Description

UNDP in Montenegro, as one of the implementing agencies for the Global Environmental Facility (GEF), has begun the implementation and coordination of a number of GEF funded projects. These include: the First National Communication to the UNFCCC secretariat, the Biodiversity Strategy-Action Plan and National Report, the Power Sector Policy Reform to Promote Small Hydropower Development in Montenegro and now also a projects on Strengthening the Sustainability of the Protected Areas System of Montenegro and Catalyzing financial sustainability of PA.

The idea for strengthening the sustainability of the protected area system of Montenegro emerged as a major systematic effort to assist in capacity development of institutions and individuals mandated with protected, conservation and management of protected areas.
The main objectives of this project are to expand and rationalize the protected area system in order to ensure better habitat representation and more secure conservation status as well as to strengthen the capacity of protected area institutions to more effectively manage a representative system of protected areas.

Under the project “Catalyzing financial sustainability of protected areas in Montenegro’’ UNDP will assist in capacity development of institutions and individuals mandated with protection, conservation and management of protected areas. This project will improve the financial sustainability of PA system in MNE through enabling legal and policy environment for improvement financial sustainability, securing revenue streams for PA, and development of institutional and individual capacities of PA institutions to raise PA management cost-effectiveness. 

The goal of the projects is to have an ecologically representative scientifically-based Protected Area System (PAS), that adequately conserves representative samples of the country’s marine, freshwater and terrestrial biodiversity.

 

Duties and Responsibilities

Under the primary supervision of the UNDP Project Manager, the consultant will need to perform the following duties:

  • Validation of  the primary economic values of each of the five targeted protected areas identified during the preparatory phase (Durmitor National Park, Biogradska gora National Park, Komovi, Skadar lake National Park, Tivat saltpan);
  • Designing, testing and implementing valuation studies for each economic value within each of the five protected areas to determine a monetary quantification of the ecosystem products and services in each PA;
  • Collating and extrapolating the results of these five valuation studies to the entire protected area system;
  • Preparing a Benefit-Cost Analysis (BCA) that assesses the public benefits and costs of establishing and managing protected areas as an economically viable form of land use;
  • Documenting the lessons learnt and detailing the methodologies used in economic valuations.

The methodologies will be discussed and agreed with project management and responsible technical adviser.

The activities under this output are specifically directed at:

  • Validating the primary economic values of each of the five targeted protected areas identified during the preparatory phase;
  • Designing, testing and implementing valuation studies for each economic value within each of the protected areas to determine a monetary quantification of the ecosystem products and services in each PA;
  • Collating and extrapolating the results of these valuation studies to the entire protected area system;
  • Preparing a Benefit-Cost Analysis (BCA) that assesses the public benefits and costs of establishing and managing protected areas as an economically viable form of land use;

Supporting activities of selected communication experts in:

  • Formulating a focused communication and marketing strategy, targeted at high-level government decision-makers, that presents a succinct overview of the contribution of the PAS to the economic well-being of Montenegro and its citizens; and
  • Developing the requisite briefing media for, and implementing the communication program to targeted government decision-makers.

Work under this output will be done under the guidance of selected consultant whom will be supported by a small reference group comprising selected local environmental NGO, management staff of the five targeted PAs, Ministry of spatial planning and environmental protection and the Project Manager. This may be supplemented by representatives from different PA institutions as required.

The expected result:

Designing, testing and implementing valuation studies for each economic value within each of the five protected areas to determine a monetary quantification of the ecosystem products and services in each PA; collating and extrapolating the results of these five valuation studies to the entire protected area system; preparing a Benefit-Cost Analysis (BCA) that assesses the public benefits and costs of establishing and managing protected areas as an economically viable form of land use; and documenting the lessons learnt and detailing the methodologies used in economic valuations.

Time duration:

The consultant should finish the complete assignment in the period December 2010 till May 2011.

Required Skills and Experience

  • University Environmental sciences, Law, Economics, or other relevant field or a comparable experience in the field;
  • A minimum of 6 years of experience as a leading expert in processes or projects focusing on Ecosystem Valuation and Economic aspects of biodiversity, Protected Area financing;
  • Experience in developing and integrating environmental economics tools and approaches into planning and management practice across sectors;
  • Involvement in awareness, capacity development and training activities for government agencies, national NGOs and the corporate sector;
  • Familiarity with national policy priorities in the area of Environment, economic development and public finance management;
  • Extensive experience and proven track record in capacity development field, preferably in the area of environment and economics, self-starting, independent and responsible personality;
  • Initiative and strong team-building, communication and negotiation skills;
  • Demonstrated ability to manage and motivate people in a complex political environment and achieve set goals under time pressure;
  • Fluency in English.
