Description

The GEF is currently funding the Full Size Project “Removing Barriers to Greenhouse Gas Emissions Mitigation through Energy Efficiency in the District Heating System, Phase 2”, addressing reduction Ukraine’s GHG emissions.
The Project overall goal is creation and support of an Energy Service Company (ESCO) as self-sustaining company conducting energy efficiency activities at the municipal and regional levels.

Municipal Communal Energy Service Company in the City of Rivne "ESCO-Rivne" was created with the support of UNDP/GEF, officially registered in November 2003 and is working now in Rivne (oblast center in the Western part of Ukraine).

The role of the ESCO is to design, realize and finance all necessary and cost effective investments in the municipal buildings, the district heating network or other energy consuming local facilities through energy performance contracts (EPCs) or other applicable contracts, aimed at providing up-front investments, reducing the facilities' energy, operation and maintenance costs, and reimbursing the investments through a portion of the savings actually realized.

ESCO-Rivne company has been working in the City of Rivne and Rivne oblast for 6 years implementing various scale energy efficiency projects to help municipal clients effectively deal with environmental, social, technical and economic issues related to the district heating system.

During 2006-2009 ESCO-Rivne has expanded its operations within the city of Rivne and is now considered by Rivne municipality as one of 3 city utilities, operating 8 boiler plants of the total installed capacity 9,2 Gcal/hour and the only one profitable which implements energy efficiency/saving projects.

Nowadays the Ukrainian communal sector infrastructure is in obsolete condition and requires significant investments which are not available today. Hence, the most part of existing facilities, which belong to the communal service sector, are worn out and cannot be immediately replaced or upgraded as required.

Heat supply companies operating heat supply systems can confirm that any internal heating system after 10 years of operation is being filled up with carbonate deposits up to 50-60%, especially without regular pipelines’ cleaning and often unsatisfactory water treatment. This results in additional hydraulic load and additional heat consumption. Consequently, the quality of heat supply services at the end-users’ facilities are often far from being satisfactory. 

As can be seen from the above, a need in modern cleaning technologies for the heating system internal pipeline becomes urgent.

ESCO-Rivne experience in the energy service sphere and boiler plants operation shows, that for more effective operation of heat supply systems, it is necessary to perform chemical cleaning of boiler plants’ and heat supply equipment, heating network pipes and water supply pipes before the beginning of each heating season.

One of the most important directions of ESCO-Rivne activity is increasing energy efficiency and optimization of energy consumption in municipal sphere. Because of that reason, the company expects extension of its field of operation and plans to provide services on heating system internal pipeline chemical cleaning.

Chemical washing can be viewed as an effective method of pipes cleaning resulting in the removal of persistent scale and other deposits. Chemical cleaning of pipeline systems and boilers belongs to the important energy efficiency measures. Its main target is the optimization of the working process:

  • reduction of the hydraulic load;
  • considerable reduction of energy consumption and expenses for energy carriers;
  • increase of water flow capacity of pipes;
  • increase of thermal efficiency;
  • cleaning boilers from incrustations which appears as a result of technological process.

Basic information / Input data on requested "Mobile facility for the heating system internal pipeline chemical cleaning"
Geographical area where the “Mobile facility” will be applied: CJSC “ESCO-Rivne” works on the whole territory of Ukraine. The mobile facility is planned to be applied for the sites, where the energy efficiency measures are being implemented.
Criteria for the effectiveness of the mobile facility: increased efficiency of the heating system (comparative – before and after cleaning).

Estimated overall condition of existing piping networks in Ukraine: On the whole, the condition of the heating networks around the country is unsatisfactory. However, at sites, where the energy efficiency measures have already been implemented, the situation is different, because the old heating pipes were replaced with pre-insulated ones.

Availability of laboratory data on composition of the incrustations and deposits to be cleaned: Yes.

Additional requirements to the mobile facility supplier: Training of ESCO-Rivne personnel on how to work with the equipment.

 

Duties and Responsibilities

Provision for Contracting and Reporting

The International Cleaning Facility Expert will be contracted by UNDP Ukraine for 10 business days from start of the assignment through to the April 15, 2010 to carry out tasks specified below and will report to UNDP Ukraine Project Manager.

