Description
The United Nations Development Programme (UNDP) Turkey assists the Government of Turkey (GoT) to implement a Global Environment Facility (GEF) – funded Medium-Sized Project, which aims to strengthen Forest Protected Area System. The objective of the project is to enhance coverage and management effectiveness of the Forest Protected Areas (FPAs) through demonstrating cost-effective approaches for effective conservation and sustainable resource management at Kure Mountains National Park (KMNP) and taking initial steps towards the replication of this model at the remaining eight forest hot spots.
While the GoT recognises the importance of addressing the poor representation of Turkey’s forest biome within its national system of protected areas, it needs support in taking a step-wise approach to bringing into the fold critical forest hot spots. The GoT has already designated Kure Mountains National Park (KMNP) and is also committed to providing appropriate protected area status and/or sustainable forestry management to the other 8 sites identified as “forest hot spots”. However, these activities have been carried out without a systematic approach or a comprehensive strategy, especially in terms of utilizing KMNP as a springboard for strengthening the effectiveness and coverage of the national system of protected areas in conserving forest protected areas. Therefore, GoT aims to benefit from GEF support to catalyze such a long-term strategy.
At the initial stage of this project, UNDP Turkey therefore seeks a highly qualified and capable specialist to technically support the project in achieving its objective by undertaking activities and delivering key outputs indicated below, under direct supervision and guidance of the project manager, and deputy project manager.

 

Duties and Responsibilities

The objective of this assignment is to guide the Project Management Unit (PMU) in identifying, developing and implementing a practical and feasible sustainable financing system for Kure Mountains National Park and its buffer zone area. The expert will identify the primary steps to be undertaken towards establishing the sustainable financing system in Kure Mountains National Park, and will guide the PMU to develop a replication model in sustainable financing of forest protected areas.
The key functions of the expert will include the following:
Business Planning
  • Review all studies and assessments for business planning efforts and sustainable financing of protected areas in Turkey.
  • Assess in details the current budgets, financing mechanisms and income sources of Kure Mountains National Park and its buffer zone.
  • Identify ecosystem service values in Kure Mountains National Park and its buffer zone, and carry out their economic value analyses.
  • Conduct field work, meetings, consultations and other activities for the analyses.
  • Provide an estimate of the overall cost for maintaining and managing Kure Mountains National Park and its buffer zone.
  • Prepare a detailed business plan (including resources, investments, marketing, detailed budgets, and projections of costs and income and likely sources of finance) for Kure Mountains National Park and its buffer zone.
  • Mainstream gender perspective into the business plan.
  • Investigate options for income generation in Kure Mountains National Park and its buffer zone.
  • Study a range of potential sustainable funding mechanisms for sustainable financing of Kure Mountains National Park and its buffer zone.
  • Develop a replication plan to implement the sustainable financing methods for the other forest hotspots mentioned in the project document.
  • Collate the information, and lessons learnt into an “Implementation Guidelines of Kure Mountains National Park and its Buffer Zone Business Plan” report including concrete recommendations for implementation.
Capacity Development
  • Design and implement a 2 day basic technical training on business planning for project and replications site staff and Kure Mountains National Park staff (average 20 participants) as the main lecturer. 

 

Competencies

  • Strong interpersonal and communication skills, strong cultural sensitivity and ability to work in multi-cultural environments.
  • Excellent analytical and report writing skills.
  • Good teamwork and leadership skills
  • Demonstrates good oral and written communication skills both in Turkish and English
  • Excellent computer literacy.

 

Required Skills and Experience

  • Post graduate qualification in Business or Economics with specific elements concerning natural resource management or first degree and evidence of equivalent professional experience (publications, reports etc).
  • Full proficiency in both written and oral English. Knowledge of Turkish language is an asset.
  • Minimum 5 years relevant experience in environmental and protected area economics, finance and business planning. Work experience in Turkey and/or the Mediterranean will be an asset.
  • Proven understanding of economics as they apply to natural resources and protected areas. Experience in providing consultancies for protected area sustainable financing related projects is an advantage.
  • Proven ability and practical experience in complex budgeting and business planning in the context of natural resources, protected areas and the environment.
  • Proven ability to advocate and negotiate innovative approaches to protected area financing policy with decision makers and budget holders.
  • Proven ability to mainstream gender issues into analysis and planning.
  • Experience to work in multi-stakeholder environment.
