Description
Ministry of Environment of Belarus approached the UNDP Belarus with a proposition to develop a proposal for a GEF project on promotion of market mechanisms for renewable energy sources in Belarus (RE project). Project development process is led by UNDP Belarus, and the current assignment aimed at the preparation of the Project Identification Form (PIF) and Project Preparation Grants (PPG) documents to be submitted to the GEF Secretariat for review and approval in September 2009.
The project is envisaged to assist Belarus in creating market mechanisms to support renewable energy sources in Belarus. The project will focus on wind power and hydropower. The range of project solutions could include but should not be limited to developing of national legal and regulatory frameworks, building institutional and human capacity, pilot projects.

 

Duties and Responsibilities

The objective of this assignment is to prepare the Project Identification Form (PIF) and Project Preparation Grant (PPG) for the proposed RE project.
The Consultant will:
  • Liaise with the main national players, particularly with the Belarusian Ministry of Environment, review existing pertinent reports, identify information gaps in the existing national reports and request the collection of information needed for the PIF and PPG preparation, from UNDP Belarus and its national partners;
  • Identify the existing barriers with respect to wind and hydro power in Belarus; and propose solutions to remove these barriers within the proposed project;
  • Describe the expected global environmental benefits to be delivered by the project;
  • Identify and describe risks, including climate change risks, that might prevent the project objective(s) from being achieved, and if possible risk mitigation measures to be taken;
  • Ensure that the PIF and PPG clearly articulate incrementality and cost effectiveness of GEF investment;
  • Develop separate budgets for project preparation and implementation, relating all inputs to outputs, including USD values and work weeks for local and international experts;
  • For project preparation, include a detailed terms of reference for all consultancy and sub-contracts and a work plan for project preparation;
  • Draft PIF and PPG documents in accordance with the latest GEF guidelines, and submit the draft PIF and PPG for UNDP review;
  • Address the recommendations and comments provided by UNDP Belarus and UNDP Bratislava Regional Centre, and from the GEF secretariat.
Specific responsibilities:
The evaluator will be responsible to deliver the following outputs:
  • Draft Project Identification Form (PIF) and Project Preparation Grants (PPG) documents; 
  • Final Project Identification Form (PIF) and Project Preparation Grants (PPG) documents ready for submission to the GEF Secretariat.
The consultancy should not take more than 12 working days of effort to complete, including a 3-day fact-finding mission to Belarus in July.
  • The consultant will report to the UNDP/GEF Regional Technical Advisor (RTA) in Bratislava and the UNDP Belarus Energy and Environment Programme Officer (PO) and will coordinate the exact timing of his/her activities with them.
  • The consultant will submit deliverables to the RTA and PO and will collect comments from them.
  • The consultant will adhere strictly to all deadlines agreed upon with the RTA and PO.
  • The consultant shall conduct him/herself in a professional and ethical manner, and will ensure that none of his/her actions have an adverse effect on UNDP.

 

Competencies

  • Proven experience in preparing GEF proposals – PIF and PPG, preferably renewable energy projects;
  • Experience with UNDP would be an asset.

 

Required Skills and Experience

  • University degree in a field of environmental management, or related to renewable energy;
  • At least 5 years of intensive in experience in renewable energy;
  • Excellent English speaking and drafting skills;
  • Excellent analytical skills and computer literacy.
