (i.e. manufacturing of parts and components, pipes, testing devices, services, analysis of connectivity to the grid etc.)
  • Feasibility of deployment of energy efficiency technologies (i.e. cost-benefit analysis).
  • An overall estimation (forecast) of the economic and social impact.

The assessments to be conducted should include a review of the legal framework (i.e. primary and secondary legislation). This legal review, along with the other assessments, should lead to concrete observations and proposals for improving the current state of affairs with respect to mobilization of investments on RE & EE. The format of the feasibility studies will follow SPO’s standard format for investment proposals. As mentioned earlier, the second phase of the Project (i.e. “Utilization of Renewable Energy Resources and increasing Energy Efficiency in Southeast Anatolia Region) will be launched upon submission of a project proposal to the State Planning Organization (SPO). Hence although the full report on “RE and EE investment and business potentials of the SEAR Region” is expected to be delivered towards the end of 2009, some parts of the report will need to be delivered earlier (by October) so that they form the basis for the submission of the proposal for the second phase of the Project.

Activity 1.3: Synthesis Workshop/Seminar: The findings of the assessments will be presented to the public at a workshop to be organized (provisionally) in Sanliurfa, Turkey. This workshop/seminar is expected to be a high profile event, to which politicians, NGO representatives, academics and business leaders may attend. The members of the assignment team will also attend to the workshop/seminar.

Activity 2: Regional Renewable Energy (RE) and Energy Efficiency (EE) Strategy: The assessments and feasibility studies (as defined above) will allow for development of a regional strategy for exploitation of regional renewable energy (RE) resources and promotion of energy efficiency (EE). The strategy will cover all sectors including industry, agriculture (i.e. irrigation systems), transport, municipal services, households etc., and is planned to be based on the following pillars:

  • Promotion of RE investment and business potential of the SEAR, nationally and internationally,
  • Promotion of EE investment and business potential of the Region, regionally, nationally and internationally,
  • Improvement of the Regional R&D capacity on RE and EE,
  • Establishment of regional service delivery mechanisms on RE and EE,
  • Making demonstrative investments, showcasing successful models and dissemination,
  • Development of pro-poor energy solutions to assist the poor in accessing and using affordable, clean and safe energy.

This strategy will also demonstrate how national strategies on RE and EE might be operationalised by regional strategies, indications of which are also visible, for instance, in the ENVER (Energy Efficiency) strategy document.  The assessments to be conducted should include a review of the legal framework (i.e. primary and secondary legislation). This legal review, along with the other assessments, should lead to concrete observations and proposals for improving the current state of affairs with respect to mobilization of investments on RE & EE.

Activity 2.1: Regional Needs Assessment: Parallel to the due diligence to be conducted within Action 1, a region-wide needs assessment will be conducted in order to identify the strategic priorities of the Region in terms of (a) development of the local manufacturing capacity for deployment of RE resources and technologies, and (b) deployment of energy efficient technologies. This needs assessment will be comprehensive in the sense that it will encompass industry, households, public buildings and services etc. The needs assessment will be carried out to address several issues: (a) competitiveness of the local industry and service sector, (b) municipal services and operations, (c) household consumption (with special emphasis on the poorer segments of the society) etc.  During course of the assessment surveys will be conducted. At this point the project team will also cooperate with regional energy distribution companies and municipalities to collect and analyze data. The needs assessment is expected to be completed by the end of October 2009.  

Activity 2.2: Development of Regional Renewable Energy and Energy Efficiency Strategy: The Regional RE and EE strategy will be developed in a participatory manner. UNDP and GAP RDA will facilitate establishment of working groups, composed of members from the MENR, the EIE, the SPO and other governmental agencies, and business community, civil society organizations, local administrations and universities. The strategy development process will include a review of the legislative framework as well. The regional strategy will be in line with the national strategies and action plans on renewable energy and energy efficiency. To that end, representatives of relevant public bodies, such as the MENR, the EIE, the SPO etc, will be invited to take part in the workshops and other studies within this particular action. The participants will be expected to provide feedback on the strategy. The strategy will be refined and/or improved as per the feedback. The strategy will cast last light on the followings:

  • Promotion of RE & EE investment and business potential of the SAR, nationally and internationally,
  • Improvement of the Regional R&D capacity on RE & EE,
  • Establishment of regional service delivery mechanisms on RE & EE,
  • Making demonstrative investments, showcasing successful models and dissemination,
  • Development of pro-poor energy solutions to assist the poor in accessing and using affordable, clean and safe energy.

The strategy is expected to be completed by November 2009.

Activity: 2.3: Development of the Action Plan of Regional RE & EE Strategy:  Finally an action plan will be developed in order to ensure that the RE & EE Strategy is operationalised. This action plan will demonstrate the key action lines, responsible parties, stakeholders, and indicative budgets for the action lines. In addition to the national (public) funds, the action plan will target mobilization of private and international funds (such as European Commission’s Instrument for Pre-accession Assistance, Framework Programmes etc.). The action plan is expected to be completed by November 2010.

