Description

The UNDP Yemen’s Economic Diversification Support Programme (EDSP) will address a central concern in Yemen’s Strategic Vision 2025, namely, its call for national economic diversification, and do so by promoting pro-poor growth in four key potential sectors: agriculture, fisheries, industry and trade, and tourism. The EDSP will also accord with national priorities reflected in the UNDAF and UNDP Country Programme Action Plan (2007-2011) with reference to promoting pro-poor economic growth in the country and diversifying its economy. Within this framework, the intervention is aligned with the Ministry of Fish Wealth (MFW) primary aim “to manage fish and other marine resources in a way that is biologically, environmentally and economically sustainable” and a number of UNDP programme and UNDAF components. The fisheries component of the EDSP will develop a sectoral development strategy as an input into the national planning process with the main aim to support poverty alleviation and job-creation in the coastal areas.

The main focal areas are  

  • Sustainable fishery resource management;
  • Strengthening fisheries export sector;
  • Enhancing the sector’s productivity through development of strategies aquaculture and fish-feed industries;
  • Strengthening small-scale fisheries; and
  • provide support to women’s groups and civil society organizations to promote gender equality and women’s participation in the fishery sector.

All these studies will be coordinated with project activities in other sectors such as MAI, MOPIC and MOIT and with the economic policy & planning work of EDSP’s Programme Coordination Unit

Duties and Responsibilities

Under the framework of the fisheries component, as described above, the consultant will work under the overall supervision of the Fisheries Team Leader and National Project Manager, and in close collaboration with the National Counterparts assigned. He/She will be responsible for preparing the National Fisheries Sector Strategy and oversee the work of the ‘Aquaculture & SME’s consultant’ and ‘Export marketing & food quality safety systems Consultant’, who will provide their inputs to the National Fisheries Sector Strategy, and serve as resource persons at different stages of the strategy development.
 
He/she will be responsible for the following:
 
1.       Comprehensive Assessment of Yemen’s Fisheries Sector:
  • Review the current status of Yemen’s Fisheries Sector based on the existing information, literature, documents, MoFW reports, National PRSP, National statistics, scientific literature, international publications, and other studies financed by bi or multilateral donors etc (e.g. UNDP, FAO, EU, WB, IFAD, ITC, UNIDO, EIF, OECD etc.).
  • Assessment of Fishing operations, practices, Monitoring-Control-Surveillance mechanisms, potentials & limitations for development.
  • Assessment of services for the conservation and protection of the fishery resources and fish habitat for Ministry of Fish Wealth, Yemen commercial, recreational, and international fishers, fish processors, environmental and the general public, under the Fisheries-related Acts and Regulations and other related federal and provincial legislation.
  • Assessment of quality of Yemen’s marine resources & habitat in light of natural and anthropogenic human-induced disturbances.
  • Assessment and analysis of the stakeholders including the socio-economic scenarios, and sectoral indicators (% contribution to national revenues, GDP, food security, trade, and employment; and overall fish consumption per capita and per year including share of intake of fish proteins compared to total intake of animal proteins).
  • Assessment of the status of fishery stock (status and diversity) in Yemen based on the existing information and available data.
  • Oversee assessment of artisanal fisheries with special attention to supporting country’s food security priorities and needs.
  • Assessment of industrial fisheries and its potential impact on biological diversity, coastal/marine environment and resources.
  • Assess impacts of Climate Change on fisheries sector and potential environmental impacts from marine and land resources; and provide mitigation and adaptation measures.
  • Assessment of ecological and economic services offered by fisheries sector including the value chain assessment.
  • Assessment of cross-sectoral linkages and cross cutting issues with other ministries and corporations.
  • Assessment of Research & extension services in the fisheries sector.
  • m.Oversee assessment and evaluation on prospects for development of Aquaculture, Fish farming & Fish feed industries, and SME’s promotion and development in the Fisheries Sector.
  • Oversee assessment and evaluation of fisheries export sector, marketing chain and food quality and safety systems including the HACCP implementation procedures within the sector and institutional (fish quality control laboratory) accreditation process.
  • Oversee assessment of women’s participation in the fisheries sector and prioritize the development needs for the fisherwomen community with a focus to enhance their livelihood standards.
  • Assess and identify potentialities for development for pro-poor economic growth and South-South cooperation for the Yemen’s Fisheries Sector.
 