Under the specified assignment the International Cleaning Facility Expert will be collaborating with ESCO-Rivne Management and Technical staff, UNDP Project Manager and UNDP Project Team.

The final version of the output document(s) - 1) Terms of Reference (ToR) for the “Mobile facility for the heating system internal pipeline chemical cleaning", 2) Short Report on the proposed ToR - should be submitted in electronic format (MS Word) to UNDP Country Office in Ukraine no later than April 15, 2010. Duty signed hard copy should be submitted as well.
The payment under the contract will be made upon completion of the assignment.

Scope of Work:

It is necessary to develop the Terms of Reference (ToR) for the “Mobile facility for the heating system internal pipeline chemical cleaning" to be procured under the competitive bidding process.  The Terms of Reference should include, but not be limited to, the following sections:

  • Technical specification of equipment;
  • Bill of quantities;
  • Operational and environmental requirements to the equipment;
  • Requirements to the necessary consumables for the mobile facility operation;
  • Requirements to the potential supplier (qualification, certifications, permissions, previous experience, compliance with national and international quality standards etc);
  • Warranty service requirements (after-sales services and/or technical support);
  • Bid evaluation criteria.

Expected outputs and deliverables:

The International Cleaning Facility Expert should present the Short Report with his findings and recommendations on procurement of the “Mobile facility for the heating system internal pipeline chemical cleaning" with the attached Terms of Reference (ToR) for "Mobile facility for the heating system internal pipeline chemical cleaning" detailed enough and suitable for opening tender in line with UNDP rules and procedures.

All deliverables should be submitted to UNDP in English language.

 

Competencies

  • Strong knowledge of the required technology and equipment (“Mobile facility for the heating system internal pipeline chemical cleaning")
  • Practical previous experience relevant to the announced TOR;
  • Familiarity with UNDP requirements to ToR will be an asset.

 

Required Skills and Experience

  • Masters degree (or equivalent) in chemistry, mechanical engineering or similar engineering degree.
  • Extensive (at least 10 years) working experience in the heating, water, housing sector or other relevant field.
  • Excellent writing skills;
  • Excellent task management skills

Additional requirements:

  • Other combinations of experience and education that meet the minimum requirements may be substituted.

Evaluation of proposals

The cumulative analysis will be applied for the evaluation of proposals. Under the cumulative analysis scheme, a total score is obtained upon the combination of weighted technical (70) and financial attributes (30). UNDP will utilize a two-stage procedure for evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Technical evaluation will be represented though the desk reviews of applications and further interview of short-listed candidates.
A) The technical part is evaluated on the basis of its responsiveness to the Terms of Reference (TOR). Namely:

Technical criteria:

  • Background and education (20 points max);
  • Relevance of the experience and technical expertise to the announced ToR (30 points max)
  • Substantial knowledge of the requested technology and equipment, and required competencies ( 35 points max );
  • Language and writing skills and other required technical skills (15 points max).
  • Total obtainable Score = 100 points

UNDP will consider the price proposals only from the candidates that passed the minimum technical score of 70% of the obtainable score of 100 points in the evaluation of the technical proposals. Technical evaluation will be represented though a review of applications and further interview of short-listed candidates. The offer with highest scores obtained will receive a technically weighted score which will equal to 70. All other submissions that passed the 70% threshold will be evaluated as per below formula:

A = T/Thigh*(0.7), where:
T = The total technical score awarded to the bid
Thigh = The Technical Score achieved by the bid that was scored highest among all responsive bids

B) Financial evaluation:

UNDP will contact the successful candidates (those, who obtained 70% out of the 100 points during the technical evaluation) subject of providing the financial offer for proposed specific vacancy. The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

B = Clow /C*(0.3), where: C = Evaluated bid price and Clow= The lowest of all evaluated bid prices among responsive bids.

The proposal obtaining the overall cumulatively highest score after adding the score of the technical proposal and the financial proposal (A+B) will be considered as the most compliant offer and will be awarded a contract.
