The Government of Mauritius wishes to appoint a consultant for the preparation of Management contract documents for the Central Water Authority (CWA) and the Wastewater Management Authority (WMA). These organizations fall under the purview of the Ministry of Public Utilities (MPU) and are governed by the CWA Act and the WMA Act respectively.  

 

Duties and Responsibilities

The consultant will perform the following duties and tasks:
  • Assist with prequalification of applicants, including eventual clarification questions to applicants
  • Preparation of the Request for Proposal for two Management Service Contracts (”MSC”)
  • Prepare ITB/RFP for a two-stage bidding procedure, in accordance with the Public Procurement Act, 2006 and the Public Procurement Regulations, 2008.
  • Prepare bid evaluation criteria for the two-stages bid proposals
  • Assist the Evaluation Committee with the examination of bid proposals,

 

Competencies

  • Experience in Small Islands Developing States and the Mauritian context will be an advantage
  • 15 years experience in the water and sanitation sector
  • Extensive knowledge of utility sector contracts
  • Extensive knowledge of Institutional set up of water and sanitation utilities
  • Preparation of similar management contracts

 

Required Skills and Experience

  • Postgraduate degree in law, or public administration