2.       Organize 1st Consultative workshop with all the stakeholders to present findings of the review & assessment study, and draft a detailed report and prepare a concise report (in bullet points) for discussions to validate the priority issues.
 
3.  Review of policy options:
 
The review of policy options shall include (but not limited to) the following dimensions: institutional, legal, legislative, financial, technical, technological, investment, regulative, community based/participation, awareness and gender, and information base.
  • General review of Fisheries sector current policy options including the status of fisheries institutions, legislation, information system, community participation, women etc. and their relationship to fisher’s livelihoods.
  • Assessment of fishing practice/management adherence to the Code of Conduct for Responsible Fishing in order to develop and promote a strong community/management relationships to support and encourage the strong conservation ethic.
  • Review the business & investment climates including access to finance in the country’s fisheries sector.
  • Assessment of fisheries sector, and potentialities & limitations for development including the technology transfer.
  • Identify gaps and propose policy options (as indicated above), for sustainable development of fisheries sector, and to address priority issues/problems in the fisheries sector.
4.       Organize 2nd Consultative workshop with all the stakeholders, and draft a detailed report and prepare a concise report (in bullet points) for discussions, to validate draft on policy options on identified priority issues and present a thematic representation of the draft National Fisheries Sector Strategy.
 
5.       Prepare a draft National Fisheries Sector Strategy along with the detailed long-term action plan including the cost-analysis, based on the results & recommendations from the above consultative workshops.
 
  • Identify programmatic entry points (in addition to the promotion of fisheries exports, SME’s within the fisheries sector, women empowerment) and draft the programme of action for the sustainable development of country’s fisheries sector.
  • Undertake cost analysis of Policy options and programmes.
  • Propose guideline principles, strategic policies and programmes for the sustainable development of Yemen’s isheries Sector.
  • Draft a National Fisheries Strategy and propose Programme of Actions indicating the programme of action, its objective, key outputs and activities, cost/budget, time frame, main inputs and responsible parties.
6.       Organize Validation workshop to present the National Fisheries Sector Strategy and Programme of Actions.
 
7.       Based on the recommendations from the above, finalize National Fisheries Sector Strategy and Programme of Actions.
 
The assessment and policy option development phases shall emphasize the role and empowerment of women in the fisheries sector. Based on the outcomes and findings a more comprehensive strategy will be developed for women empowerment in the fisheries sector.

Competencies

  • Experience in working in the field of fisheries and fishery policy analysis and fisheries management – preferably, with working experience from the Middle East Region.
  • Broad knowledge of fisheries management, marine ecosystem dynamics and sustainable development strategies in fisheries sector.
  • Experience in directing fishery policy and development studies.
  • Strong oral and written communication skills in English, Knowledge of Arabic will be an asset.
  • Broad knowledge of mathematical statistics and modeling techniques in fisheries science, and a general knowledge of ecosystem dynamics.

Required Skills and Experience

  • PhD degree in fishery/marine sciences or a closely related field or a first university degree with a relevant combination of academic and professional qualifications.
  • A minimum of 12 years of relevant working experience in fisheries sector as related to fishing policy and management, fishery development, fishery education/training, fishery research and services, with working experience in policy development and planning, and international experience from development projects.
  • Experience in programming and conceptualization of development activities at national/international level, and previous working experience with UN system is highly desirable.
  • Previous work experience in Middle East region or developing countries is desirable.
  • Full Working knowledge of English, including excellent drafting and presentation skills, knowledge of Arabic will be an asset.
  • Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation packages, and fisheries related statistical & scientific software.
