Description
The GEF has approved on 15 May 2009 a Project Preparation Grant (PPG) for Mozambique in order to produce a UNDP Project Document and accompanied by a CEO Endorsement Request (both using the appropriate templates) and ancillary documentation (co-financing and support letters) under the guidance of UNDP-GEF, UNDP Country Office and working in close collaboration with key government officials, donors, NGOs, CBOs and the private sector.
The aimed project, budgeted for $4.9 million in GEF funding and $14.9 million in co-financing to be mobilized, will strengthen the overall effectiveness and sustainability of Mozambique’s Protected Area System, including financial sustainability, through working partnerships between public, private, NGO and community stakeholders. This will be achieved through the following three components:
  1. Sustainability of the Protected Area System institutionalised:
  2. Co-management models in demonstration sites
  3. Business planning and revenue generation

Through at least two missions to Mozambique, complemented by work from home base, the consultant will play a leading role in the production of the following PPG deliverables, with the assistance from the UNDP national consultant and teams from Carr Foundation and WWF:

PPG Activity 1) Avenues for financial sustainability specified within business planning frameworks

  • A feasibility study for sustainable financing of ‘Conservation Areas’ (i.e. PAs)
  • An analysis of experiences with respect to public-private-community-partnerships (PPP+C) for PA management in Mozambique
  • A proposed plan for the capitalization of trust fund
  • A road map for a transparently managed conservation trust fund that will serve to “anchor” a strategy for the sustainable financing of PA in Mozambique
  • Implementation modalities and fund-sources for the micro-credit schemes for local communities

PPG Activity 2) Sites selected, support for institutional and policies frameworks determined and stakeholders engaged

  • Establishment of a collaborative framework among PA managers
  • Pilot site selection for component 2 of the full-project
  • Analysis of differential roles to be played by state and non-state actors to ensure both the effective management and sustainability of the protected area system.
  • Capacity assessment of key institutions, PA managers, including private operators and local communities
  • Articulation of full project support for operationalisation of the Conservation Policy and Implementation Strategy
  • Articulation of mechanisms for re-classification of protected areas, including any gaps in knowledge for PA management decision-making.

PPG Activity 3) Baseline data collected, project costing and M&E planning established

  • Financial parameter for PA financing in place
  • Financial sustainability scorecard applied in participatory manner
  • Monitoring Effectiveness Tracking Tool framework at system, landscape and individual protected area
  • Selection of taxa and relevant data for ecological monitoring carried out
  • Elaboration of methods for participative ecological monitoring by local communities
  • Detailed analysis on the barriers to achieving effective management of protected areas in Mozambique and the root causes for threats to biodiversity, both without and within protected areas.

 

Duties and Responsibilities

Encompassing approximately 12 weeks of work throughout the duration of the PPG , the Protected Area Specialist will undertake at least two mission to Mozambique complemented by support from home base.
The International Specialist will play a pivotal role in the task of scoping and preparing the GEF project for submission in collaboration with the UNDP/GEF Regional Technical Advisor, the UNDP Country Office Environment Focal Point and the team of national consultants.
In addition, the expert will function as the PPG chief technical advisor and assist with planning PPG activities in more detail, guiding, when needed the national experts and in full collaboration with Fanamby advisors and specialists, the PA specialist will play a key role in the development of the project strategy participating in the assessment team coordination.
He /She will responsible for:  
  • PA Management Effectiveness, including applicable indicators/tools (METT/GEF4 being compulsory)
  • Institutional capacity with respect to PA management functions (i.e. planning, controlling access, surveillance, ecological monitoring etc.)
  • Selection of taxa and relevant data for ecological monitoring and conservation targets (in collaboration with Carr Foundation’s biodiversity expert in particular)
  • Outlining the full project’s support to the operationalisation of the Conservation Policy and Implementation Strategy and the establishment of the autonomous management authority for conservation areas
  • The mechanisms for re-classification of protected areas articulated
  • Lessons-learnt from the ongoing GEF-funded TFCA project contribute to overall full-project design
  • Provide focused and detailed recommendations to the project strategy

Required Skills and Experience

  • Extensive knowledge of protected area issues, including legal and policy frameworks, PA management effectiveness (including community involvement and capacity issues), PA planning (including business planning) and ecological monitoring systems for PAs
  • Extensive knowledge of implementing and evaluating community-based and private sector based tourism and alternate income projects within and around PAs
  • Previous experience with GEF development projects is an important qualification for this position
  • Hold an advanced degree in a relevant field for conservation work (either with ecological, socio-economic or alternative livelihoods background) with consistent professional specialization in issues of PAs
  • Have at least 5 years of proven experience in the mentioned field; and
  • Demonstrated track record of relevant production in the mentioned area (publications, project proposals, reports)
  • Mastery of oral and written English is a requirement
  • Working knowledge of Portuguese is a plus
