Description
The Government of Republic of Kazakhstan and UNDP/GEF implement a project titled “Kazakhstan- Wind Power Market Development initiative”. The objective of the project is to promote the development of the wind energy market in Kazakhstan by: (a) assisting the Government to formulate a National Program on Wind Energy Development; (b) providing information for and building the local capacity to develop wind energy projects in Kazakhstan and to organize financing for them (including site “mapping” and expansion of the wind speed measurement program); (c) facilitating the construction of the first 5MW wind farm to prepare ground for and reduce the risks of further investments; and (d) monitoring, analyzing and disseminating the experiences and lessons learned during the implementation of the project. The project document was signed in July 2004. Implementation of the project started in December 2004. The total project budget is US$ 7,274,000 with GEF financing of US$ 2,550,000. The executing agency for the project is the Ministry of Energy and Mineral Resources PK (MEMR). Background: Most of the project outcomes have been achieved before the end of 2008. The draft National wind energy programme was prepared and submitted to MEMR for acceptance. The goal of the Programme is to commission about 250-300 MW wind capacity to the 2015 year and 2000 MW to the 2030. The draft RES (Renewable Energy Sources) legislation is in a process of negotiation with Government and planned to be submitted to the Parliament for adoption this year. Local capacity to develop and implement wind energy projects were enhanced with access to more accurate wind data and wind potential assessment for perspective sites in Kazakhstan, preparation of 8 investment proposals for new projects. The local specialists are trained with wind technology application and business plan preparation. The initiation of Djungar gate pilot wind farm investment project was done partly by selection of investor through open tender and technical support for preparatory phase of the project. However in spite of support provided for facilitation of the pilot wind farm and availability of capital subsidy from the GEF, the regulatory and financing barriers and lack of power purchase agreement (PPA) prevent investor to finance the project. As a result the construction of the wind farm and UNDP/GEF project delivery are being delayed hinging upon the adoption of the RES legislation. The results of the projects are disseminated through a row of conference, publications and the project web site. The Adoption of the National Wind Programme and the RES legislation and ratification of the Kyoto Protocol together with basic information for wind energy will create a ground for the wind energy sector development in Kazakhstan. Interest of local and foreign organizations to the wind energy sector development in Kazakhstan is increased dramatically throughout the implementation of the UNDP/GEF wind project and dissemination of the results of the project. The RES development is a part of the Government strategy for transition of Kazakhstan to sustainable development. The MEMR is going to organize a new unit within the Ministry responsible for the RES development. However it is very important to continue technical support to Government for period of start up of wind energy sector development in Kazakhstan. It was highlighted in the recommendations of the mid-term evaluation of the project in 2007. The recommendation was to reallocate the GEF funds of the pilot wind farm to the project activities such as followings: a) support the Ministry of energy and mineral resources for the National wind energy Programme implementation (definitions of wind technology rules and standards, support of new wind projects preparation and implementation - elaboration of generic PPAs, the Kyoto financing mechanisms, etc), b) recommendations for energy strategy of Kazakhstan in view of ratification of Kyoto Protocol and adoption of the RES law, c) continuation of wind monitoring programme around of territory of Kazakhstan, d) establish cooperation with western countries about the wind energy application and regulation. The project team will hire an International Expert, as his/her services are required to support formulation and the preparation of the project documents for the project extension for the period 2009-2010. Duties and Responsibilities Scope of work: Preparation of the project documents for the project extension on the following tasks: Assist in formulation of the project extension for period 2009-2010 to support wind energy development in Kazakhstan; Assist in the preparation of logframe, work plan + budget for implementation of the project for period 2009-2010; Assess the risks and develop a risk management strategy; Revision of the GHG reduction impact of the projectimplementationaccording to the revised project formulation Assist in the preparation of the monitoring and evaluation framework and plan; Develop in collaboration with the key stakeholders the Executive Summary or justification document and the Project Document to be submitted to UNDP/GEF; Address all the comments from UNDP/GEF RTA, PTA; and UNDP CO; Formal documents for the project extension(detailed work-plan and budget, monitoring and evaluation plan, logical framework, risk analysis, GHG reduction impact, result framework, etc.), assistance throughout the project implementation in 2009 Competencies The consultant will report to the Project Manager and programme staff of the Energy and Environment Unit at UNDP country office in Kazakhstan. Proven experience with UNDP/GEF climate change mitigation project development, monitoring and evaluation; Sound knowledge of and experience with designing and implementing policies and capacity building activities to promote renewable energy Required Skills and Experience Knowledge and skills, experience: Prior working experience in transition countries, preferably in Kazakhstan; Excellent English writing skills Work experince not less than 7-10 years Master's degree in energy engineering, renewable energy, energy policy or other related fileds All interested candidates should send their CV and cover letters to email: vacancies.project.kz@undp.org and CC: natalya.panchenko@undp.org
