Background

The Building Sector Energy Efficiency Project (BSEEP) has for its goal the reduction in the annual growth rate of GHG emissions from the Malaysia buildings sector. The project objective is the improvement of the energy utilization efficiency in Malaysian buildings, particularly those in the commercial and government sectors, by promoting the energy conserving design of new buildings and by improving the energy utilization efficiency in the operation of existing buildings. The realization of this objective will be facilitated through the removal of barriers to the uptake of building energy efficiency technologies, systems, and practices.

This work is part of component 3 of BSEEP. This component will address the lack of and poor accessibility of financing for investments in energy efficiency in buildings. It addresses the need to provide technical and financial assistance packages to EE building project developers. It will include technical assistance in facilitating the design, establishment and implementation of appropriate mechanisms for financing EE projects, in general, and EE building technology application initiatives, in particular. The expected outcome from this project component is the availability of financial and institutional support for initiatives on EE building technology applications.

Duties and Responsibilities

Scope of Work:

The primary job scope is to identify as well as analyse the issues/problems of the existing energy efficiency financing solutions and to formulate financing schemes to improve energy efficiency financing. The consultant is also expected to facilitate the coordination work among stakeholders including organizing seminars/workshops/training courses and delivering effective presentations. 

The consultant will be required to:
  • Review energy efficiency financing practices: Review and provide analysis on the practices and lessons learnt from other countries and in Malaysia on energy efficiency financing. Extensive stakeholder engagement will be required to review and analyse the existing procedures;
  • Recommendation on suitable framework for best practices on EE financing: Based on review above, it is expected that the consultant to recommend a suitable streamlined or improved framework or process for financing energy efficiency projects within the Malaysia’s context. In instances where good practices are already in place, pertinent recommendations on how to improve and make more effective shall be drawn from lessons learnt;
  • Dissemination on suitable framework for best practices on EE financing: Lead, coordinate and promote the framework on EE best practices through seminars/workshops/trainings at the national and state levels. This activity will include the design and preparation of the training materials and conduct of seminar/workshops/trainings to build capacity on energy efficient Building Technologies and energy efficiency financing practices for the Banking/Financial Sector;
  • Formulation of innovative financing schemes: Prepare, design and formulate at least three (3) new and innovative financing schemes to promote energy efficiency building project financing. The identification, selection criteria, selection of borrowers, terms and conditions and assessment of sources of finance, tariff structures and fiscal aspects should be covered;
Methodology:

The consultant will report to the National Project Manager and will work closely with the BSEEP project team based on the Environment and Energy division of the Public Works Department. The methodology includes data collection, desk research, meetings and workshops with relevant stakeholders, private sector and discussions with Economic Planning Unit, Ministry of Finance, Public Works Department, Ministry of Green Technology, Energy and Water, relevant agencies, State Governments and UNDP Malaysia.

Expected Outputs:


The consultant is expected to produce:
  • A report to review and analyse the best practices and lessons learnt from other countries and in Malaysia on EE financing practices;
  • A report on the formulation and recommendation of suitable streamlined framework or improved process for financing energy efficiency project based on the review of EE financing best practices. In instances where good practices are already in place, pertinent recommendations on how to improve and make more effective shall be drawn from lessons learnt;
  • Completion of at least eight (8) seminars/workshops/trainings on energy efficient Building Technologies and energy efficiency financing practices for the Banking/Financial Sector including submission of training materials and report on the feedback from participants and its analysis;
  • A report on the formulation of at least three (3) innovative financing schemes to promote energy efficiency building project financing. The identification, selection criteria, selection of borrowers, terms and conditions and assessment of sources of finance, tariff structures and fiscal aspects should be covered;
Duration:

The consultancy will take place from 1 April 2014 to 31 March 2015.

Deliverables and Timeline:

The consultant will be responsible for the delivery, content, technical quality and accuracy of the reports and training materials. All deliverables shall be submitted to UNDP Malaysia and BSEEP Project Management Unit at Environment and Energy division of the Public Works Department.

Terms of Payment:


The fee is payable upon satisfactory completion and acceptance of the deliverables by Project Management Unit and UNDP Malaysia. Breakdown of deliverables and percentage is in annex 1.

Required Skills and Experience

Education:
  • Bachelors degree or equivalent in Economics, Finance, Accounting, Engineering or related field;
  • Masters degree will be added advantage.
Professional Experience:
  • Minimum 3 years of working experience on EE financing, EE best practices, EE regulations, knowledge on state of the art on energy efficiency technology in the building sector in particular in South East Asia. International experience will be an advantage;
  • Experienced in EE project financing, financial mechanisms, financial institutions requirements and conditions;
  • A demonstrated understanding of the EE policy and regulation framework. Experience in Malaysia will be an advantage;
  • Experience with the ESCO business models and Energy Performance Contracting will be an advantage;
  • Experience with a facilities management company models will be an advantage;
Language Requirement:
  • Proficient in English. Proficiency in Bahasa Malaysia will be an added advantage
