Description

Bioenergy for Sustainable Rural Development project is a joint program between the Egyptian Environmental Affairs Agency (EEAA) / Ministry of State for Environmental Affairs, Global Environment Facility (GEF), and the United Nations Development Program (UNDP). 

The objective of this project is to remove the technical, institutional, information, financial, and market barriers to the increasing use of biomass energy in promoting sustainable rural development in Egypt and in reducing the negative global and local environmental impacts associated with the use of fossil fuels and the environmentally not sound management of the agricultural and solid waste.  This is envisaged to be achieved by (i) testing the technical and, in particular, the economic and financial feasibility of  selected bioenergy technologies on the basis of new business and financing models and developing further the financial, institutional and market strategies for their large-scale replication;  (ii) supporting the development and adoption of an enabling policy framework to implement and leverage financing for the recommended strategies;  iii) building the capacity of the supply side to market, finance and deliver rural bioenergy services; and iv) institutionalizing the support provided by the project to facilitate sustainable growth of the market after the end of the project. Duties and Responsibilities

  • Review the project document, available literature related to previous experience with gasification and biogas in Egypt.
  • Identify space requirements and other site specifications needed for hosting the proposed units including storage areas for biomass materials.
  • Carryout site visits to the identified potential villages for hosting the demonstration gasification and biogas units and clear/approve the proposed site (from technical and socio-economic points of view) for hosting the proposed units.
  • Inspect a sample of installed biogas and gasification units and recommend measures for improving performance.
  • Participate in meetings, as needed, with key national bio-energy experts, key stakeholders, and beneficiaries as well as potential sponsors for additional units.
  • Prepare TOR for national consultants to assess the type and quantities of biomass materials for the proposed installed units to ensure all year operation of the units.
  • Based on the assessment of biomass material availability, design a collection and storage system for the biomass to ensure all year operation of the units as well as any needed distribution networks to househoulds.
  • Advise on any necessary policy changes to support dissemination of the technologies
  • Present, if needed, the study results to H.E Minister of State for Environmental Affairs highlighting the potential opportunities for expansion of bio-energy technologies markets in Egypt

Outputs:

  • Complete detailed design for installation of biogas and gasification community units including collection systems and benefits sharing from the outputs.
  • Develop complete set of technical specifications including conceptual design, preliminary cost estimate,, as well as evaluation criteria, to be included in the tendering document for a community gasification plant or gasification power unit for both the gas production unit and electricity supply unit (100 - 500 KW).
  • Develop a complete set of technical specifications including conceptual design, preliminary cost estimate, as well as evaluation criteria, to be included in the tendering document for two bio gas plants (at the scale of farm or community); one of them for gas production and the other for generating electricity.
  • Evaluate the technical proposals for tenders of the above units and prepare a technical evaluation report.
  • Follow up the installation process of all units as well as the testing and commissioning of the installed units. This should end with a written report stating the efficiency of all the units.

 

Competencies

  • High presentation and communication skills;
  • Fluent in speaking and writing English language;
  • Strong technical writing and analytical skills;
  • Previous work experience in the region and familiarity with UNDP/GEF projects are advantages;
  • Ability to travel to rural areas in Egypt.

 

Required Skills and Experience

  • Extensive qualification and experience in field of design of such units.
  • Advanced degree in engineering/energy or related discipline to rural areas BIOMASS energy technologies resources;
  • At least 10 years of experience in design, operation, management and assessment of rural BIOMASS energy technologies at the international level;
