Description

Currently, despite a large number of players and projects, there is an overall lack of coordination on what is happening within Energy Efficiency and Renewable Energy domain in Ukraine. Lack of coordination and even basic information sharing leads to duplication, and inefficient use of government, donor and private funding. In the short run, more coordination is urgently required to help prioritize donor action and policy making in the area of energy security. In the longer run, having a clear coordination and a way of bringing various projects into synergy can greatly help the Ukrainian government in tackling the task of reducing dependence on imported energy through saving and more efficient technology. 

Further to the above, the Ukrainian government has recently announced a decision to create a national Energy Efficiency Fund, which will aim to leverage larger private flows to support the scaling up of energy efficiency measures. The Fund, where UNDP is part of the Board, is under the overall supervision of the Vice Prime Minister and will need significant expert, analytical and capacity support, especially in the early days.

The Slovak Republic has accumulated considerable experience in the energy efficiency/renewable energy area both through the legislation reform as well as thought the implementing several successful projects/initiatives. This wealth of knowledge and practical understanding of challenges emerging in course of their design and realization could be valuable for the Ukraine in setting up their own systems and tools.

In this context, Slovak Republic and UNDP has decided to join forces to assist in sustainable post-crisis transformation in Ukraine through supporting the advancement of energy efficiency and renewable energy as a key component of Ukraine’s energy security.  

In particular, Slovak Republic will support a Ukraine Energy Efficiency Secretariat and Expert Hub aimed at enhancing coordination of Energy Efficiency activities in Ukraine.

Formatted as a UNDP project, the Secretariat is to be a flexible mechanism to attract expertise, build capacity, organize joint action and leverage additional financing from other potential donors (and/or benefit from their expertise). 

It is expected that the Secretariat involves high level international and Ukrainian experts (advisors/consultants) who will provide necessary advice, support and facilitate efficient work of the Government of Ukraine (office of the Vice Prime Minister of Ukraine, the Government Committee on Infrastructure Development and Environmental Policy, The State Energy Efficiency Agency of Ukraine, Energy Crisis Staff and other related institutions).

The Secretariat on Energy Efficiency is essentially meant to:

  • Serve the government of Ukraine and the donor community in collecting and sharing information and facilitating coordination of various activities related to Energy Efficiency and Renewable Energy;
  • Become an Expert Hub on Energy Efficiency Issues, acting as a supporting mechanism for the Energy Efficiency Fund (including formulating its key parameters based on international best practice) and the government’s overall policy reform efforts in this field.

Within this effort, UNDP seeks to engage an International Consultant – Technical Advisor to support the Government of Ukraine to strengthen the coordination of Energy Efficiency and Renewable Energy sector activities and support the establishment of Energy Efficiency Fund in Ukraine.

Objective of the assignment

UNDP is to contract an Individual Consultant (IC) – Technical Advisor to the Ukrainian Government on Energy Efficiency who will provide high level technical advice and targeted strategic guidance within the Ukraine Energy Efficiency Secretariat and Expert Hub in relation to sustainable energy policies, strategies and ways to address the urgent issues in energy efficiency and renewables sector (as defined in the respective areas of responsibility of the Vice Prime Minister of Ukraine and beyond), practical recommendations for the development and coordination of necessary mechanisms and activities, improvement of the planning process, implementing internal and external communications etc.

 


Duties and Responsibilities

Working under the supervision of the UNDP Energy Team Leader in UNDP Ukraine and The State Energy Efficiency Agency of Ukraine, and working with the UNDP Regional Technical Advisor on Climate Change for Ukraine, the International Consultant - Technical Advisor (ICTA) will be responsible for providing high level and continuous technical advice and strategic guidance to the government (within the activities of the Secretariat on Energy Efficiency) to support the policy and institutional reform efforts in Energy Efficiency and Renewables field, including but not limited to the following:

Strategic and knowledge transfer responsibilities:

  • Initiate and coordinate the delivery of high quality strategic policy advice (related to Energy Efficiency and Renewables domain) to key national counterparts in the Government and Parliament of Ukraine;
  • Review draft legislation and regulations in the area of energy-efficiency and renewables and provide inputs and recommendations to strengthening the legislation;
  • Help develop and exploit a network of advisors that may be divided into groups to focus on the strategies and ways to address the urgent issues specifically defined in the respective area of responsibility of the Vice Prime Minister and drafting the relevant documents;
  • Help to transfer the UNDP knowledge and experience on energy management (in particular energy management information systems) to Ukraine with the goal of establishing a single nation-wide energy management system for public buildings for the entire country;
  • Analyze the situation in Energy Efficiency and Renewable Energy sector of Ukraine and define the priorities to be urgently addressed within the sector reform and activity of the Energy Efficiency Fund of Ukraine;
  • Develop the vision and business strategy and operating norms of the Energy Efficiency Fund in Ukraine, in accordance with the best available experience and approaches in order to ensure achievement of goals and objectives; submits these for comment by the Government of Ukraine and for subsequent approval;
  • Suggest the legal structure of the Energy Efficiency Fund that will be acceptable for external investors and donors to participate in the Fund’s activities;
  • Help ensure sustainability of the national Energy Efficiency Fund through suggesting the key sources of its financing, proposing initiatives and strategies for mobilizing national and donor resources in support of the work of the Energy Efficiency Fund.
  • Model (predict and analyze) potential consequences/impact of the proposed changes to existing regulatory framework and initiatives aimed at mobilizing financing for the Energy Efficiency Fund and subsequent implementation of sustainable energy policies;
  • Suggest and provide detailed description of the Energy Efficiency Fund potential products and services based on a thorough analysis of the situation on energy market and the key regulatory barriers (i.e. long procedure of the state budget funds allocations etc.);
  • Help do develop a strategic approach to strengthening the public awareness on energy efficiency as a prerequisite of successful implementation of activities/measures to be supported by the Energy Efficiency Fund;
  • Develop strong working linkages with the work of selected UNDP GEF projects (e.g – UNDP GEF bioenergy project in Ukraine and UNDP GEF Energy-Efficiency in Public Buildings project) and the work of the Energy Efficiency Fund including in particular better defining how these projects can work with and better support the work of the Energy Efficiency Fund;
  • Assist to develop a network of selected institutional partners mainly in the EU and its neighborhood, able to collaborate on policy initiatives, advisory services, events and various forms of capacity building activities including fund raising assistance for proposals from other donors on energy efficiency.

Team responsibilities:

  • Help coordinate the overall implementation of the Secretariat on Energy Efficiency, including delivery of planned activities and results, in accordance with the project concept, work plans and other joint agreements between the national counterparts and UNDP, and the Slovak Republic and other (potential) Donors;
  • Review reports of national and international consultants engaged under the Secretariat on Energy Efficiency.
  • Coordinate preparation of key reports and sectoral/sub-sectoral briefs where advice of the Secretariat on Energy Efficiency is solicited;
  • Advise the Government of Ukraine on a regular basis on tactics, opportunities, parameters, and constraints for Energy Efficiency and Renewables sector policies development and Energy Efficiency Fund functioning;
  • Support communication outreach that enhance knowledge dissemination and recognition of UNDP, Slovak Republic and EU as core partners of the Government and people;
  • Ensure the development of cross-project linkages with other relevant UNDP, Slovak Republic and EU projects and programmes for mutually reinforcing impact.

Service responsibilities:

  • Develop a knowledge management approach to help strengthen coordination of Energy Efficiency and Renewable Energy sector activities in Ukraine;
  • Ensure capturing empirical evidence of available experiences that can serve to support or refute important policy hypotheses/suggestions;
  • Write advisory papers to empower the Government of Ukraine with greater experience, options, and opportunities, as well as risks and lessons learnt related to government’s overall energy policy reform efforts and the Energy Efficiency Fund functioning it particular (including formulating its key parameters based on international best practice);
  • Support the Government of Ukraine in partnership building with and mobilization of resources from the EU, non-government, private sector and international development partners;
  • Support the Government of Ukraine with developing the ESCO market (Energy Service Companies) as a key tool to promote additional investment in energy efficiency in Ukraine;
  • Assist the Secretariat Management Unit in development of relevant ToRs and mobilization of qualified national and international experts and organizations as needed to provide specific consultancy and advisory services;
  • Represent the Secretariat on Energy Efficiency, as might be required, in any discussions with stakeholders and counterparts and at workshops and seminars;
  • Performs other relevant duties as may be required under implementation of the Secretariat on Energy Efficiency.

Administrative Arrangements/ Consultant’s Work Place

International Consultant – Technical Advisor (ICTA) will work in close collaboration with UNDP energy team and Ukrainian Government energy efficiency team. The consultant will be responsible for all personal administrative expenses incurred while implementing this assignment, including office accommodation, printing, stationary, telephone and electronic communications, as well as provision of the report copies.

