The RA Ministry of Nature Protection on behalf of the RA Government and the UN Development Programme signed “Armenia - Improving the Energy Efficiency of Municipal Heating and Water Supply” project document in January 2005. The stated objective of the project is to lay the foundation for the sustainable development of heat and hot water supply services in Armenian cities, with special attention to the energy efficiency improvement and GHG emissions reduction aspects. To support the rehabilitation of energy efficient heat supply systems and their further stable and continuous exploitation/operation are among the Project’s main goals. On the other hand the energy audit and energy passports of multi-apartment buildings are important for ensuring the energy efficient performance of the buildings as well as are instruments for proper operation and maintenance of the buildings and their engineering communications. At present there are no energy efficiency performance requirements for the multi-apartment buildings and established energy audit procedures in the country. Though it is important to note that Intergovernmental Construction Norm on “Thermal Protection of Buildings” is approved by the RA and currently in the stage of adaptation. This norm provides the form of building energy passport; however it includes only general data on thermo-technical characteristics of the buildings.

 

Duties and Responsibilities

Task objectives: 

The consultant is expected to work together with the local experts by sharing the international experiences and best practices in developing a procedure for energy audit and building’s passport and as applicable, energy certification system with a specific emphasis on related systems in EU countries and the possibility to adapt them entirely or partly for Armenian conditions.

Task activities:

1. On the basis of the local stakeholder consultations and reports prepared, analyze key issues and development needs in the light of the realistic opportunities within the current and envisaged future institutional and other framework conditions in Armenia;

2. Review and report on the systems used in different EU countries, together with their experiences and lessons learnt that can be considered to be of relevance for the Armenian conditions. The following aspects for introduction of energy audit and energy passport application in buildings should be considered:

  • Legal framework,
  • Institutional/organizational issues,
  • Financial mechanisms;

3. By working together with the local company involved in the development of the building passport form, procedures and pilot projects implementation in few multi-apartment buildings in Armenia,

  • provide assistance in identification and analysis of problem areas and barriers, 
  • support in drafting of required legislative and regulatory changes and other supporting documentation to justify the suggested changes and,
  • facilitate the actual implementation of the new systems, if adopted (such as a model form for a new passport/energy certification), development of guidelines, energy performance calculation methodologies etc.;

4. Support in design and implementation of the pilot projects on buildings’ energy passport development;

5. Compile the final report that will include all the above stated results as well as summarized conclusions and recommendations.

Key expected results (to be completed in co-operation with the local project team):

  • Exemplary form of passport and, as applicable, separate energy certificate agreed with local stakeholders,
  • Passports and, as applicable, separate energy certificates compiled for buildings included in the pilot projects,
  • Analytical report on major problems and obstacles in building energy audit and passport application and recommendations to resolve those,
  • Procedures on introduction and implementation of building energy audit and passport,
  • Legal initiative package to be submitted to the RA Government.Both hard and soft versions of analytical report will be submitted in English.

 

Competencies

  • A good overview and experience of different building energy audit, energy passport application and certification systems and procedures in other countries with a specific emphasis on EU countries and other economies in transition,
  • A good knowledge of the related legislations and regulations adopted in other countries,
  • Experience in elaboration of legal, normative acts and technical procedures,
  • Good reporting and interpersonal training skills,
  • Fluent English, knowledge of Armenian or Russian languages is a strong asset.

 

Required Skills and Experience

Education:

  • An advanced university degree in an environment, energy and development related field.

Experience: 

  • 8  years of overall relevant professional experience as well as a proven professional record in the practice area;
