Background

Niger is engaged with a precarious environmental situation because the magnitude of the challenges of land degradation, preservation of biodiversity and the sustainable management of land and water, as well as limited capacity to cope emerging challenges of climate change impacts. To mitigate the adverse impacts of climate change on the development process of the country, UNDP is supporting the Government in the implementation of adaptation strategies to climate change. objective is to strengthen the resilience of populations in particular areas agriculture to better cope with climate change risks. UNDP also supports the Government in strengthening its institutional capacity and in consideration of climate change in its policies and development strategies. UNDP has mobilized funding to support the Government in the implementation of several projects on climate change, the project "Adaptation to Climate Change and Food Security in Africa" ??was launched in July 2013. This project aims to strengthen the capacity of African countries to adapt to current and future impacts of climate variability and climate change affecting food security and other development priorities, strengthening climate risk management and tracking routes resilient development . climate Specifically, this project will provide targeted support in the following areas:






  • Improving information systems on the climate for planning approaches and integrated decision-making lit;
  • Tests and escalation of climate risk management, including insurance and climate adaptation community-based, while improving the ability to access and manage climate finance.
This project will ensure maximum synergies with existing initiatives and partnership structures at country and regional levels. It includes a regional component in Africa and national components in Niger, Burkina Faso, Malawi, Mozambique, Tanzania and Morocco. In order to implement the project, UNDP plans to build the capacity of project management through the recruitment of an international consultant - climate change expert.

 

Duties and Responsibilities

The main objective of the service is to support UNDP Niger in the implementation of the project "Adaptation to Climate Change and Food Security in Africa" ??Component 2 "Selected CC adaptation and manage the risks are tested and scaled, including climate insurance ".

The expected results are:

  • A concept note on institutional capacity for preparedness to climate financing is available to assess the "climate readiness" of Niger and prepare specific studies including an assessment of public spending related to climate change;
  • A concept note on the needs of Niger for the development of its National Adaptation Plan, particularly in terms of funding is available to start the process of PNA in Niger and to mobilize the necessary funds;
  • A workshop was organized and completed a workshop report on climate insurance. The feasibility study on climate insurance was initiated through the recruitment of a consultancy firm / consultant / research institute;
  • A training workshop was organized, documents prepared and drafted a workshop for policy makers and legislators on integrating adaptation into development processes of policies, strategies and budget report;
  • Synergies were provided with other projects on climate change and a concept note is prepared on synergies with other projects and opportunities for co-financing.

Required Skills and Experience

Educaton:
  • Master's degree in Political Science, International Development, Human Sciences, or Environmental Science or other related field.
Experience:
  • Thorough knowledge of the discussions on climate change and experience in multilateral dialogues and environmental processes;
  • Work experience in project management / program;
  • Experience facilitating organization of workshops and conferences;
  • Experience of providing counseling support within high-level dialogues involving members of the government and other national partners;
  • Experience in partnership and mobilizing new partners. 
  • Experience in the analysis and formulation of policy on climate change and related issues (sustainable development, development, environment).
Language:
  • Being bilingual (French / English) and have strong oral and written skills in communication.
Selection Criteria: 
Selection will be made ??on the basis of the following criteria rated 100 as follows: 
  • Master's degree in Political Science, International Development, Law, or Environmental Sciences / Climate Change (10 points);
  • Experience in partnership, mobilizing new partners and funding and development projects (20 points);
  • Experience in organizing and facilitating workshops and conferences (20 points);
  • Control procedures for managing and monitoring projects, experience with UNDP or the United Nations would be an advantage (15 points);
  • Experience in advisory support and participation and advocacy in the international negotiations on climate change and other similar subjects (15 points) change;
  • Experience in advisory support, analysis and policy formulation on climate change and other similar subjects (10 points);
  • Experience in the fight against climate change in the Sahel would be an advantage (10 points).

Other useful information:
  • Approval process required to certify the achievement of results and payments;
  • Payment of the consultant will be paid in three installments, 20% upon signing the contract, 30% upon receipt of a preliminary report and 50% upon receipt of the final report.
Method of evaluation of bids:
  • Only candidates who have scored at least 70 points out of the total of 100 points will be considered for financial analysis;
  • The valuation method used is the best quality / price ratio (combined score).
