Purpose
The purpose of this Terms of Reference is to is to recruit a qualified expert consultant who will prepare a National Biodiversity Strategy and Action Plan, together with the national team of consultants (National consultants for: Sustainable Use of Natural Resources, Biodiversity Conservation, Bio-safety, Agro-biodiversity and Access and Benefit Sharing) .
Objective
The main objective of the consultancy is to assist the Government of Serbia to fulfill its obligations to the United Nations Convention on Biodiversity (UNCBD) by preparing a Biodiversity Strategy and Action Plan that will identify strategic directions and actions to conserve biodiversity in the country.
Background Information
The Government of the Republic of Serbia ratified the United Nations Convention on Biological Diversity in 2002 through succession. In compliance with Article 6 of the Convention the country needs to prepare and implement National Biodiversity Strategy and Action Plan (BSAP). This project is funded by the Global Environment Facility (GEF), with in-kind contribution from the Government of the Republic of Serbia. The implementing agency for this project is the UNDP Country Office Serbia. The project will be implemented through a broad consultative process involving variety of relevant stakeholders and thus is expected to enhance public awareness and knowledge on biodiversity-related issues and to strengthen the dialogue, information exchange and cooperation among all the relevant stakeholders including government, non-governmental, academic and private sectors. The project scope does not envisage financing of any further research in this area.
The main partner for the implementation of this project is the Ministry of Environment and Spatial Planning and the project is implemented in close cooperation with the Ministry of Agriculture, Forestry and Water Management, Ministry of Energy and Mining as well as other stakeholders including academia, research institutes, private sector and NGO representatives.

 

Duties and Responsibilities

Scope of Work
Under the project "National Biodiversity Strategy and Action Plan (NBSAP)" the UNDP will contract an international consultant who will work with the national team of consultants (National consultants for: Sustainable Use of Natural Resources, Biodiversity Conservation, Bio-safety, Agro-biodiversity and Access and Benefit Sharing) and will be responsible for the development of the National Biodiversity Strategy and Action Plan. The consultant will review existing documents and data collected and lead the national team in writing up the strategy and action plan.
The consultant should ensure the documents are harmonized and consistent with other national strategic documents as well as with UNCBD requirements.
This consultancy is a combination of in-country and out-of-country work. The consultant will be required to undertake one project missions to Serbia (estimated duration one week, exact dates to be determined).
All reports and deliverables will be presented to the UNDP, to the Ministries of the Government of Serbia and to the national stakeholders listed above, as per the timeframe provided below. The reports are to be submitted in English.
The consultant will be engaged for 20 working days over the period of September – December 2009.
Deliverables and Timeline
The international consultant is responsible for the following deliverables:
Output 1:
First report containing:
  • Review of  existing situation analysis report
  • A detailed guideline to national consultants on gaps/missing information if required.
  • Revised priority areas, for biodiversity conservation
  • National objectives and priorities
Review of the existing  grouping and classification of activities already identified through national consultations (together with national consultants)
Deadline: 15 days upon contract commencement
Output 2:
First Draft of Strategy and Action Plan
First Draft of Strategy and Action Plan
Deadline: 45 days upon contract commencement
Output 3:
Final Draft Strategy and Action Plan prepared in close cooperation with national consultants and Government Biodiversity Focal Point upon review and incorporation of  comments received during the consultation process
Deadline: Not later than 10 November 2009
Output 4:
Review and incorporate comments received from UNCBD Secretariat.
Deadline: Not later than 10 December 2009
The reports provided by the consultant will be reviewed and approved by UNDP Programme Officer and the Government counterpart for quality and validity.

 

Competencies

  • Excellent analytical, organizational and inter-personal skills;
  • Fluency in English with excellent writing, presentation and communication skills

 

Required Skills and Experience

  • Postgraduate/ Masters Degree in biological science, natural resource management or other field relevant to the scope of work; PhD in relevant fields is preferable, but is not requirement;
  • A minimum of 7 years of working experience in the area relevant to the project objectives;
  • Proven experience in preparation of national biodiversity strategies and action plans, including implementation instruments;
  • Extensive knowledge of the provisions of the UN Convention on Biological Diversity, as well as of other national strategic documents on the implementation of international requirements on biological diversity conservation;
  • Knowledge and understanding of recent UNCBD Conference of Parties (CoP) guidance and emerging issues in the field of biodiversity;
  • Extensive experience in working with wide range of stakeholders (governmental, academia, international, non-governmental);
