Project Title/Department: Promoting Energy Efficiency in Public Buildings in Uzbekistan, Environment and Energy Unit

Duration of the service:  Home-based with two missions to Tashkent, Uzbekistan
30 days between October 2009 and February 2010

Background

The buildings sector represents a key target for the energy-efficiency and mitigation policies of Uzbekistan as buildings account now for 49% of total energy consumption annually. The Government of Uzbekistan has embarked on a series of large-scale programmes for renovation and construction of public buildings, which include schools, colleges, kindergartens, hospitals, and athletic facilities. However, there is a need to further enhance building norms and practices, and factor in energy efficiency considerations into the design and construction process. The new full-sized GEF funded project “Promoting Energy Efficiency in Public Buildings in Uzbekistan” aims at reduction of energy consumption and associated GHG emissions in new and existing buildings in the education and healthcare sectors by:

  1. adopting and enforcing new energy efficient standards and regulations will be applied to more than 2 million m2 of public space in the educational and healthcare sectors commissioned annually;
  2. increasing Government’s aware of performance in existing healthcare and educational facilities and promote prioritization of investments in energy efficiency in buildings;
  3. building capacity of Uzbek design and construction professionals to design efficient buildings and manage their performance;
  4. showcasing energy- and cost-saving potential of integrated building design in two new public buildings and six renovated public buildings; and
  5. providing project findings regarding efficient buildings influence construction practices and public administration practices, and dissemination of best practices across other sectors.

This 5-year GEF-funded project will be managed jointly by UNDP and the State Committee for Architecture and Construction of the Republic of Uzbekistan. Implementation will start in October 2009. Project Management Unit (PMU) is currently being established consisting of Project Manager (PM), administrative staff, national building sector and energy efficiency experts, and international consultants. A highly qualified International Technical Advisor (ITA) on Building Energy Efficiency is required to provide technical advice and guidance to national project team and key partners during the project inception phase in October 2009 – February 2010.

 

Duties and Responsibilities

Functions / Key Outputs Expected

MAIN FUNCTIONS

  • Provide policy advice on strengthening institutional capacities and regulatory framework for energy efficiency in buildings by means of sharing development experience / good practices that have been acquired elsewhere with relevant stakeholders, as per the planned project activities;
  • Provide technical advise on application of integrated building design in Uzbek building sector and provide inputs to capacity building and training activities for key project beneficiaries and UNDP through the inception stage of the project;
  • Support project management: planning, quality management, monitoring and evaluation.

Deliverables and timeframe

The following deliverables and indicative schedule are expected from the consultancy contract. The final schedule will be agreed upon in the beginning of consultancy assignment.   All deliverables should be submitted to UNDP by the Consultant in English.

Project management:    

  • Draft Inception Report    1 February 2010
  • Final Inception Report    20 February 2010

Policy and Technical Advice:   

  • Plan and road-map for introduction of performance-based mandatory EE building codes in Uzbekistan prepared  - 01 November 2009
  • Recommendations on mandatory energy audits, introduction of a mandatory system of energy performance certificates (“energy passports”), monitoring of building energy performance , and establishment of a system of energy managers elaborated and submitted - 30 November 2009
  • Recommendations for study tour on integrated building design and EE policies provided - 15 December 2009
  • Criteria for and participate in the selection of buildings for piloting integrated building design developed - 31 December 2009
  • Work-plan and TORs for pilot demonstration projects on integrated building design prepared - 15 January 2010
  • Road-map for establishment of energy and GHG monitoring system in building prepared    20 January 2010

Payment Conditions

This is a lump sum contract that should include costs of consultancy and travel costs required to produce the above deliverables. Two missions to Tashkent for a total of 10 working days are envisaged:

  • October 2009 – initial consultation with national partners and experts during the Inception Workshop, introductory training on integrated building design and international best practices in EE building regulation, agreement on distribution of roles within project team
  • February 2010 – finalization of Inception report, validation of recommendations and agreement on follow-up actions.
  • Payment will be released in three installments: 20% (deliverables 2.1-2.3), 30% (deliverables 2.4-2.6) and 50% (deliverable 1), upon satisfactory provision of respective deliverables.