Deliverables
As indicated earlier the assignment is expected to generate the following deliverables:

The Report on “RE and EE investment and business potentials of the SEAR Region.

  • Assessment Methodology
  • Feasible investment locations,
  • Feasible investment and business areas,
  • Feasibility of deployment of EE technologies.
  • Estimation (forecast) of the economic and social impact.   

Regional Renewable Energy (RE) and Energy Efficiency (EE) Strategy I.

  • Regional Needs Assessment Report 
  • RE & EE business and investment promotion strategy
  • Strategy for improvement of Regional R&D capacity on RE & EE
  • Service Delivery Strategy on RE& EE
  • Regional RE and EE Action Plan

All the reports should be in English, the reports will be translated into Turkish by the Project. The local experts (more specifically the LAR) will edit the reports to be translated into Turkish. The delivery deadlines will be finalized upon acceptance of the Assignment Work Plan to be submitted by the ITL. All reports should be submitted to the GAP RDA and UNDP at the same time.

The Assignment Team
The Project Document, which is the legal basis of the Project and all the assignments to be fulfilled thereunder, reads that “UNDP and GAP RDA will ensure that the assessment team is composed of such members that the findings of the assessment will gain international recognition and credibility easily. This is particularly important in order to attract foreign investment (including investment in research and development) at later stages of the Project”. Further considerations regarding the composition of the Assignment Team have already been highlighted throughout the present Terms of Reference. The Assignment Team (AT) is (provisionally) composed of the following members; additional consultants may be included in the team as per the emergent needs during the execution of the assignment.

  • International Senior Expert on Solar Energy (IESE)
  • International Senior Expert on Wind Energy (IEWE)
  • International Senior Expert on Energy Efficiency (IEEE)
  • International Senior Expert on Regional Growth Strategies (IRGE)
  • International Senior Analyst and Reporter (ISAR)
  • Local Senior Expert on Solar Energy (LESE)
  • Local Senior Expert on Wind Energy (LEWE)
  • Local Senior Expert on Energy Efficiency (LEEE)
  • Local Senior Analyst and Reporter (LSAR)

Timing and Duration
Provisionally the Assignment is expected to start in September 2009 and be completed in January 2010, at the latest.

Place of Work and Logistics
The Duty Station is Sanliurfa; however the consultants are expected to work also at their place of residence and/or work to provide their inputs. All direct logistical costs will be covered from the Project. 

Services and Facilities to be provided by UNDP
UNDP will provide project documents and background information, and facilitate meetings with the GAP RDA.

Payments
Payments will be made on monthly intervals. All consultants will submit monthly activity reports and payments will be made by UNDP, upon of the monthly activity reports by UNDP and GAP RDA.

Responsibilities of the International Expert on Solar Energy (IESE) will include:

  • Provision of technical expertise on solar energy,
  • Coordination with the local expert on solar energy. 

Duties include:

  • Contribute to the development of the assessment methodology for the identification of RE and EE business and investment opportunities in the SEAR,
  • Identify the data that needs to be analyzed, and in cooperation with the “Local Senior Expert on Solar Energy” analyze the data and draw conclusions,
  • Identify the international best practices in deployment of solar energy resources, test the applicability and suitability of such best practices to the SEAR,
  • Elaborate on the appropriateness of established and emerging solar energy technologies,
  • Propose a strategy for the improvement of the local value chains, and their internationalization.
  • Contribute to the feasibility studies, cost –benefit analyses, as required,
  • Mobilize an assistant researcher to do primary and/or secondary research as require

 

Competencies

The IESE should have the following skills and competencies:

  • Ability to analyze complex and complicated issues, and to generate solutions,
  • Ability to present complex and complicated issues and solutions clearly and persuasively,
  • Ability to work as a member in teams of multi-disciplinary nature,
  • Ability to think analytically and provide strategic advice that would support achievement of pre-determined goals,
  • Ability to quickly develop a strong understanding of the vision, mission, and strategic goals of UNDP, and its partners (GAP RDA, EC etc.), and the commitment to promote the vision, mission, and strategic goals of UNDP, and its partners (GAP RDA, EC etc.), 
  • Displays cultural, gender, religion, nationality and age sensitivity and adaptability,
  • Proven record of working in complex teams and programs in defining and achieving developmental targets.
  • Strong network within international business and research circles on renewable energy and energy efficiency

 

Required Skills and Experience

Education

  • Master's degree in relevant fields of engineering,
  • PhD in relevant fields of engineering an asset 

Experience

  • More than 15 years of general professional experience,
  • More than 10 years of international professional experience,
  • More than 5 years of fundamental and/or applied research experience on solar energy
  • Advanced user of office applications (such as words processors, spreadsheets etc.)
  • Experience in provision of consultancy and/or advisory services on solar energy to international organizations, companies, research institutes etc. 

Language Requirements

  • Fluency in English
