Description
The GEF has approved a Project Preparation Grant (PPG) for the CAR in order to produce a UNDP Project Document (PRODOC) and a GEF CEO Endorsement Request (both using the appropriate templates) for the above mentioned project. Its Project Information Form (PIF) summarises the project concept and was produced in close collaboration with key government officials, donors, NGOs, CBOs and the private sector, under the guidance of UNDP-GEF. The PIF was approved by the GEF Council in June 2009.
The project counts on a budget of $2,000,000 in GEF funding and $2,350,000 million in co-financing to be mobilized. However, the GEF Secretariat has strongly suggested that this amount is revised and increased during the project preparation phase, to reach at least a ratio GEF funding: co-financing of 2.5. The project aims at conserving globally important biodiversity in CAR by expanding and strengthening the national Protected Area system through enhanced involvement of local communities in its management. This will be achieved through the following two components:
Systemic and institutional capacity for the co-management of a consolidated national PAs system (through the promotion of an effective involvement of local communities in its management);
Effective, sustainable and replicable models of community-based PA management piloted in two selected PAs: Basse-Lobaye Biosphere Reserve and Mourou-Fadama-Ndanda multiple-use area.
The PPG process is to be implemented between August 2009 and January 2010 and will focus on the activities necessary for approving and finalizing the proposed project. The focal points for the project
in government and the PPG team of consultants will work in collaboration with existing related initiatives to carry out the following activities:
  • Defining a strategy for priority strengthening of the existing policy and institutional framework to allow the implementation of biodiversity co-management models within the national PAs system
  • Defining a strategy for priority capacity development for an effective protected area co-management system
  • Baseline Data Collection and Information Gap Analysis in the two demonstration sites
  • Feasibility analysis and budget

 

Duties and Responsibilities

Encompassing approximately 3 weeks of work in CAR and 1 week home-based throughout the duration of the PPG, the Alternative Livelihoods Specialist will play a role in analyzing the potential opportunities for alternative livelihoods around proposed PAs. These duties will be performed while in close collaboration with the Stakeholder Engagement Expert, the PA Economics Specialist, the UNDP/GEF Regional Technical Advisor and the UNDP Country Office Environment Focal Point, as well as the team of consultants.
The specialist will be responsible for the following tasks:
  • Analyze data provided by the Socio-Economic Expert and other sources and assess potential for tourism development at or adjacent to the target PAs. Identify any capacity carrying threats in collaboration with the Biodiversity Expert;
  • Analyze needs and potential for development of alternate livelihoods in communities in and adjacent to PAs and BTZs including production and marketing strategies;  
  • Recommend appropriate methods of monitoring and reporting performance of related activities at the selected sites (including preparation of baseline data); and
  • Prepare recommendations for Full Project activities to develop and implement income-generating activities at selected sites.

 

Competencies

Required Skills and Experience

Education

  • Hold an advanced degree in a relevant field for conservation work (either with ecological or socio-economic background) with consistent professional specialization in establishment and development of PAs

Experience

  • Extensive knowledge of implementing and evaluating community-based and private sector based tourism and alternate income-generating projects within and around PAs
  • Experience in assessing economic, cultural, gender, environmental and social impacts of economic development projects
  • Have at least 5 years of proven experience in the mentioned field
  • Demonstrated track record of relevant production in the mentioned area (publications, project proposals, reports).
  • Experience with GEF projects is a plus

Language Requirements

  • Mastery of oral and written English is a requirement
  • A working knowledge of French is a plus
