Climate change is a subject that impacts the way we live and work. It is having a significant impact on many economic sectors including agriculture. These impacts are seriously undermining development. The poorest people, who often live in the most fragile environment and are especially reliant on climate-sensitive agriculture sector, are highly vulnerable to climate change. The United Nations Development Programme (UNDP) has been active in fighting against climate change since 1990’s, assisting Developing countries including Lao PDR with capacity development, adaptation and mitigation actions.
UNDP, GEF and the Ministry of Agriculture and Forestry (MAF) have completed the formulation of the project “Improving the Resilience of the Agriculture Sector in Lao PDR to Climate Change Impacts” through the National Agriculture and Forestry Research Institute (NAFRI).
The objective is to minimize food insecurity resulting from climate change in Lao PDR and to reduce the vulnerability of farmers to extreme flooding and drought events. There are four expected outcomes:
  • Outcome 1: Knowledge base on Climate Change impacts in Lao PDR on agricultural production, food security and vulnerability, and local coping mechanisms strengthened;
  • Outcome 2: Capacities of sectoral planners and agricultural producers strengthened to understand and address climate change – related risks and opportunities for local food production and socio-economic conditions
  • Outcome 3: Community-based adaptive agricultural practices and off-farm opportunities demonstrated and promoted within suitable agro-ecological systems
  • Outcome 4: Adaptation Monitoring and Learning as a long-term process
 In this context UNDP and NAFRI seek a qualified Early Warning Systems Specialist AA2CC “Agriculture Adaptation to Climate Change” (international position) to provide technical services to the Project Support Unit (PSU) and the project implementing agencies in realization of all outputs and outcomes as outlined in the approved project document.

 

Duties and Responsibilities

  • Assessing and analyzing existing early warning systems, policies and practice, both on national level and in the target areas.
  • Identification of traditional behavior, practice and responses in the community to cope with consequences of climatic variations, environmental hazards, heavy rains, wind/storm, flood, drought, erosion, deforestation on slopes, destruction of houses and infrastructure, etc.
  • Identification of (positive of negative) links between effects from those climatic variations and specific agricultural practice, farming systems, or other income-generating and economic activities.
  • Categorization of findings and conclusions into clusters associated to the planned 7 training / activity modules (“Climate Change Training and Adaptation Modules” CCTAM)
  • Analysis and detailed description on how farmers and households under those categories can be covered under a community-based early warning system, including the costs associated to it.
  • Identification and mapping of areas and locations especially exposed to impact of climate change / environmental hazards.
  • Identification and mapping of “retention areas” in case of acute or longer-term emergency situations, potentially suitable for housing, provision of basic medical services and essential agricultural activities.    
  • Identification of regional, national and local hazard information that can be communicated quickly to communities through radio, tv, or means of telecommunication.
  • Establishment of a network of Early Warning Officers in the villages of the target areas (names, functions, locations, responsibilities, communication equipment)
  • Design of on-site training and practice for household in target areas, testing of one sample training/practice in the field. 
  • Development of an on overall implementation plan for having a functional early warning system (pilot) in place by early 2013.
  • Discuss and review analyses, findings, policies, plans with NDMO, departments in MAF, NAFRI, other relevant GoL agencies, international NGOs (e.g. ICRC) and other appropriate partners.
  •  Assure that relevant data and information from this mission are contained in the NDMO and the NAFRI database on AA2CC

Competencies

  • Excellent conceptual and analytical skills.
  • Excellent written and verbal communication skills. Fluency in English is a must.
  • Excellent time management skill with an ability to deliver high-quality outputs on time.
  • Very good computer skills including use of technical software for planning / training purposes.

 

Required Skills and Experience

  • MSc degree in subjects related to natural disaster management, emergency planning, risk reduction, early warning systems, rural livelihood, community development, natural resources management, or similar.
  • Minimum of 15 years professional experience in early warning system development (community-based and coping with environmental hazards) with partly new, innovative and experimental features (theoretically and in practice). 
  • Good knowledge of possible Climate Change impacts, droughts and floods on agriculture, the rural environment and livelihoods.
  • Ability to transfer analytical results into simple and workable project activities and a sustainable, community-based early warning system.
  • Practical experience in UN-related projects and knowledge of UN system and procedures preferable. Working experience in government projects in SEAsia helpful.

Evaluation of proposals:
 
The technical proposal is evaluated on the basis of its responsiveness to the Terms of Reference (TOR) based on the below evaluation criteria used in the Procurement Notice and TOR.
 
LOWEST PRICE OF TECHNICALLY RESPONSIVE PROPOSALS (Lowest evaluated offer of technically qualified applicants, usually used for consultants or contractors performing support services)
The price proposal of all consultants, who have attained minimum 70 % of the total score (i.e. 70 points) in the technical evaluation, was compared. The contract will be awarded to the individual offering the lowest technically responsive offer.
