Within the project framework there will be given the valuable model of fishery management from production place where endemic species are under the threat of disappearance and there is a necessity of a new strategy, which will reform the present legislative and political bases through introduction of the biodiversity issue into the fishery management sector. 
 
Development of the Biodiversity friendly fishery management regime (BDFMR) “model”  including the world experience in the field will assist in demonstration and collect lessons learnt  and experience for elimination of obstacles to achieve more effective and transparent management. The results of this activity are planned to use as in the fishery farms in the country and analogous situations in the region.
 
An international expert with international experience in management of fish resources in the BDFMR is needed to develop the BDFMR and implement technical management of the national expert group.

 

Duties and Responsibilities

The expert implements his/her activities under supervision and with assistance of the project manager and in close contact with national expert group. The project manager coordinates the work time-table in Issyk-Kul oblast. 
In the period of contract expert has to:

  • Realize the technical guidance of the national team on sustainable fishery policies;  
  • Prepare the analysis of problems and barriers of the current regime of fishery management based on materials of field study and current situation analysis of fishery management developed  by national expert group;
  • Develop a structure of the BDFMR jointly with the national expert group;
  • Prepare  ToR for extra national experts  on  the BDFMR development if required;
  • Provide development of the BDFMR jointly with national expert group with attracting all stakeholders.   (SAEPF, Fishery Department,  Administration of Issyk-Kul oblast etc);
  • Develop sections of the report about international experience of sustainable fish resources management;
  • Collect materials prepared by the national expert group into one document and prepare a preliminary version of the BDFMR. 
  • Organize jointly with the national expert group a discussion of preliminary version of the BDFMR with stakeholders and provide its finalization taking into account comments and suggestions.
  • Approve the final BDFMR version.

 

Competencies

  • Good knowledge of English is obligatory, knowledge of Russian language is an asset 
  • Ability to work in a team;
  • Computer skills.

 

Required Skills and Experience

  • Higher education in the field of fish resources management, biology, rational nature management or in related areas;
  • Scientific degree is an advantage;
  • Experience of complex program development of sustainable water ecosystem management with principles of mainstreaming biodiversity and rational fishery management;
  • Work  experience in the countries with transition economy;
  • Analytical work experience;
  • Management experience over an expert team is an asset;
  • Work experience in CIS countries will be an asset .
