Description
The United Nations Development Programme (UNDP), acting as an implementing agency of the Global Environment Facility (GEF), is providing assistance to the Belarusian Government in the preparation of the GEF Full Size Project (FSP) “Improving Energy Efficiency in Residential Buildings in the Republic of Belarus”. The future project proposes to reduce energy consumption and associated GHG emissions in residential buildings in Belarus.

The project preparatory grant (PPG), under which this consultancy is positioned, is to prepare full size project documentation (a GEF CEO Endorsement Request and a UNDP Project Document) titled “Improving Energy Efficiency in Residential Buildings in the Republic of Belarus”, that will be submitted for approval to the GEF Secretariat.

The project document preparation phase started in May 2010 and will last until 11 December 2010. The major output of this phase will be the developed full size project documentation, which will be accomplished through implementing the following activities:

  • Baseline data collection and information gap analysis;
  • Stakeholder analysis, institutional capacity assessment, capacity building and stakeholder involvement plan
  • Design of demonstration projects
  • Project scoping and project strategy.

National and international consultants will work on various studies and assessments that will support the development of the aforementioned project by February 2011. The International Energy Efficiency Expert – Team Leader will be responsible for coordinating the project development team.

 

Duties and Responsibilities

The principal responsibility of the International Energy Efficiency Expert – Team Leader is to make substantive contributions to the development and structuring of the GEF CEO Endorsement Request document and the UNDP Project Document for the Full-Sized Project proposal (FSP) using the standard GEF and UNDP templates, to provide technical expertise during the process of drafting the project document, and to coordinate the group of national and international experts selected to provide the necessary inputs to develop the project document. 

The consultant will work under the overall guidance of the UNDP Belarus Country Office and UNDP Regional Office in Bratislava, Slovakia.

While working on his/her assignment, the International Energy Efficiency Expert – Team Leader is expected to lead a team of national and international consultants that are providing technical input in various areas of expertise and supporting the development of the project documents. The International Energy Efficiency Expert – Team Leader will work in close cooperation with the relevant Belarusian stakeholders, particularly with the Energy Efficiency department under the State Committee on Standardization, the Ministry of Architecture and Construction, and Ministry of Environment, the Institute of Urban and Regional Planning and other, aiming to create conditions conducive to strengthening national ownership of the project.

Specific Responsibilities

Within the framework of this ToR, the International Energy Efficiency Expert – Team Leader is expected to perform the following duties:

  • Coordinate the work of the national and international consultants, matching their competencies, tasks and timeframes with the objective of submitting high-quality final project documents by 11 December 2010.
  • Review baseline information delivered by the local experts.
  • Review and analyze the description of barriers to the effective promotion of EE in low-income households and regions.
  • Suggest applicable best practices in the buildings sector for affordable residential buildings construction.
  • Outline the project scope and elaborate the project strategy and provide recommendations on the suggested project strategy.
  • Jointly with the national experts select and describe in detail two pilot demonstration projects.
  • Carry out a cost effectiveness analysis of the project strategy. Prepare an incremental cost analysis for the project.
  • Review and finalize the GHG emissions reductions estimated for the project, including expected direct GHG reduction from the demonstration projects.
  • Assess the sustainability of suggested project outcomes and outputs; elaborate the project results framework, total budget and workplan.
  • Propose a project monitoring and evaluation framework with a set of measurable impact and progress indicators – with a logframe.
  • Calculate costs of expected project outcomes and outputs, co-financing sources and co-financing commitments. 
  • Provide feedback and guidance on the project replication strategy and the project communication strategies.
  • Undertake cost-effectiveness analysis of the proposed interventions and a detailed financing plan for the proposed interventions.
  • Prepare a sustainability plan looking at financial, ecological and institutional sustainability.
  • Prepare a replication plan.
  • Identify and evaluate global environmental benefits sought from the project.
  • Prepare a risk table with ratings and risk mitigation strategy;
  • On the basis of all inputs received from national counterparts and local consultants, lead the development of the CEO Endorsement Request and Project Document - including the detailed implementation and financial arrangements; and
  • Finalize the documents addressing all the comments received, including the ones from the local counterparts, as well as the UNDP/GEF Regional Technical Advisors.

 

Competencies

  • The consultant must have recent and proven successful experience in developing GEF Projects under the Climate Change Focal Are;
  • Previous experience in leading expert teams.

 

Required Skills and Experience

  • Minimum Requirements, Qualifications, and Experience:
  • Advanced University degree in the fields of energy, environmental engineering or related fields.
  • At least 7 years of experience in energy efficiency, preferably energy efficiency in residential buildings and at least 3 years experience in energy programme/project design and implementation. Prior experience with UNDP is a strong advantage;
  • The consultant must be fluent in written and oral communication in English; Knowledge of Russian language will be an asset.
