Consultant for Climate Campaign – The Netherlands

Location: The Netherlands (with ability to travel)

Background and Objectives

The European Union (EU) recently adopted the EU F-Gas Regulation, a comprehensive package of policies designed to reduce hydrofluorocarbon (HFC) emissions with implications for producers, importers, manufacturers, operators, contractors and consumers. EIA is seeking a Netherlands-based consultant to assist in its campaign to advance implementation of the F-Gas Regulation in The Netherlands though targeted activities in key policy areas designed to promote best practices and governance, including raising awareness among key Government officials and stakeholders, promoting the adoption of national measures and fostering national media attention.

Approach and Methodology

The consultant will advance key policy proposals and implementation, including inter alia the expected market transformation of the EU F-Gas Regulation and need for early compliance actions, producer responsibility schemes, labelling and advertising of HFC products and equipment and training on natural refrigerants through:

  • building relationships with relevant stakeholders, in particular those involved in the manufacture and provision of natural-refrigerant technologies;
  • advancing and influencing policy proposals with key government officials, providing support and justification and responding to inquiries and concerns;
  • participating and attending relevant meetings, conferences and events;
  • raising public awareness and fostering national media attention;
  • building coalitions and mobilising allies, including other non-governmental organisations, manufacturers of natural-refrigerant technologies and progressive industry actors.

Qualifications and Experience

  • A first-level university degree in a relevant field
  • A sound understanding of HFCs and their applications, in particular in the refrigeration and air-conditioning industry
  • A minimum of five years of experience working with or for governments officials, inter-governmental organisations, non-profit organisations, or relevant industry on issues related to public policy
  • Fluency in Dutch and English
  • Excellent writing and communications skills
  • Ability to travel
