Description
In 1997, the Government of Belarus approved the National Strategy for conservation and sustainable use of biological diversity, including the detailed action plan, to fulfill the commitments under the UN Convention on Biodiversity, the country joined in 1993. In result, there was created strong legal and institutional basis for conservation of the most valuable and unique natural complexes and objects, including animals and plants.
At the same time, new global environmental concerns as climate change, invasion of alien species, growth of urbanization and others require significant review and actualization of the existing strategy and action plan to ensure sustainable use of biological diversity.
The UNDP Project #00062796 “Building capacity for Strategic Environmental Assessment and environmental conventions implementation in Belarus”, funded by the European Commission, was launched 6 November 2008. It aims to assist Belarus in developing domestic capacity for an effective integration of environmental concerns into the national decision-making. Particularly, a new national strategy for conservation and sustainable use of the country’s biodiversity is to be developed within the project. The new strategy should define priority directions in the field of biodiversity in Belarus, based on the results of implementation of the previous strategy and foreign experience.

Duties and Responsibilities

The Consultant will be required to prepare a presentation (for about 45 minutes of duration) on the best practices of elaboration and application of strategies for conservation and sustainable use of biological diversity in foreign countries and deliver it at the one-day seminar (preliminary scheduled for 7 July 2009) in Minsk (Belarus). The consultant will work in close cooperation with the Task Coordinator (SEA-Conventions) of the project.
Specific Responsibilities:  
  • Prepare and deliver a presentation (about 45 minutes of duration) on the best practices of elaboration and implementation of strategies for conservation and sustainable use of biodiversity in foreign countries.
Deliverables:
  • Presentation (about 45 minutes of duration) on the best practices of elaboration and implementation of strategies for conservation and sustainable use of biodiversity delivered at the one-day seminar in Minsk (preliminary scheduled for 7 July 2009).
All reports/deliverables within the assignment shall be in English (or Russian) and be provided in MS Office electronic format.
The Consultant (Biodiversity) will directly report to the Task Coordinator (SEA-Conventions) in close coordination of his/her work with the UNDP Belarus and Ministry of Environment.

 

Competencies

  • Participation in development of strategies, plans and other programme documents in the field of environmental protection and efficient nature management;
  • Outstanding analytical and organizational skills.

 

Required Skills and Experience

  • Master’s Degree or equivalent in natural resource management, environment, biology, geography science or related field.
  • Minimum 5 years of work with conventions in the field of biological diversity;
  • Good knowledge of written and spoken English;
  • Computer literacy (knowledge of MS Word, Excel and email communication software).
