On January 12, 2006 , Member States of ECOWAS and UEMOA have decided ( Decision A/Dec.24/0106 ) engaging in an ambitious regional policy to increase access of their populations to modern energy services. This policy takes the form of " White Paper " produced with the support of UNDP through its Regional Energy Poverty Programme ( PREP ) , binds to target by 2015 , allowing at least half the population access to modern energy services : either access to 36 million households and over 49,000 additional locations to modern energy services to contribute to poverty reduction . PREP develops its activities based on the White Paper and the 2008-2011 Strategic Plan objectives of UNDP . The new phase includes development of the PREP , based on lessons learned and experiences gained through support to ECOWAS and Member States over the past five years, and in coordination with ECOWAS , the strategic elements :
- Extend support to English-speaking countries of ECOWAS, while intensifying efforts in implementing the White Paper .
- An expanded support to regional organizations ( ECOWAS , the African Community in the East, the PER will also provide institutional support on issues of access to energy services in SADC ) .
- More attention paid to developing options decentralized access to energy services to complement the existing body of multifunctional tool platform .
- Continued efforts for mainstreaming the issue of the ESA in the PRSP and the formulation of investment programs Access to Energy Services thereunder .
It is in this context that the present consultation .
2 . GENERAL PURPOSE
The overall objective is the formulation of a national investment program and its priority projects for the promotion of access to modern energy services ( ESA ) for rural and peri urban areas of Senegal and with respect to achieving Goals of the Millennium Development Goals (MDGs) .
3. SPECIFIC OBJECTIVES
Specifically , based on an overview of ESA in Senegal , will: ( i ) to evaluate the energy service needs of rural and peri-urban , ( ii ) define the objectives investment in the medium and long term compared with the three pillars of ESA (electricity , power, domestic fuel ) , ( iii ) determine the need for investment financing program and budget , ( iv ) propose a framework for implementation and deployment criteria of priority projects and finally ( v) to indicate the program's contribution to achieving the MDGs.
4. EXPECTED
- A report containing an inventory of access to energy services ( ESA ) of rural and peri- urban Senegal , including key indicators of the ESA ( ie rate of electrification access rate butane in rural and urban ... etc. .) .
- A report on the investment program of ESA , taking into account: ( i) national and sectoral context of ESA , ( ii ) the objectives and strategy of intervention , ( iii ) the results framework ( iv ) actions to drive, ( iv ) the actors and their roles , ( v ) to promote partnerships , ( vi ) costs and financing plan , ( vii ) the general framework for monitoring and evaluation, ( viii) Key risks and mitigation proposals .
- A report on priority project deployment program that justifies the criteria for determining priorities , setting out the priority needs and the financing plan and tracks resource mobilization , the action plan for the project, the institutional framework for implementation implementation and organizational arrangements .

Duties and Responsibilities

TASKS Consistent with the objectives and outcomes and on the basis of the methodology and timetable set by the UNDP- PREP , the consultant will contribute to the following tasks :
- Literature Review on the main repositories of national policy sectors ( energy, health , education, agriculture , crafts ) in connection with the ESA ;
- Additional data collection with key stakeholders and partners ;
- Update , if appropriate , sectoral studies on the ESA available for inclusion in the national investment program ;
- Power model for calculating costs and determining the impacts MDGs ;
- Defining the general framework and strategic thrusts of the program;
- Setting operational objectives and national priority project ;
- Description of the different components of the program and courses of action ;
- Regular information on the progress and status of the UNDP / PREP ;
- Return technical results to stakeholders.
In addition to common tasks described above and which will be undertaken in close collaboration with the UNDP -PREP responsible for the formulation of the investment program , the consultant will undertake the following specific tasks :
- updating data on the craft sector , on the programming Senelec and the Senegalese Agency for Rural Electrification (ASER )
- targeting technical infrastructure sector , to estimate the energy balance needs ASE
- determining the assumptions and basic technical solutions ;
6. PROGRESS OF THE CONSULTATION
It will take place under the direct supervision of the UNDP -PREP . The formulation process will benefit from the support of the Intersectoral Committee for the implementation of synergies between the energy sector and different sectors of strategic importance for Poverty Reduction ( SUMMIT ) . The SUMMIT will be involved in the process of collection and validation of industry data and technical sessions refund program .
The formulation of the investment program will be conducted by a team of 3 consultants .
1. The prime consultant under the supervision of the UNDP- PREP propose a methodology and a timetable. He will lead the team of consultants and will synthesize the work .
2 . Two national consultants : (i ) a dominant profile to socio economist / statistician and ( ii ) a dominant profile to technical energy specialists , who work closely together .
3. This consultation will last 55 days staff , spread over a maximum period of five months from September 2010 . The consultation will be divided into three phases :
Phase 1 : Establishment of an inventory ( 20 days ) Phase 2: Formulation of a national investment ESA ( 30 days ) Phase 3: Writing a priority project of ESA investment ( five days ).

Competencies
|
- Good command of technical characteristics of equipment in rural and ability to perform energy balances ,
- A knowledge of the problem justified the provision of energy services,
- A proven experience of at least 5 years of formulating and conducting projects and programs of access to energy services ,
- A good knowledge of the energy sector and the handicraft sector in Senegal
