Consultant for the Preparation of the Project Proposal for the European Commission

The  Consultant  will undertake the following tasks:

• Work under the supervision of Climate Change Policy Adviser (CCPA) and in close cooperation with the Component Coordinator;
• Desk study the key reports and documentation that have been prepared by Kyrgyzstan addressing their climate change problems since the adoption of the UNFCC;
• Identify any gaps in the information and data needed for the successful formulation of the project proposal;
• Based on the information gap analysis, develop TORs for national consultants to obtain any essential additional information;
• Supervise the work of the national experts and their delivery according to the agreed work schedule and milestones; validate their results;
• Propose project structure and outline in consultations with the UNDP Kyrgyzstan;
• Prepare the project proposal in accordance with the latest European Commission guidelines, consultation with the UNDP Kyrgyzstan;
• Ensure that the project proposal clearly address the recommendations provided by the European Commission;
• Ensure that the Project Proposal clearly articulate cost effectiveness of  European Commission investment;
• Include detailed and separate budgets for project preparation and implementation, relating all inputs to outputs, including USD values and work weeks;
• Include a detailed terms of reference for all consultancy and sub-contracts and a work plan for project preparation;
• Submit the draft project proposal for UNDP review;
• Revise and finalize the project proposal documents taking fully into account UNDP comments and suggestions, prepare them for European Commission submission.

Management Arrangements, Timeline

Under the overall guidance of the Climate Change Policy Adviser, Component Coordinator, and UNDP CO Kyrgyzstan and in coordination with the national consultants the Consultant is expected to work in Kyrgyzstan for developing the project proposal. The Consultant will report to the Climate Change Policy Adviser and Component Coordinator. He/She will liaise with the national experts that will support his/her work.