While on missions to Kyiv, ICTA will be provided with workspace, documents and information deemed necessary for this consultancy, interpreter (if needed) and local transport (for official meetings only) by the UNDP CO. The consultant will have to use his/her own computer and associated IT equipment and mobile devices. In case the consultant will have to lead and/or participate in some official meetings or events (round tables, workshops, conferences etc.) – all logistics and meeting service costs (interpretation services, conference facilities, catering and other related services) and liaison with local participants will be provided by the UNDP CO as well.

Work Schedule and Deliverables

Total estimated time for this consultancy is an estimated periodic input of 60 days over a period of 12 months.

The consultant is expected to provide the followng Deliverables:

Report 1 – Analytical report (situation analysis and priorities)

Content analytical report describing the situation in Energy Efficiency and Renewable Energy sector of Ukraine and defining the priorities to be urgently addressed within the sector reform and activity of the Energy Efficiency Fund of Ukraine which includes analysis of the main areas where UNDP can best transfer knowledge and share information.

Work effort: approximately 15 working days.

Timing: within 5 weeks after contract signature. An inception mission to Kiev is foreseen within this period (estimated 2nd or 3rd week after contract signature).

Report 2 – Draft vision and business strategy of the Energy Efficiency Fund in Ukraine

Content: draft vision and business strategy of the Energy Efficiency Fund in Ukraine, based on analysis of lessons learned and international best practices related to energy financial support mechanisms in other countries, including available experience and approaches in order to ensure achievement of goals and objectives set by Ukrainian Government.

Work effort: approximately 15 working days.

Timing: within 3 months after contract signature. A mission to Kiev shall be scheduled to present a Draft vision and business strategy of the Energy Efficiency Fund in Ukraine to national stakeholders (estimated period – Early April 2016).

Report 3 – Analytical report (on proposed structure, administration and operation of the Energy Efficiency Fund in Ukraine)

Content: well-justified analytical report describing proposed legal structure, sources of financing and products for the Energy Efficiency Fund in Ukraine, including suggested necessary legislative/regulatory changes/initiatives and expected/due consequences including in detail how the fund might work with ESCOs (energy service companies) and how it could increase the energy efficiency awareness among the general public and other stakeholders.

Work effort: approximately 15 working days.

Timing: within 5 month after the contract signature. A mission to Kiev shall be scheduled to present the Analytical report to national stakeholders (estimated period – June 2016).

Report 4 – on establishment of EMIS for Ukraine

Content: Report on how to best establish a single energy management information system (EMIS) for Ukraine.

Work effort: approximately 10 working days.

Timing: within 9 months after contract signature. A mission to Kiev shall be scheduled to present a Report on establishment of EMIS for Ukraine to national stakeholders (estimated period – September 2016).

Consultations mechanism established

Content: Established lateral (internal) interagency and public (external) consultations (communication) mechanism to coordinate various activities related to Energy Efficiency and Renewable Energy.

Work effort: approximately 2 working days.

Timing: during contract period.

Advisory support

Content: Review of and recommendations on the reports prepared by national and international consultants including substantive input to the state energy policy recommendations.

Work effort: approximately 3 working days.

Timing: within 2 weeks after receiving reports prepared by national and international consultants (during contract period).

Monitoring / Reporting Requirements

The documents should be submitted in electronic and paper form in English and/or Russian. The format of the documents should be agreed with UNDP and the Government of Ukraine.

Important note: The scope limitation should not be a reason for non-performance under the assignment, or failure to support the establishment of Energy Efficiency Fund in Ukraine and coordination mechanism for Energy sector policies and activities in Ukraine. The scope of the assignment shall not in any way restrict the methodology / procedures / tasks or data the Consultant may wish to apply / use / perform or describe to produce the deliverables due under this assignment.

Payment Schedule

Payments under this assignment are delivery-based, i.e. payments are triggered by satisfactory submission (duly confirmed by UNDP) of specified deliverables. Any deliverable not meeting the requirements will have to be reworked and resubmitted at no additional cost to UNDP.

Payment will be made in 5 installments:

  • 15% of total contract value upon satisfactory submission of Deliverable 1. Timing: 5 weeks after contract signature;
  • 25% of total contract value upon satisfactory submission of Deliverable 2. Timing: 3 months after contract signature;
  • 25% of total contract value upon satisfactory submission of Deliverable 3. Timing: 5 months after contract signature;
  • 20% of total contract value upon satisfactory submission of Deliverable 4. Timing: 9 months after contract signature;
  • 15% of total contract value upon satisfactory submission of Deliverable 5 and 6. Timing: upon completion of contract.

Required Skills and Experience

Education:

  • Advanced (MA) university degree (or equivalent) in the area of energy, environment, business/public administration, international development, economy, finance or other relevant field;
  • Postgraduate degree in energy/renewable energy development is an asset.