SPECIFIC TASKS

Project Management:

  • Provide strategic advice on the overall project implementation strategy to Project Board and PM
  • Based on project Logical Framework, prepare and help PMU assure the effective implementation of the project impact-oriented M&E plan
  • Assist PMU to carry out risk assessment and prepare risk mitigation plan, ensuring that risk mitigation actions are incorporated in the project work plan
  • Jointly with Project Manager and based on inputs from national experts prepare Project Inception Report, including overview of changes in project environment, summary and justification for revision in Project Logical Framework, M&E plan, Risk Log, QA/QC provisions and quarterly annual work plan and budget for 2009-2010
  • Act as quality reviewer of selected project outputs and TORs and provide professional advice/solution for quality improvement

Policy and technical advice in selected project components

Component 1: Revised building codes and standards incorporating principles of integrated building design are applied to all new buildings in educational and health care sectors

  • Advise national project team and partners on international best practices on energy efficiency building regulation, in particular EU Energy Efficient Building Directive and Russian SNiP “Thermal Protection of Buildings”;
  • Jointly with national experts prepare plan and road-map for introduction of performance-based mandatory building codes in Uzbekistan, including list of required legal and regulatory documents, technical standards and methodologies

Component 2: Government is aware of performance in existing healthcare and educational facilities and can prioritize investments in efficiency

  • Based on analysis of existing institutional framework for mandatory energy audits, identify capacity gaps and provide recommendations on development and introduction of a mandatory system of energy performance certificates (“energy passports”) to display performance data and ensure compliance with revised norms and standards;
  • Provide recommendations on methodologies to monitor building energy performance for some targeted building type (schools and hospitals);
  • Provide recommendations on the best practices related to information management system to systematically collect, store and analyze data on energy consumption and the costs and benefits of energy saving measures and quantify energy savings, financial savings, and GHG emission reductions from the new energy-efficient norms;
  • Identify capacity gaps and provide recommendations on establishment a system of energy managers in medical and educational buildings, and also training programs for facilities managers and a unit on energy management at the secondary school level.

Component 3: Uzbek design and construction professionals have the capacity to design efficient buildings and manage their performance

  • Prepare and deliver an introductory training on the principles of Integrated Building Design and international best practices in Energy Efficient Building regulation for PMU staff and key project partners;
  • Advice on organization of study tour for Uzbek architects on integrated building design, including country/-es to visit, training agenda, potential partner organizations.

Component 4: Showcase the energy- and cost-saving potential of integrated building design in two new public buildings and six renovated public buildings

  • Develop criteria for and participate in the selection of buildings for piloting integrated building design;
  • Assist PM in preparing Requests for Proposals and TORs for integrated building design of the pilot buildings.

Component 5: Project findings regarding efficient buildings influence construction practices and public administration practices. Best practices are disseminated across other sectors which are not directly targeted by the project; i.e., other public buildings and commercial buildings

  • Advice on and prepare a road-map for establishment of energy and GHG monitoring system in building sector based on international best-practices practices and methodologies but taken into account specific development context and capacities in Uzbekistan

 

Competencies

  • Sound knowledge of international best practices on EE building regulation;
  • Familiarity with result-based management in project formulation, implementation, and monitoring and evaluation, experience with GEF projects is a plus;
  • Excellent communication skills

 

Required Skills and Experience

Recruitment Qualifications

  • Master Degree in engineering, energy technology or closely related field
  • At least 10 years of practical experience in the field of building energy efficiency on both policy and technology side;
  • Proven experience with integrated building design approach;
  • Prior working experience in CIS building sector on energy efficiency is highly desirable
  • Full proficiency in English both written and verbal; knowledge of Russian would be considered an advantage.
