Description
The Department of Environment and Conservation (DEC) of the Government of Papua New Guinea (PNG), together with the Global Environment Facility (GEF) and UNDP PNG will be implementing the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea.
The objective of the Project is to establish a system of terrestrial and marine protection which builds upon existing community-based resource management structures in PNG. To achieve this objective, the following three broad outcomes will be required: 1) National and local policies and capacities to support community managed protected areas (PAs); 2) Community Conservation Areas strengthened or established in selected sites; and 3) Conservation-compatible livelihood generation opportunities. The key impact indicator associated with this objective will be the extent of high conservation valued terrestrial and marine area which is brought under community-based conservation at targeted sites.
The Policy Analyst of the Community-based Forest and Coastal Conservation and Resource Management Project in Papua New Guinea (hereafter Analyst) will assist with Outcome 1) and will work under the direct supervision of the DEC’s Deputy Secretary of the Environmental Sustainability Wing, and overall guidance from the Secretary.
The Analyst will ensure analysis of national and site-level policies and capacities to enable community-managed protected areas (PAs) are conducted and assist in assessing and reporting on baseline status, barriers, existing capacities and practices, opportunities and technical co-operation needs of community-managed protected areas. This analysis will assist in the project design of the above-mentioned Project.

 

Duties and Responsibilities

Expected Outputs
  1. An overview paper of PA systems in PNG and priority threats to biodiversity and their root causes
  2. An assessment report on policy and regulatory environment and programmes of sectoral departments for complementarity with the new community-based protected area model, particularly in relation to PES
  3. A gap-assessment report in achieving environmentally sustainable economic growth, particularly in relation to PAs
  4. A draft strategy for Outcome 1.
Main tasks
The main duties and responsibilities of the Analyst will be to propose strategy for Outcome 1) national and local policies and capacities to support community managed PAs by assessing and reporting on baseline status, barriers, existing capacities and practices, opportunities and technical co-operation needs related to each of these areas. The main activities of the Analyst will include:
  • Provide overview of PA systems in PNG and priority threats to biodiversity and their root causes
  • Assess the policy and regulatory environment and programmes of different government departments (e.g. forestry, agriculture, provincial/local level) for complementarity with the new community-based protected area model; determine how conducive they are to Project objectives
  • Assess law, policy and practices related to payment for ecological services (PES)
  • Review and summarise previous GEF-funded projects (e.g. Milne Bay and ICDP) to identify lessons to be learnt for the achievement of comprehensive biodiversity conservation at the landscape and/or ecosystem level
  • Assess gaps and needs in existing policies for promoting environmentally sustainable economic growth, particularly those gaps which need to be addressed for effective protected area establishment and management and incorporate findings of the Programme of Works on Protected Areas gap analysis work where necessary
  • Assist the DEC Legal Specialist to design the new legal framework to implement the new mainstreamed protected area model
  • Assess technical co-operation needs and propose strategy for Outcome 1.

Required Skills and Experience

The Consultant will have the following minimum qualifications:
  • Masters degree in environment, economics, international policy or a closely related field
  • At least 7 years professional experience working in conducting policy analysis and providing policy advice at senior level as well as policy development related to PAs
  • Have a sound understanding of the concept of environmental sustainability and its integration into policy and legislation
  • Proven record in the writing of research papers, policy analysis and recommendations, reports and publications
  • Previous work experience in PNG/the Pacific is desirable.
