"Towards Carbon neutral and Climate Change Resilient Territories” Program
Climate change is one of the greatest challenges facing the world’s environment, society and economy today. It is a threat to all development policies, and developing countries are the most vulnerable to its impacts. Conversely, climate change mitigation and adaptation policies can bring additional benefits in terms of economic and development and local employment, healthcare, increased security of energy supply, lower energy bills and less dependency on expensive imported fuels.
Entrusted with responsibilities in both development and protection of the environment, policy-making and the implementation of investment projects, sub-national territories and authorities, especially regions, constitute an indispensable and complementary link in the chain to implement mitigation and adaptation policies.
In the context of UNDP’s climate change strategy which is to support the design of integrated climate change (adaptation and mitigation) policies, strategies and quantified action plans that promote long term sustainability and poverty reduction, UNDP together with UNEP and other partners has developed a programme - “towards carbon neutral and climate change resilient territories” to develop the capacities of regions in developing and transition countries to design and implement an Integrated Territorial Climate Change strategy and Action Plan (Mitigation and Adaptation).
The program will include 3 phases over 5 years:
  • Sensitizing and training 500 sub-national authorities on climate change,
  • Assisting 50 regions in the preparation of their Territorial Climate Plan, including a mitigation strategy based on an assessment of greenhouse gas emissions (based on the Bilan Carbone methodology developed by ADEME) and an adaptation strategy based on a vulnerability assessment of the territory using satellite imagery and scaling down of climatic and socio-economic models
  • Supporting these regions for the selection and formulation of projects (regulations and policies as well as investments) within the territorial climate plan and helping them to identify the appropriate regulatory and financial mechanisms to implement the selected actions.
 Partners of the program include UNDP, UNEP, UNOSAT, associations of regions (FOGAR, nrg4SD, AER, CRPM, OLAGI, AIRF, Northern Forum) and ADEME, French Agency for Environment and Energy Management.
Pilot Initiative in Albania
A first pilot initiative will take place in Albania in the Region of Lezha or the Region of Kukes.
The objectiveof the initiative is to achieve sustainable regional development in Albania whilst reducing emissions and vulnerability to climate change. This will be done by supporting local decision-makers and planners to identify and implement strategies and various adaptation and mitigation options in the context of local / regional development.
The project in Albania should last 3 years organized in 3 phases
  • first year: analysis (evaluation of vulnerability to climate change and assessment of main greenhouse gas emission sources), first strategy orientations and initiation of no-regret actions ;
  • second year : finalization of integrated strategy and action plan ;
  • third year : systematic implementation of the action plan (investments and public policies).
 A GEF project has already been designed to cover adaptation measures in the Drini and Mati River Deltas. Another project will be designed focused on mitigation issues, additional adaptation needs and the integration of adaptation and mitigation concerns. The modalities of this project will be described in a project document that will be formulated between the Country Office, the Bratislava Regional center, UNDP/Hub, UNDP/GEF and UNOSAT during a mission in Albania at the end of September 2008. This document will, amongst other things, describe:
  • Project outcomes and outputs;
  • General project modalities: role expected from regional authorities (leadership, management,…), international consultants, national consultants, local stakeholders, etc…;
  • Necessary inputs and partners for the project;
  • Detailed budget and calendar.

 

Duties and Responsibilities

The consultant will perform the following tasks, more specifically:
  • Identify the existing strategies and actions plans on climate change and related sectors at the national and regional level (national communications, national energy strategy, regional development strategies, national and regional environmental action plans, national strategy for the development of forestry and pastures, etc…)
  • Identify the existence and availability of data necessary for GHG emissions assessments and scenario construction at the regional level;
  • Identify the type of on going or previous participatory consultative processes (such as for the regional development strategies);
  • The availability of local experts ( universities, research centers, NGOs, private companies) on climate change mitigation and related topics ( renewable energy, energy efficiency, forest management, etc…)
  • The level of commitment and involvement that can be expected from the regional authorities in terms of leadership and management of the project
Based on these elements, the consultant will deliver a summary of his/her findings and recommendations concerning:
  • Terms of reference for the selection of international and national consultants for the different phases of the project, including required expertise, description of tasks and responsibilities, articulation between each other and with local stakeholders, deliverables and number of days of consultancy. For the Carbon Balance exercise, the focus should not only be in assisting the region for the collection and processing and analysis of data but also for the creation of a sustainable data collection and monitoring system. Special attention should also be given to participatory consultation processes. The possible provision of assistance by experts from regions in other countries in the context of decentralized cooperation will also be taken into account.
  • Modalities for the project including time frames and budgets. Suggestions will be made concerning possible deliverables and outputs at each phase of the project

 

Competencies

  • Strong technical knowledge of climate change, especially mitigation;
  • Extensive experience of working with regional and local authorities;
  • Understanding of GHG emission assessments (notably with the Bilan Carbone methodology) and mitigation strategy design.

 

Required Skills and Experience

  • Master's degree in environment, law, and regional planning;
  • At least 10 years of experience working in the field of development and the environment;
  • Relationship and network building;
  • Fluency in English
