Description

The project’s goal is to address a key issue in the reduction of greenhouse gas emissions through large-scale improvements in energy efficiency in Ukraine's communal heat supply sector. This is proposed to be achieved through the setting up of a municipal district heating ESCO in Rivne City, providing it with technical and capacity development support to become fully operational, to provide it with hands-on experience through the implementation of pilot projects and to assist it in preparing a strategic plan for implementing energy efficiency activities city-wide in Rivne. All these were undertaken during Phase 1.

Under Phase 2, ESCO Rivne will receive additional support to implement a city-wide programme for energy efficiency activities in municipal district heating, to expand its reach beyond the borders of the city, to implement activities which require longer payback periods for which financing may not be readily available, to design and implement finance guarantee and risk mitigation instruments, and to promote the adoption and implementation of project experience and lessons learned throughout Ukraine and in other CIS countries.

Within the framework of UNDP/GEF Project Preparation Grant (PPG) for energy efficiency project in Ukraine “Energy Efficient Lighting in Residential and Public Buildings” a consultancy contract will be awarded to undertake activities related to the project development and to conduct consultation missions to Ukraine.


Background Information

The GEF is currently funding the PPG phase for full project “Energy Efficient Lighting in Residential and Public Buildings”, addressing reduction Ukraine’s GHG emissions by transforming market towards more energy efficient lighting technologies and gradual phase-out of inefficient lighting products in residential and public buildings.

The objective of this Project Preparation Grant (PPG) is to develop a full project document for a UNDP/GEF project in Climate Change focal area addressing barriers to promoting energy efficiency in lighting of residential and public buildings (schools, colleges, lyceums, hospitals, and sport facilities) and reduce their energy consumption (electric power) by improving national policy framework for promoting EE lighting, improve QA/QC framework, implement efficient lighting demonstration in municipal sector, provide consumer education and awareness, improve domestic manufacturing base and building capacity of local specialists.

The PPG activities will include:

  • the existing policy framework and required additions
  • a detailed overview of existing and necessary legislative and standardisation regulations
  • the market structure, sales characteristics, and barriers emerging from this
  • national and global environmental benefits sought;
  • social, economic and financial sustainability of proposed project activities
  • a set of viable outcomes, outputs and activities that constitute the most cost effective response to the identified barriers;
  • costing of expected project outcomes and outputs, co-financing sources and co-financing commitments in compliance with the GEF incrementally principle;
  • a monitoring and evaluation plan, including a set of impact indicators to track the project’s progress and effectiveness, baseline and target values on indicators;
  • a cost-effectiveness analysis

The project will contribute to the implementation of GEF Strategic Objectives 4 “Energy efficient Building” by promoting market for energy efficient lighting appliances, primarily CFLs.

The PPG team will be established and will include national experts from the Ukraine and short-term international consultants. The EE lighting policy expert (GEF Consultant) will provide consultations to the PPG team on GEF specific requirements, procedures and logic, will prepare the the full size project document for project, will take the lead in some sections of the project document and in doing so will closely interact with the PPG project team, UNDP Country Office in Ukraine and UNDP/GEF Regional Unit (Bratislava).

UNDP is the Implementing Agency for the PPG project. The EE lighting policy expert (GEF Consultant) will be contracted by UNDP Ukraine to carry out tasks specified below and will report to UNDP/GEF and to UNDP Ukraine (Programme, Environment).

 

Duties and Responsibilities

Scope of Work:
The list of activities according to the PID (Project Initiation Plan) for a GEF Project Preparation Grant (PPG):

  • Collecting additional data about the market structure, production, imports, distribution, sales and demand for efficient lighting technologies, and GHG emissions under baseline
  • Consulting with public and private sector stakeholders about the regulatory, technical and marketing activities
  • Detail design of the EE lighting pilot/demonstration projects in public buildings
  • Capacity assessment and consultation with domestic producers
  • Detailing final project design, estimation of GHG emission reduction, implementation arrangements and M&E plan

Duties and Responsibilities:

The EE lighting policy expert (GEF Consultant) will provide preparation of the UNDP/GEF full-sized project document and associated documentation (see section “Deliverables”). The Consultant is expected to undertake mission to Ukraine to participate in the PPG Project Design Workshop and to work with the PPG team, national expert teams and stakeholders.

More specifically the Consultant will undertake the following activities for the project:

  • Provide guidance on GEF approach and project design to the PPG team.
  • Share experience from the other GEF EE lighting programs.
  • Review and input as needed, on all sections of the project document which will be prepared PPG team.
  • Will take the lead on Section II (Strategic Results Framework and GEF Increment) of the project document, i.a. review and finalize assessment of GHG emission reduction envisaged by the project, describe global environmental benefits and complete Incremental Costs Analysis.
  • Provide other guidance for the implementation of the PPG and preparation of the FSP proposal, as needed.

Preparatory Activities (Home Based):

Undertake a review of the preliminary project design (GEF PIF and PPG document) and supporting documents to determine what are the key information needs for the development of a full project document.

Stakeholder Consultations

1.      The Consultant will undertake consultation missions to participate in the PPG Project Design Workshop and meet  project stakeholders.
2.     The objective of the first mission will be to:

  • Provide guidance on GEF approach and project design to the Project Development Consultant and national project team.
  • Share experience from the other GEF EE lighting programs.
  • Hold consultations with the UNDP/GEF and UNDP Ukraine, PPG national expert teams and national/local stakeholders.
  • Review preliminary expert reporting.

3. The need for a second mission to Ukraine at the end of the PPG process will be assessed in the course of the PPG activities. The purpose of the second mission would be to present the draft project proposal to national counterparts and UNDP, and to obtain comments/additional information required for the finalization of the project documents.

Logical Framework Analysis and Project Design

  • Obtain briefing and background materials on the Logframe Approach from national experts, national and regional counterparts and stakeholders (including private sector counterparts) and undertake a logical framework analysis to develop and prioritize project objectives, interventions and component activities according to the GEF standard.
  • Assess technical feasibility and sustainability of interventions and activities recommended by the national and local experts and stakeholders.
  • Based on the Logframe Approach, design project frameworks and develop design of structure and mechanism for full project implementation incorporating best international practices.
  • Provide expertise on the international best practices and lessons learnt in the design and implementation of EE lighting policies and programmes.
  • Provide expertise regarding adequate policy frameworks, legislation and standards.
  • Assist in the preparation of project’s logical framework and M&E plan with a set of measurable impact and progress indicators.
  • Review baseline and barrier information delivered by the local experts.
  • Assist local project team to define project scope and provide recommendations on the suggested project strategy and design.
  • Assess sustainability of suggested project outcomes and outputs.
  • Build linkages with UNDP/UNEP Global Market Transformation Initiative

The Consultant will carry out any other relevant duties falling within the scope of his competence, which may arise during the course of his assignment, as requested by the UNDP and UNDP/GEF.

Expected outputs and deliverables:
The following deliverables are expected from the consultancy contract.

  • Project Design Workshop report and any other reports from the meetings organised within PPG.
  • First draft project document.
  • Final project document, addressing comments from various reviewing agencies.

All deliverables should be submitted to UNDP by the Consultant in English.

 

Competencies

  • At least 5 years of proven international experience in the field of energy/energy efficiency and UNDP/GEF projects including monitoring/evaluation;
  • Proven sketching and drawing skills, sound computer operation skills;
  • Excellent communication/negotiation skills;
  • Knowledge of English with good writing skills.

  • Relevant university degree in architecture, civil engineering, and/or procuremen
