Description
The UNEP/ UNDP Poverty Environment Initiative (PEI) in Lao PDR aims to contribute to poverty reduction and improved well-being of poor and vulnerable groups through mainstreaming poverty-environment linkages into national development processes. The recent rapid influx of Foreign Direct Investment (FDI) into Lao PDR has been an important source for government revenues and force for accelerating economic growth. Over half of FDIs has been in the natural resource sector and the accelerating pace of investments is frequently accompanied by increasing pressure on the environment and the natural resource base upon which many rural people rely for their livelihoods.
 
PEI program is working closely with the Investment Promotion Department (IPD) of MPI to develop a National Investment Strategy (NIS), which will focus on an effective and coordinated system for managing private investments, in particularly foreign direct investment (FDI), and on creating enabling conditions for attracting quality or sustainable investments in a more systematic, selective and targeted manner.

 

Duties and Responsibilities

  • Carry out review of investment tax and incentive system in Lao PDR to assess its effectiveness in attracting investments, and its likely costs and benefits. The review should be accompanied with recommendations for how the current system could be refined to encourage investments with positive externalities and which contributes to sustainable development.
  • Identify specific and practical criteria/ indicators that can be used by IPD to recognize, screen and select sustainable investments.
  • Periodically review and provide input to drafts of the National Investment Strategy being developed to provide technical oversight, and ensure economic rigor, comprehensiveness and cohesiveness.
  • Present results at a PEI/IPD workshop on investment management in-country.

  • Excellent research and writing skills, with strong track record of conducting high-quality research, delivering high-quality reports, and presenting to policy oriented audiences

  • Excellent coordination and collaboration skills, with ability to work under pressure

 

Required Skills and Experience

  • Minimum Masters degree in economics or law; related to investment, public economics, development or finance
  • Minimum 10 years professional experience in national-level economics, investment and/or development policy formulation or assessment
  • Minimum 3 years practical experience in UN-related projects
  • Working experience in Southeast Asia required; prior experience in Lao PDR preferred
