Description

In Kyrgyzstan energy consumption in buildings is almost 3-5 times compared to EU average and varies between 320 and 690 kWh/m2 per year. The project “Improving Energy Efficiency in Buildings“ aims at reducing energy consumption and associated GHG emissions in Kyrgyzstan building sector by 30-40% as compared to the current level by:

  • adopting and enforcing mandatory building energy performance codes, standards and labels (the Energy Passport) for new and renovated buildings in line with international best-practices;
  • demonstrating feasibility and viability of an integrated design approach for energy efficiency in Kyrgyz public buildings;
  • building capacity of construction sector professionals to implement new building regulation; and
  • establishing a system to monitor energy consumption and CO2 emissions in Kyrgyzstan building sector.

This 4-year GEF-funded project will be managed jointly by UNDP and the Agency for Construction and Architecture of the Republic of Kyrgyzstan. Implementation began in January 2009. Project Management Unit (PMU) is currently being established consisting of Project Manager (PM), administrative staff, national building sector and energy efficiency experts, and international consultants. A highly qualified International Technical Advisor (ITA) on Building Energy Efficiency is required to provide technical advice and guidance to national project team and key partners during project implementation between November 2009 and November 2010.

 

Duties and Responsibilities

Deliverables and Timeframe
 
The following deliverables and indicative schedule are expected from the consultancy contract. The final schedule will be agreed upon in the beginning of consultancy assignment.

Deliverables                                                                                                   

  • Written recommendations for design of two energy-efficient school buildings, based on communication with project team and consideration of international best practices (Timeframe: January 2010)
  • Written recommendations on building energy code development and/or implementation, including comments on specific provisions of draft code, as applicable (Timeframe: April 2010)
  • Project Implementation Report September (Timeframe: September 2010)
  • Final report briefly summarizing consultation on other documents (Timeframe: November 2010)
  • All deliverables should be submitted to UNDP by the Consultant in English.

 

Competencies

  • At least 5 years of practical experience in the field of building energy efficiency on both policy and technology side
  • Sound knowledge of international best practices on EE building regulation
  • Proven experience with integrated building design approach
  • Prior working experience in CIS building sector on energy efficiency is highly desirable
  • Familiarity with result-based management in project formulation, implementation, and monitoring and evaluation
  • Experience with GEF projects is a plus
  • Excellent communication skills, full proficiency in English both written and verbal
  • Knowledge of Russian would be considered an advantage.