Experience:

  • At least five years of experience in implementing  energy efficiency/renewable energy policies/projects in combination with knowledge of economic and financial analysis, institutional, regulatory and policy frameworks; advisory support to governments or national level counterparts in the area of energy efficiency/renewables  or similar consultancy assignments;
  • Good knowledge of and experience with financial and operational modalities for implementing scaled energy efficiency activities including strong understanding of various types of financial support mechanisms for renewable energy and energy efficiency is  a strong asset (track record of at least 2 similar assignments);
  • Good understanding of the political, social and environmental factors and issues related to energy development and climate change mitigation in EU/transition countries (preferably in Slovakia/Ukraine) is an asset;
  • Demonstrated experience in writing analytical reports, strategies, policies, guidelines or similar documents in English, preferably in the field of energy efficiency/renewable energy  (proven by at least 1 writing sample in English);
  • Experience in writing analytical reports, strategies, policies, guidelines or similar documents in Russian/Ukrainian, preferably in the field of energy efficiency/renewable energy,  is an asset (at least 1 writing sample in Russian/Ukrainian);
  • Experience in leading and facilitation of high level working groups, workshops, roundtables or other similar activities and managing teams of experts is an asset (track record of at least 1 similar assignments in both fields);
  • Previous experience with designing and implementation of energy efficiency legislation/strategy frameworks, participation in public initiatives promoting creation of financial support mechanisms for energy efficiency measures, designing of energy management information systems, organization of public awareness campaigns on energy efficiency or similar assignments in  Slovakia is an asset; (track record of at least 2 similar assignments);
  • Previous experience with development and implementation of renewable energy/energy efficiency projects (e.g. Biomass, Green Grass Grids, energy efficiency in public buildings, communal energy systems etc.) in  Slovakia and/or in transition countries, specifically in Ukraine is an asset (track record of at least 2 similar assignments).

Languages:

  • Fluency (verbal and written) in English and working knowledge of Russian/Ukrainian.

Evaluation of applicants

Evaluation method: desk review with validation interview.

Individual consultants will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants’ qualifications and financial proposal.

The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as a) responsive/compliant/acceptable and b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum 70% from the maximum available technical score (49 points) will be considered for the Financial Evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:

30 points [max points available for financial part] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].

  • Technical Criteria: 70% of total evaluation – max 70 points;
  • Financial Criteria: 30% of total evaluation – max 30 points.

Criterion A: Advanced (MA) university degree or equivalent in the area of energy, environment, business/public administration, international development, economy, finance or other relevant field and postgraduate degree in energy/renewable energy development – 5 points.

Criterion B: Fluency in English and working knowledge of Russian/Ukrainian – 2.5 points.

Criterion C: At least five years of experience in implementing  energy efficiency/renewable energy policies/projects in combination with knowledge of economic and financial analysis, institutional, regulatory and policy frameworks; advisory support to governments or national level counterparts in the area of energy efficiency/renewables  or similar consultancy assignments – 10 points.

Criterion D: Good knowledge of and experience with financial and operational modalities for implementing scaled energy efficiency activities including strong understanding of various types of financial support mechanisms for renewable energy and energy efficiency – 15 points.

Criterion E: Good understanding of the political, social and environmental factors and issues related to energy development and climate change mitigation in EU/transition countries, preferably in Slovakia/Ukraine – 10 points.

Criterion F: Demonstrated experience in writing analytical reports, strategies, policies, guidelines or similar documents in English, preferably in the field of energy efficiency/renewable energy; and experience in writing similar documents in Russian/Ukrainian – 10 points.

Criterion G: Experience in leading and facilitation of high level working groups, workshops, roundtables or other similar activities and managing teams of experts – 7.5 points.

Criterion H: Previous experience with designing and implementation of energy efficiency legislation/strategy frameworks, participation in public initiatives promoting creation of financial support mechanisms for energy efficiency measures, designing of energy management information systems, organization of public awareness campaigns on energy efficiency or similar assignments in Slovakia – 5 points.

Please note that the financial proposal is all-inclusive, shall be submitted in USD and shall take into account various expenses incurred by the consultant/contractor during the contract period (fee and number of anticipated working days, translation costs if any, communications, office supplies, and any other possible costs).

All envisaged travel costs must be included in the financial proposal. This includes all travel as specified in the TOR. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between the respective business unit and Individual Consultant, prior to travel and will be reimbursed.

Payments will be made only upon confirmation of UNDP on delivering on the contract obligations in a satisfactory manner.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org
