Call for Applications: Regional Expert Roster on Climate Change Adaptation; Various consulting assignments

Background Information:

The United Nations Development Programme (UNDP) has been working in Europe and the Commonwealth of Independent States (CIS) since 1992, and serves over 30 countries and territories in Central and Eastern Europe, the Caucasus and Central Asia, connecting countries to knowledge, experience and resources to help people build better lives. Environment and sustainable development is one of UNDP's four key areas of work, together with poverty reduction, improved governance and crisis prevention and recovery.

The goal of the Energy and Environment Practice at UNDP Bratislava Regional Centre (BRC) is to strengthen national capacities to manage the environment in a sustainable manner while ensuring adequate protection for the poor. UNDP’s Environment and Energy strategy in Europe and CIS has four pillars: (i) mainstreaming environment and energy into national and local development policies and plans; (ii) mobilizing environmental finance – assisting countries with assessing their environmental financing needs, accessing, sequencing and combining different sources of environmental funds to support market development for climate and environmentally friendly technologies; (iii) promoting adaptation to climate change - mainstreaming climate change risk management into national development strategies; and (iv) expanding access to environment and energy services for the poor - empowerment and strengthened capacity for local action.

Countries need for technical support for climate change adaptation initiatives are expected to grow. To respond to such increasing needs in a timely manner, UNDP BRC is developing a roster of climate change adaptation experts who can provide wide-ranging, targeted technical support for the development and implementation of adaptation initiatives. The expert roster will be developed for Eastern Europe and CIS region and upon receipt of a request from a client country, a consultant who has the most qualified portfolio for the task (e.g. types of support needed; language skills; regional experience) will be swiftly mobilised to meet the needs. Each request is expected to vary; some requests may be for technical support for project development while others may be for technical support for project implementation.

UNDP is soliciting the submission of CVs (individuals, not firms) to be considered for registration in the climate change adaptation expert roster of UNDP BRC. The expert roster will consist of highly-qualified and experienced consultants. Only the applicants who pass all screening procedures will be registered for the roster.

 

Duties and Responsibilities

The regional/international consultant will provide wide-ranging technical support for the development and/or implementation of climate change adaptation projects, based on a request from a UNDP Country Office/client country. Typically, technical support for project development and implementation consists of the following:

Project Development

The regional/international consultant will work closely with the national project team to provide targeted technical support for project development. Task that the regional/international consultant is responsible for may include:

1.    Contribute to the preparation and successful implementation of workshops, including stakeholder consultation workshops, inception workshops, and other activities in the project development phase.

2.    Complete a report for stakeholder consultation and inception workshops, and an implementation plan for the project development phase.

3.    Provide advice and technical inputs to the project team on key outputs of the project development phase, which would feed into the preparation of the comprehensive project proposal.

4.    Provide quality control of the outputs of the project development phase to the standard required by UNDP.
5.    Provide guidance and input to the preparation of a comprehensive project proposal.  This should comprise the provision of advice and guidance on:

  • Developing the relevant baseline development strategies, plans and programmes.
  • Adaptation options based on a review of existing vulnerability assessment and stakeholder consultations.
  • Articulating the distinction between baseline and additional strategies, policies and measures to address climate change risks.
  • Identifying other experts that may be required in the development of the project.
  • Total budget and work plan.
  • Monitoring and evaluation framework including impact indicators and sources of verification.
  • Co-financing and strategic partnerships.
6.    Capture and disseminate lessons learned and best practices.

Project Implementation
The regional/international consultant will work closely with the national project team to provide targeted technical support for project implementation. Task that the regional/international consultant is responsible for may include the provision of guidance on:
  • Accessing and analysing climate information (historical data and climate change modelling) and impacts/vulnerability assessments.
  • Integrating climate change risks into national development strategies, plans and programmes.
  • Developing and implementing cross-sectoral and sectoral adaptation strategies, policies and measures.
  • Implementing concrete adaptation measures at national, sub-national and community-levels.
  • Developing and implementing strategies to scale up adaptation through private-public partnerships, innovative financial mechanisms, etc.
  • Developing enabling environment and institutional/individual capacities to advocate, develop, implement and monitor/evaluate integrated climate change adaptation policies, plans and measures at the national, sub-national and community levels.
  • Developing strategic partnerships with relevant initiatives at the regional, national, sub-national and community-levels.
  • Mobilizing financial resources for project implementation.
  • Designing and delivering various trainings in the areas of climate change adaptation and climate risk management.
  • Developing substantive reports, publications and technical papers.  
  • Effectively capturing and disseminating lessons learned.

Conduct of Work:

The regional/international consultant will work with the national project team. Frequent communication, and advisory services with the other team members, is expected from the regional/international consultant. The regional/international consultant will perform his/her duties from home-base through e-mail, telephone and fax correspondence combined with, in-country missions (as approved by the UNDP Country Office). The regional/international consultant is expected to attend relevant meetings and workshops at the country level, including stakeholder consultations, inception and validation meetings. The regional/international consultant may undertake project site visits (subject to clearance by the UNDP Country Office).

Required Skills and Experience

Education
  • Master's degree (or preferably PhD) in climate science, environmental studies, economics, energy, development or closely related fields.
  • Technical knowledge of the implications of climate change on development, finance, environment and other relevant fields is critical. 

Experience
  • A minimum of 7 years of progressive relevant experience in the field of climate change adaptation or relevant fields
  • Demonstrated solid knowledge of climate change adaptation and development
  • Extensive experience with project development, implementation or management
  • Experience in policy development process associated with environment, climate change and sustainable development an asset
  • Experience in disaster risk reduction an asset
  • Experience in working and collaborating with governments an asset
  • Experience in training an asset
  • Experience working within the UN system an asset
  • Extensive working experience in Eastern Europe & CIS an asset

Language Requirements
  • Excellent knowledge of English including writing and communication skills
  • Knowledge of Russian including writing and communication skills an asset


Evaluation of Applicants:
Applicants will be screened against minimum qualifications and specific technical experience set above. The candidates shortlisted will be further contacted and will be recommended for the expert roster for the initial period of 1 year.

Contracting Arrangements:
Upon the receipt of a request from a UNDP Country Office, the regional/international consultants with the most appropriate experience will be contacted and after an interview process (or any other procedure considered proper) to be able to hire. The regional/international consultant will notify the UNDP Country Office of his/her availability within 3 working days.

Notice:
Entry into the expert roster system does not necessarily mean that employment with UNDP is guaranteed. This will depend on forthcoming needs and subsequent consideration.
