Description

Enabling activities proposed by this project are related to the preparation of Initial National Communication of Montenegro to the United Nations Framework Convention on Climate Change - UNFCCC. It includes measures such as planning and capacity building, institutional strengthening, training, public participation and targeted research in support to implementation of the UNFCCC principles and objectives.

The project enables Montenegro to present required Initial National Communication information in a consistent, transparent and comparable manner taking into account specific national circumstances. The proposed project is consistent with the “Guidelines for the preparation of national communications from Parties not included in Annex I to the Convention” (COP Decision 17/CP.8), GEF Operational Programme on “Enabling Activity (EA)” which pertains to the GEF Focal Area on “Climate Change”, as well as with national environmental priorities in Montenegro. Data gaps will be covered and reliability improved. The main components of the project are: description of national circumstances; national inventory of anthropogenic GHG emissions by sources and removals by sinks; assessment of vulnerability and planning of adaptation; climate change mitigation by addressing emissions and removals; capacity building to assess financial and technology needs, modalities to absorb them and host projects; compilation and production of the Initial National Communication, including Executive Summary.

Therefore, the project objectives are to generate, analyze and communicate information relevant for the preparation and submission of Montenegro's Initial National Communication that includes

(a) compilation of the national greenhouse gases (GHG) inventory;

(b) an update of analysis of potential measures to abate the increase in greenhouse gas emissions;

(c) a vulnerability assessment and  analysis of adaptation options;

(d) preparation of the Second National Communication of Montenegro and submission to the Conference of the Parties to the UNFCCC.

 

Duties and Responsibilities

Under direct supervision of the Project manager International Consultant in Climate Change – Vulnerability and Adaptation -Assessment of the Climate Change impact on the Montenegrin Economy, with the focus on Tourism Sector  will be responsible to:

  • Jointly with the project manager, provide input and guidance for teams of national consultants who are engaged to produce the analysis of different economic sectors in Montenegro (with respect to institutions, people, data, and models)  
  • Learning about the existing capacity in Montenegro to estimate the economic impacts of climate change and the benefits and costs of adaptation in the target sectors.
  • Collecting additional information needed to value the economic impacts of climate change in the various sectors.

Report writing, that includes:

  • A brief introduction about the economics of climate change, including the role of economics in assessing the impacts of climate change and an introduction to the concepts of climate change damages and the benefits and costs of adaptation.
  • A description of the data and models and various approaches that have been used to estimate the economic value of climate change damages, the benefits and costs of adaptation in the target sectors, and other impacts of climate change.
  • An assessment of the current technical and institutional capacity to undertake an economic assessment of climate change impacts and adaptation to climate change.
  • A qualitative assessment of the “more likely” economic impacts of climate change that could occur in Montenegro and the most likely adaptation options for avoiding these impacts.
  • Where possible, provide some rough, preliminary quantitative estimates of economic impacts in some sectors to supplement the qualitative characterization of economic impacts with some.
  • A concluding assessment of the types of research and governmental actions/initiatives required to increase the current technical and institutional capacity to estimate the economic impacts of climate change and the benefits and costs of adaptation in the target sectors.

Key Outputs

  • Describe the data and models needed to estimate the economic impacts of climate change and the benefits and costs of adaptation in the target sectors.
  • Characterize the current technical and institutional capacity to estimate the economic impacts of climate change and the benefits and costs of adaptation in the target sectors.
  • Qualitatively characterise the more likely economic impacts of climate change that could occur in Montenegro and the most likely adaptation options for avoiding these impacts, given the information generated in other parts of the HDR1.

 

Competencies

International Consultant in Climate Change – Vulnerability and Adaptation -Assessment of the Climate Change impact on the Montenegrin Economy, with the focus on Tourism Sector  will be engaged under contract immediately following the selection of the best candidate. The tentative starting date is June 20th, 2009. International Consultant in Climate Change – Vulnerability and Adaptation -Assessment of the Climate Change impact on the Montenegrin Economy, with the focus on Tourism Sector will work in consultation with and under the guidance and supervision of the Project Manager and the Team Leader for Vulnerability and Adaptation section of INC. In the period of June 20th 2009 until June 20th 2010, the consultant is due to:

  • Deliver a draft version of written document until December 1st, 2009.
  • Deliver a final version of written document until  May, 1st 2010.

Required Skills and Experience

  •  An advanced degree in economy  and a minimum of 10 years of working experience in the area relevant to the Climate Change
  • Good understanding of climate change and sustainable development issues;
  • Knowledge of the environmental issues in Montenegro;
  • Demonstrated ability of analytical and drafting work;
  • Pro-active, independent and responsible personality;
  • Fluency in English;
