Description
National Consultant firm to lead the ROAM assessment process in the Mbalmayo landscapes of Cameroon The Cameroon TRI Project is one of the twelve Child Projects of The Restoration Initiative (TRI) implemented by the International Union for the Conservation of Nature (IUCN), the Food and Agricultural Organization of the United Nations (FAO) and the UN Environment Programme (UNEP) to contribute towards global efforts in support of the Bonn Challenge, the New York Declaration on Forests, the AFR100 Initiative, and the restoration priorities of the Republic of Cameroon. The objective of the Cameroon TRI project is to support the implementation and scaling up of Forest Landscape Restoration (FLR) in Cameroon, notably by a) improving Cameroon Government policy commitment to FLR and Sustainable Land Management (SLM); b) piloting and assessing the effectiveness of restoration using Bambusa spp and other indigenous NTFP like Irvingia spp, Ricinodendron heudelotii, etc, and ensuring the development of their value chains to support biodiversity conservation, sustainable livelihoods and GHG emissions reduction; c) enhancing institutional capacities and financing arrangements for large-scale FLR in Project sites in Cameroon; and d) improving knowledge of best practices in landscape restoration and Monitoring and Evaluation among Project stakeholders. The Cameroon TRI project is executed in four sites:
  • Site 1: the Degraded Sudano-Sahel savannah of the Waza landscape in the Extreme North Region of Cameroon;
  • Site 2: the Montagne forests of the Bakossi - Bayang-Mbo landscape in the South West Region of Cameroon;
  • Site 3: the degraded Forest Margins of the Mbalmayo cluster in the Centre Region of Cameroon;
  • Site 4: the degraded Mangroves of the Douala-Edea landscapes in the Littoral Region of Cameroon.
Responsibilities
  • Closely engage, collaborate and facilitate the work of IUCN Economist, lead ROAM facilitator, INBAR TRI Project Coordinator, local socio-economics and GIS consultant
  • Participate in the development of the Theory of Change (TOC) for the Sub-National ROAM assessments in the Mbalmayo landscapes
  • Plan, prepare and execute the ROAM preparation process in the Mbalmayo landscape
  • Organise a stakeholder’s inception workshop in the Mbalmayo landscape
  • Closely work with and facilitate the activities of FLR Lead Facilitator on the ROAM process planning and organization
  • Mobilise local stakeholders, support local experts (socio-economics and GIS) and collect the required comprehensive data on existing policy framework, socioeconomic, gender, carbon and GIS/Spatial analysis in order to identify FLR options and opportunities in the Mbalmayo landscape
  • Carry out the restoration diagnostic to assess bottlenecks and potential success factors for restoration in the Mbalmayo landscape
  • Produce the landscape level ROAM report as advised by ROAM facilitator
  • Organise a pre-validation workshop at the landscape level involving local stakeholders
  • Participate and support INBAR, IUCN and MINEPDED, during a national workshop to validate the ROAM assessment reports
Deliverables
  • The ROAM process in the Mbalmayo landscape is well planned, coordinated and executed
  • One stakeholder’s inception workshop organised and FLR options and opportunities in the Mbalmayo landscape diagnosed
  • Strong participation of local stakeholders in the ROAM process to collect data collected (as required) on socioeconomics, gender, carbon and GIS/Spatial analysis in the Mbalmayo landscape delivered
  • Bottlenecks and success factors for restoration in the Mbalmayo landscape identified
  • A comprehensive landscape level ROAM report elaborated
  • One pre-validation workshop organized with participation of local stake holders and report submitted
Requirements
  • Be a legally recognised entity with at least 10 years of professional work experience in forest management, forest landscape restoration, climate change and REDD+ related issues in the Mbalmayo landscape
  • The lead consultant must have at least Master’s or equivalent degree in a relevant discipline (forest management, forest landscape restoration, climate change and REDD+ related issues)
  • The consultant firm must submit proof of excellent relation with the two government Ministries in charge of the TRI project (notably MINEPDED and MINFOF)
  • The consultant firm must show proof of having a data base related to forest and environment sector that could be capitalised in the ROAM process
  • Demonstrate possibility of co-funding the process (in cash or in kind)
  • Proof of previous collaboration with INBAR and or IUCN will be an added advantage
  • A strong delivery-oriented work ethic with proven ability to provide deliverables on time and on limited budget
  • Good command of English and/or French language
